Petrol Sells For N200 Per Litre In South East

Some independent petroleum marketers in Umuahia and other parts of
South East are selling petrol for between N170 and N200 per litre even
as the seeming scarcity of the commodity lingers on.
However, at the black market located at strategic points in the Abia
state capital, the commodity sells for N300 per litre.

A correspondent of the News Agency of Nigeria (NAN), who monitored the
situation in the area, reports that the few independent marketers
selling the commodity at the approved pump price of N87 per litre are
attracting long queues of vehicles as prospective buyers wait
patiently for their turns to buy the commodity.

Meanwhile, transport fare in the area has jumped by between 80 per
cent and 100 per cent, depending on the distance, thereby forcing many
commuters to resort to walking long distances.

At the NNPC mega station located on the Umuahia end of the Enugu-Port
Harcourt Expressway, scores of motorists and motorcyclists could be
seen waiting to buy the commodity at the government-controlled price.

A cross-section of the customers, who spoke with NAN, described the
seeming scarcity as disturbing and a situation not expected during
President Mohammadu Buhari's administration.

Augustine Okoronkwo, Steve Ahamefule, and Jenarius Ezeru, who claimed
to have spent two days on the queue waiting to buy the commodity but
to no avail, said that the situation had caused untold hardship to
motorists.

They, therefore, called on President Buhari to take urgent steps
towards ensuring the availability of the commodity before the
Christmas season.

The Retail Sells Representative at the NNPC mega station, Mr Sampson
Ene, told NAN that the station had sufficient stock, but expressed
concern about what he called ''the disorderliness by some prospective
customers''.

Liberia Confirms Fresh Ebola Cases

Three new cases of Ebola have been confirmed in Liberia less than
three months after the country was declared free of the virus, the
World Health Organization (WHO) has said.

The three patients include a 10-year-old boy from Paynesville, a
suburb of the capital Monrovia.

All people with the symptom have been isolated, WHO spokeswoman
Margaret Harris told the BBC.

Liberia has seen more than 10,000 Ebola cases and more than 4,000 deaths.

The country's Health Minister Bernice Dahn said six of the boy's
relatives and other high-risk contacts have been taken to an Ebola
Treatment Unit in Paynesville.
"The hospital is currently decontaminating the unit. All of the
healthcare workers who came in contact with the patient have been
notified," she said.

On Thursday night, before the new case emerged, President Ellen
Johnson Sirleaf delivered a speech praising "the resilience" of
Liberians in overcoming the epidemic.

How Ebola changed the world
Ex-child soldier who fought Ebola
Saying 'Bye Bye' to Ebola with a happy song
The country was first declared Ebola-free on 9 May, but new cases
emerged in June resulting in two deaths.
It was declared free of the virus again on 3 September.

Liberia recorded its first Ebola case in March last year and analysts
believe the latest cases are a serious set-back for the country.
The new cases in Liberia was announced just days after Guinea, where
the epidemic started, said it had no more Ebola cases.
If no more cases are detected for 42 days, it would be declared free
of the virus.

Sierra Leone was declared free of Ebola on 7 November.
More than 11,000 people have died of the disease since December 2013,
the vast majority of them in Liberia, Guinea and Sierra Leone.

Ghost Of Biafra Will Continue To Haunt Nigeria

IF Chief Duro Onabule were an Igbo man, I am sure many people would
have accused him of Biaframania. Perhaps, others would have accused
him of Igbocentrism because of his profound article: "Britain toys
with woes of another Biafra," published in Daily Sun of November 6,
2015. The High Chief is not Igbo, but a true Nigerian, who chose to
call a spade by its name, without caring whose ox is gored.

Yes, in the article, Chief Onabule exposed the hypocrisy of Britain,
regarding Nigerian situation in relation to Biafran agitation,
underlining what could pass for the double standards of this former
colonialist. He highlight- ed how Britain supported the independence
of some countries born out of agitation. He talk- ed about Malaysia,
Singapore, Sudan, Eritrea, Zimbabwe (Rhodesia), Zambia (Southern
Rhodesia) and Malawi (Nyasaland), among others.

He had stated: "Obviously, only for its self-serving economic and
political interests, Britain will ever muddle Nigeria's political
problems to further relics of its political past. Otherwise, why did
Britain not preserve the sanctity of the national borders of the
federation of Malaysia and Singapore? On the contrary, Britain granted
independence to the two countries as separate nations. Similarly, why
did Britain not preserve the sanctity of the national border of the
federation of Rhodesia and Nyasaland? Remarkably, Britain carved out
three separate independent countries, namely northern Rhodesia
(today's Zimbabwe)' southern Rhodesia (today's Zambia) and Nyasaland
(now known as Malawi). Britain's record of experimenting with federal
form of government in its colonial territories collapsed all over.

"In flaunting its so-called record of preserving Nigerian national
border, Britain is engaging in diplomatic fraud. After Nigeria's civil
war, what was Britain's record on preservation of national borders in
Africa and other parts of the world? Was Britain not a major party to
the enunciation of the United Nation's principle of self-determination
for citizens all over the world? Did Britain not spearhead the
break-up of Sudan into two independent nations of Northern Sudan and
Southern Sudan through United Nation's principle of
self-determination? Did Britain not support the break-up of erstwhile
Ethiopia into the current two independent nations of Ethiopia and
Eritrea through the United Nations principle of self-determination?
What therefore, is peculiar in Nigeria to make its good or bad
prospects a matter of life or death for Britain? Whether Nigeria will
or should break up or not will and should be the mutual agreement of
its various peoples, but surely NOT in any way a choice for Britain.
This intruder should, therefore, shut up and keep off."

Chief Onabule also talked about how Britain would respect fundamental
human rights in treating Scotland, Wales and other components of its
present day kingdom, while being harsh on the Nigerian affairs, as it
concerns self-determination. Said he: "When Britain was threatened
with disintegration, the response of the central authorities in
London, even if in panic, was to grant substantial political autonomy
to Wales and Scotland. Even then, Scotland insisted on complete
independence from Britain and two years ago, only narrowly lost a
referendum to that effect. Scotland unilaterally organised its
referendum instead of waiting for Britain's grace."

Away from Britain's pretension, Chief Onabule also went ahead to
explain why "Biafra" would continue to resonate in Nigeria. For him,
"Biafra" is not only about the struggle by the Igbo in South East to
have a separate state, but also protest by all sections of the
country, who feel cheated, at one time and another, in the nation. He
recalled how the South West and North have, in the past, ex- pressed
their reservations about the way they were treated in the country,
saying that their misgivings could be likened to the agitation for
"Biafra."

Indeed, Chief Onabule could not have put it better. The situation in
the country has made people to lose faith and, therefore, wish that
they be in another republic. The Igbo, for in- stance, feel battered,
bruised and clobbered. In their frustration, they hold unto Biafra as
a source of hope. It could be an illusion, but they appear not to
care. As it stands, the spirit if Biafra will continue to haunt
Nigeria and Nigerian leaders, so long as there is marginalisation and
unfair treatment of Igbo in the country. Dr. Chukwuemeka Ezeife,
ex-gover- nor of Anambra State, is right when he said that Nigerian
leaders were the ones laying the foundation for Biafra. When a people
are singled out for persecution and suppression, they would feel
alienated. Now the Nigerians Army has issued threat of invoking the
Rule of Engagement to deal with those who are marching in the streets
to protest the detention of the Director of Radio Biafra, Nnamdi Kanu.
In the coming days, the threat could be carried out and people who are
exercising their fundamental human rights, to protest, in a
non-violent way, may be shot in the streets of South East and South
South. That's the way Igbo are treated. When they do something,
punitive measures are taken. When others do it, people see this as
normal.

Today, everybody is hysterical about Radio Biafra. I do not have any
problem with the government going after Radio Biafra, as the station
is, indeed, a thorn in its flesh. However, how do we explain that some
Nigerians, and indeed, those who did similar thing in the past, are
now making noise about a pirate ra- dio station? At one time in
Nigeria, there was Radio Kudirat, which was an anti-government organ.
While it operated and attacked the Sani Abacha government, the
majority of the elite in the South West, for example, praised and
funded it. Now that Radio Biafra is doing the same thing, it must be
wrong. Some of those who used Radio Kudirat against the Abacha
government are criticising Radio Biafra. That's the lot of the Igbo.

Make no mistake about it; I am not in any way campaigning for a
sovereign state of Biafra. I can't because in the event of the
balkanisation of Nigeria, the Igbo will be the worst losers. Across
the country, Igbo are the ones that have invested massively outside
their geopolitical zones. Be it in Lagos, Port Harcourt, Abuja, Kano,
Ibadan and any major city in the country, the investments of Igbo, in
property, industries and companies, run into trillions of naira. If
Nigeria divides, all these will be lost. It will be lost not because
it's the convention that investments of nationals of other countries
in nations other than theirs ought to be forfeited, but because
Nigeria is a place where international convention and law of natural
justice do not appear to mean much. What happened in Port Harcourt,
for instance, after the civil war, when buildings of Igbo were
declared, as "abandoned property" is an eye opener. Therefore, it's
not in the interest of the Igbo for Nigeria to divide.

However, I must add that the spirit if Biafra will continue to be
invoked by Igbo because of the way they are treated in the country.
When an Oba threatens Igbo with death if they vote for a candidate of
their choice, which is different from the one the traditional ruler
endorses, Igbo invoke Biafra. When Igbo are killed and their business
premises looted in a protest caused by an article against Prophet
Moham- med, which they have no hand in, the spirit of Biafra will be
invoked. When Igbo cannot get Certificates of Occupancy (C of Os) for
their property in some states because of the accident of their birth,
the spirit of Biafra will be invoked. When close to 50 appointments
are made by a president and no single Igbo man/ women from South East
is among them, the spirit of Biafra will be invoked. When roads in
South East are neglected and left in the most terrible condition, the
spirit of Biafra will be invoked. When Igbo are told they committed
political suicide by voting for their choice in a presidential
election, the spirit of Biafra is invoke.

I believe that the Igbo man will prefer to be in a larger Nigeria, so
that he would operate in a big territory, where he would feel more
fulfilled by his accomplishments than to be a champion in a tiny
enclave. What they demand is equal rights and justice. They want to be
treated like others, and not as second-class citizens in their
country. The government and Nigerians would kill the spirit of Biafra
by addressing those things that make Igbo alienated: Fix their roads,
provide electricity and security and provide enabling environment. And
the mean thing: Concede the presidency to the Igbo. Yes, concede the
presidency! In 1999, Nigeria conceded the presidency to the Yoruba to
appease them for the June 12, 1993 fiasco, which explains why the
three political parties at that time fielded only Yoruba candidates.
What is wrong if such concession is made to the Igbo? Nothing wrong
whatsoever. It will rather kill Biafra permanently.

I Didn’t Award $2b Contract – Jonathan

Former President of Nigeria, Dr. Goodluck Jonathan, yesterday,
refuted claims that his administration awarded contract for arms
procurement to the tune of $2 billion.

Speaking at an event in Washington DC, Jonathan, stated that those
behind the statement are doing so to rubbish his name and achievements

"Where did that kind of money come from? I did not award any $2
billion contract for procurement of weapons.

"In Nigeria, if you lose $59.8 million in a year, federal and state
governments will not pay salaries," he said, adding that there is no
way Nigerian budget can accommodate such a loss without the country
coming to a standstill.

"That's why we brought international audit teams, forensic auditors
to audit the funds," he said.

Where Are The Chibok Schoolgirls?

It's been 585 days since Nigerians woke up to the rude shock of the
news of the abduction of 276 schoolgirls from their dormitory in
Chibok town, in Nigeria's North-East state of Borno by Boko Haram
insurgents.

On April 14, 2014, 276 female students were kidnapped from the
Government Secondary School in the sleepy town of Chibok where they
were camped writing their West Africa School Certificate Examination.

The sect broke into the school, pretending to be security guards,
telling the girls to get out and come with them. A large number of
students were taken away in trucks, possibly into the Konduga area of
the Sambisa forest where Boko Haram is known to have fortified camps.

Since 2010, the dreaded sect has targeted schools, killing hundreds
of students. A spokesperson for the group had said that such attacks
would continue as long as the Nigerian government continued to
interfere with the traditional Islamic education.

The sect is notorious for kidnapping girls, whom it believes should
not be educated, but used as cooks or sex slaves.

Shortly after the abduction of the Chibok girls, critics took over the
Nigerian public discourse doubting the seriousness of the Federal
government effort to ensure the release of the girls or not. Some saw
the abduction as a hoax which never existed.
They argued and questioned how such number of girl students would
have enrolled for WAEC in that school. Some reasoned that if the
abduction ever took place, it was pre-arranged.

Over one and a half years after their abduction, the whereabouts of
the girls remain a mystery as the military continues to comb the
Sambisa forest where it was initially believed that the girls were
kept.

Chronology of travails

Days after the incident, video clips released by the sect showed that
the students were forced to convert to Islam and into marriage with
members of Boko Haram, with a reputed "bride price" of ₦2,000 each.
Many of the students were suspected to have been taken to the
neighbouring countries of Chad and Cameroon, with sightings reported
of the students crossing borders with the militants, and sightings of
the students by villagers living in the Sambisa Forest.

On May 2 2014, police said they were not sure as to the exact number
of students kidnapped. They asked parents to provide documents so an
official count could be made, as school records had been damaged in
the attack.

On May 4, the then Nigerian President, Goodluck Jonathan, spoke
publicly about the kidnapping for the first time, saying the
government was doing everything it could to find the missing girls.
At the same time, he blamed parents for not supplying enough
information about their missing children to the police.

On May 5 2014, a video in which Boko Haram leader, Abubakar Shekau
claimed responsibility for the kidnapping emerged. Shekau claimed
that "Allah instructed me to sell them…I will carry out his
instructions." and "Slavery is allowed in my religion, and I shall
capture people and make them slaves." He said the girls should not
have been in school and instead should have been married since girls
as young as nine are suitable for marriage.

Chibok is primarily a Christian village and Shekau acknowledged that
many of the girls seized were not Muslims: "The girls that have not
accepted Islam, they are now gathered in numbers…and we treat them
well the way the Prophet Muhammad treated the infidels he seized."

On May 11, Kashim Shettima, Governor of Borno State, said that he had
sighted the abducted girls and that they were not taken across the
borders of Cameroon or Chad.

On May12, Boko Haram released a video showing about 130 kidnapped
girls, each clad in a hijab and a long Islamic chador, and demanded a
prisoner exchange.

A journalist-brokered deal to secure the release of the girls in
exchange for prisoners held in Nigerian jails was scrapped at a late
stage on May 24, 2014 after President Goodluck Jonathan consulted
with U.S., Israeli, French and British foreign ministers in Paris,
where the consensus was that no deals should be struck with
terrorists, and that a solution involving force was required.

On May 26, the Nigerian Chief of Defence Staff announced that the
Nigerian security forces had located the kidnapped girls, but ruled
out a forceful rescue attempt for fears of collateral damage.

On May30, it was reported that a civilian militia in the Baale region
of Northeastern Nigeria found two of the kidnapped girls raped,
"half-dead," and tied to a tree. Villagers said the Boko Haram group
had left the two girls, and killed four other disobedient girls and
buried them.

On June 26, it was announced that Levick, a Washington, D.C. public
relations firm, had received "a contract worth more than $1.2
million" from the government of Nigeria to work on "the international
and local media narrative" surrounding the Chibok schoolgirl
kidnapping.

On July1, a businessman suspected of carrying out the kidnappings of
the school girls, as well as the bombing of a busy market in
northeastern Nigeria, was arrested. Military sources said that he was
also accused of helping the Islamist militant group kill a
traditional ruler, the Emir of Gwoza.

On October 12, it was reported that four girls from the original
kidnapped group had escaped and walked three weeks to freedom in
Nigeria. They said they had been held in a camp in Cameroon and raped
every day.

The hashtag saga and unending protests

In the heat of the campaign for the return of the girls,
#BringBackOurGirls hashtag was launched and went viral across the
globe. The First Lady of the United States, Michelle Obama, was seen
holding a sign with the #BringBackOurGirls hashtag, posted on her
official Twitter account.

Nigerian artist, Sarah Peace subsequently created a public art
installation in Epping Forest depicting the missing girls with black
veiled figures.

Parents and others took to social media to complain about the
government's perceived slow and inadequate response. The news caused
international outrage against Boko Haram and the Jonathan government.
On 30 April and 1 May, protests demanding greater government action
were held in several Nigerian cities. Most parents, however, were
afraid to speak publicly for fear their daughters would be targeted
for reprisal. On May 3 and 4, protests were held in major Western
cities including Los Angeles and London.

At the same time, the hashtag #BringBackOurGirls began to trend
globally on Twitter as the story continued to spread and by 11 May it
had attracted 2.3 million tweets. Several online petitions were
created to pressure the Nigerian government to act against the
kidnapping. On 30 April, hundreds marched on the National Assembly to
demand government and military action against the kidnappers.

Buhari has forgotten us

– parents

Obviously disappointed, the parents of the Chibok schoolgirls
abducted accused both the Federal Government of President Muhammadu
Buhari and the state governments of abandoning them to their fate.

In an event during a session with Graca Machel, widow of Nelson
Mandela recently, the parents said most of them have been displaced
from their homes as a result of the sect's activities. One after the
other, they relayed their painful experiences, commending the Murtala
Muhammed Foundation for providing the platform to redirect the
attention of the world to their plight. In his words, Yakubu Nkaki,
Chairman of the Chibok Girls Movement said: "We are appealing to you
to help us tell the world how we can have our children back. We are
surprised that despite the recent rescue operations carried out by the
military, none of our daughters has been found. 219 of them are still
missing.

"Eighteen parents have been buried since the abduction and we don't
want to bury anyone again. Some of us now live in internally
displaced camps. Boko Haram has destroyed Chibok. No school has opened
since that attack and our remaining children in the community have
been at home doing nothing for nearly two years. We are afraid to go
to the farm; some of us now live in the bush; life has almost lost
meaning."

Ali Askira, whose two daughters are among the captives, is fed up
with the promises that have not yielded results. He wants the
government to give a clearer picture of the situation.

"They should tell us if we will not see them again so that we can
rest," he said in a tone laced with anger. "We have been hearing time
and time again that they will be released but up till now nothing. No
official of the local, state or federal government has visited us
since. They don't even care about how we have been surviving.
Recently, when one man [possibly referring to Olu Falae]was
kidnapped, the president ordered the inspector-general of police to
wade in and he regained freedom but our children, 217 of them are
nowhere to be found. Is it because we don't matter? We are the ones
who struggled to raise these children. What have we done to Nigeria to
deserve this? I prefer to see the corpses of my daughters and accept
my fate than to remain like this."

Biafra: Father Mbaka Gives Condition To Support Protest

SPIRITUAL Director of Catholic Adoration Ministries Enugu, Rev. Fr.
Camillus Ejike Mbaka, has given one condition on which he would
support the ongoing pro-Biafra protests in the South-East and part of
the South-South.

Mbaka said he would only support the agitation if those behind it come
out to lead the struggle

He warned that the protests are capable of snowballing into a huge
crisis of the scale associated with Boko Haram if not curtailed now.

Fr. Mbaka spoke during the launch of new products, Rapha Groundnut
oil, Rapha Soya Oil and Rapha Carbonated Drinks, produced by his
company, Aqua Rapha Investments Limited. He is chairman of the
company.

Speaking, he lambasted those still fueling the pro- Biafra protests,
saying it was capable of scaring away investors from the region.

He had, earlier in the week, incurred the wrath of Movement for the
Actualisation of the Sovereign State of Biafra (MASSOB) when he
described the protests as 'evil'.

His words: "If this nation collapses, it is on us all. If things go
well, it is for our own good. I want you to know that if there is any
of you here that is oppressed, we are being oppressed too. What I am
begging is that things should be done in the right way. Because, if we
continue like this, all the visions the governors of Igboland have,
vision for employment and economic diversification, will be
frustrated.

"No investor can come into a city filled with crises. So, wherever you
are, saying, 'let them (the protesters) move on', the only way I can
support it is when you join them. So, please, I am begging all of us,
let us join hands and develop our place, Igboland."

He also assured Governor Ifeanyi Ugwuanyi who was at the launch that
his company would always support his administration.

Also speaking, Ugwuanyi commended him for using his company to
provide 4,500 jobs for the people of the state.

Ugwuanyi noted that the state government is interested in such
business initiatives, which create jobs for the people, as well as
turn around the state's economic fortunes, pointing out that there are
enormous benefits that would accrue from his company.

Buhari’s Corruption Claims: Figures Staggering And Untrue – Jonathan

Former President Goodluck Jonathan, Thursday, in Washington denied
claims by President Muhammadu Buhari that about $150 billion was lost
to corruption under the previous administration.

"Corruption is now used for political campaign, during the first visit
of President Buhari to the United States he said that about
$150billion was lost to corruption, though he didn't mention me, he
said by previous administration," Jonathan said at the U.S National
Democratic Institute (NDI) where he was hosted by the nonprofit
organisation.

"The figures are staggering and untrue," he claimed. "Another governor
said someone stole a million barrel of oil per day".

The former President, however, said he would not join issues with the
administration of President Buhari.

Jonathan also faulted claims made by former President Olusegun
Obasanjo that he never intended to stay beyond the term limit while he
was in power.

According to him, Obasanjo agitated for a third term but failed.

"Of course I was a governor at that time but due to strong resistance
from the National Assembly the third term bid failed,"

He noted that Africa needs strong parliaments to checkmate presidents
who influence parliaments to consider amendment to the constitution
that would extend their stay in office.

"Changing constitutions to eliminate term limits in order to favour
incumbents is inconsistent with democratic principles and reduces
confidence in democratic institutions," Jonathan said.

He warned that repressive actions by some of these leaders is setting
"a disturbing precedence for the region and continent".

Jonathan said it is not a sustainable path and the reason he is
setting up the Goodluck Jonathan Foundation is to address these issues
and mediate in the continent.

The event was moderated by U.S former deputy Secretary of State for
Africa, Ambassador Johnnie Carson, who is now a USIP Senior Advisor
to President Obama and member, NDI Board of Directors.

The event also had in attendance U.S Policy makers, think-tanks,
members of Congress, and U.S government officials.

Ohaneze Disowns Biafra Agitators, Says Biafra Died In 1970

OHANEZE Ndigbo, the apex Igbo socio –cultural organization, has
dissociated itself from the activities of the Biafra agitators, who
had been protesting in many cities in the South East and South –South,
saying that Biafra died in 1970 with the surrender by General Philip
Effiong, to the Nigerian troops.

Addressing reporters in Awka Friday, the chairman, Forum of State
Presidents of Ohaneze in the seven Igbo –speaking states, Dr. Chris
Eluomunoh said that no right thinking person would support what he
called the madness by some youths, who were being deceived to engage
in something they cannot finish.

He said: "You will notice that Ohaneze has been very silent on the
issue of Biafra insurgency, though the youth wing of Ohaneze has been
speaking on it.

Ohaneze, as the Igbo cultural group, cannot support Biafra and we
dissociate ourselves from it totally.

27 Killed By Gunmen At Mali Hotel

Suspected Islamist gunmen stormed a luxury hotel in Mali's capital
Friday, firing automatic weapons and seizing more than 100 guests and
staff in a hostage-taking that left at least 27 people dead.

Special forces staged a dramatic floor-by-floor rescue at the Radisson
Blu hotel in Bamako, according to local television and security
sources, to end the nine-hour siege.

The assault, which France has said was likely masterminded by
notorious Algerian militant Mokhtar Belmokhtar, added to fears over
the global jihadist threat a week after the Paris massacre that left
130 people dead.

Malian television broadcast chaotic scenes from inside the hotel as
police and other security personnel ushered bewildered guests along
corridors and across the main lobby.

Malian security sources said at least 27 hostages had been killed,
adding that French special forces had been "participating in
operations alongside Malians".

"The hostage-taking is over.
We are in the process of securing the hotel," a Malian military source
said, as civil protection officers removed the victims in orange body
bags.

Two US special forces troops who happened to be at the nearby US
embassy for meetings assisted in the rescue of six Americans.

France's defence minister Jean-Yves Le Drian said several countries
had long been searching for Belmokhtar, head of the Al-Murabitoun
group. The one-eyed jihadist is also accused of planning a
hostage-taking at a gas plant in Algeria in 2013, in which dozens of
mostly foreign workers were killed.

"He is likely behind this attack although we are not completely
certain of it," Le Drian told France's TF1 television channel.

The palatial 190-room Radisson, regarded as one of west Africa's best
hotels, attracts entrepreneurs, tourists and government officials from
across the world with its luxury spa, outdoor pool and conference
suites.

Witnesses talked of around a dozen armed assailants, but the Malian
military source reported the deaths of three "terrorists who were shot
or blew themselves up", adding that the total number of gunmen was not
more than four.

– Waving in desperation –

A paramedic said three security guards had been wounded while an AFP
correspondent saw a police officer, who had been shot, being evacuated
by security forces.

An AFP photographer saw a white man appear several times at a window
on the second floor, apparently appealing for help.

A Chinese tourist quoted by the state-run Xinhua news agency said the
"smell of smoke spread through the corridors and rooms" and that the
internet was down.

The men are believed to have entered the hotel around 0700 GMT at the
same time as a car with diplomatic plates, with many guests still in
their rooms.

The nationalities of the victims have not yet been revealed, although
a Belgian regional assembly official, in Mali for a convention, was
among those killed, his parliament said.

India said 20 of its nationals were freed while Xinhua said at least
seven Chinese were involved.

Twelve Air France employees were in a "safe place", the company
announced, while seven Turkish Airlines crew members, seven Algerians
and two Germans were also freed.

UN Secretary-General Ban Ki-moon led international condemnation of the
"horrific terrorist attack" suggesting the violence was aimed at
destroying peace efforts in the country.

– Security questions –

Malian soldiers, police and special forces were at the scene soon
after the attack began, along with members of the UN's MINUSMA
peacekeeping force in Mali and French troops deployed in west Africa
under Operation Barkhane.

Paris said before the rescue it was sending around 40 officers from an
elite French unit of paramilitary police specialised in hostage
situations.

France has more than 1,000 troops in its former colony, a key
battleground of the Barkhane counter-terror mission spanning five
countries in Africa's restive Sahel region.

Kemi Adeosun ‘Poorly Qualified’ To Be Finance Minister – The Economist

English newspaper, The Economist, has undertaken a review of the newly
constituted cabinet of President Muhammadu Buhari, with a verdict that
the Minister of Finance, Mrs. Kemi Adeosun, who has an Economics
degree from the University of East London and a Post Graduate degree
in public financial management from the University of London, is
poorly qualified to manage the nation's economy.

It however described the Minister for Trade and Investment, Mr.
Okechukwu Enelamah, as "a respected businessman", but feared that he
"may lack the clout to stand up to the president".

According to the publication, "Africa's biggest economy, which relies
on oil for 70% of its revenue, is sputtering as prices fall. Economic
policy has been adrift since Mr Buhari came to power, and investors
complain about the central bank's use of trade controls and import
restrictions.

"However, the new finance minister, an accountant who cleaned up the
books of one of Nigeria's smaller states, is poorly qualified for the
job.

"Her counterpart in the investment ministry is a respected
businessman, but he may lack the clout to stand up to a president with
statist leanings."

The report further quoted the lawmaker representing Kaduna central
senatorial district in the National Assembly, Senator Shehu Sani, as
describing the cabinet as "a government with local professionals and
without superstars."

PDP Releases List Of Key Members Allegedly Marked For Death By APC [SEE FULL LIST]

The Peoples Democratic Party (PDP) has alleged that some of its key
members are currently been targeted and marked for death by the All
Progressives Congress (APC).

This was disclosed in a statement by Chief Olisa Metuh, the national
publicity secretary of the PDP in a press conference to address the
alleged assassination attempt on Deputy Senate President Ike
Ekweremadu.

Addressing newsmen, Metuh alleged that Ekweremadu was not the only
PDP member targeted, and other key members allegedly marked for death
include Uche Secondus, the acting national chairman of the party, Dr.
Haliru Bello, the acting national chairman of the Board of Trustees,
Sen Godswill Akpabio, the Senate minority leader, and Hon. Leo Ogor,
the minority leader in House of Representatives, among others,
Leadership reports.

He said: "As you are aware, on Tuesday, November 17, there was brazen
attempt at the life of Ekweremadu on his way to work bringing to the
fore fears that the era of political assassination may have returned
to our dear country.

"We had also informed Nigerians that key PDP leaders were being
trailed and that the government should be held responsible should any
of them suddenly become victim of 'terror attacks', unexplained
accidents, kidnapped or suddenly killed by 'armed robbers'.

"Nigerians are witnesses to the growing draconian proclivity of this
government, the increasing muzzling of opposition using security
forces, judicial persecution and other devious means aimed at
decimating our party to pave way for the imposition of one-party
state, all in the desperate bid by this particular regime to
forcefully retain power in 2019.

"The PDP does not mince words in holding the APC responsible for the
Tuesday attempt on the life of the Deputy Senate President. As you are
well aware, APC leaders have not hidden their bitterness and
resentment towards Senator Ekweremadu, whose offense is the privilege
of being elected as Deputy Senate President, in line with the Standing
Rules of the Senate and provisions of the Constitution of the Federal
Republic of Nigeria.

"Is it not shocking that Senator Oluremi Tinubu , in furtherance of
their plan to take over the office of the Deputy Senate President,
went ahead at plenary today to occupy his seat and attempted to assume
the duties associated with that office

"Intelligence information available to us however indicates that
Senator Ekweremadu is not an isolated target, as notable PDP leaders,
including our Acting BOT Chairman, Bello Haliru Mohammed, Acting
National Chairman, Prince Uche Secondus National Secretary, Prof.
Adewale Oladipo and members of the National Working Committee, Senate
Minority Leader, Senator Godswill Akpabio, House Minority leader, Hon.
Leo Ogoh among others have also been penciled down for assassination.

"We have further information that some desperate power-mongers close
to President Muhammadu Buhari, particularly those privy to his
interest to contest the 2019 presidential election, and who have been
reading his body language against the opposition, have gone ahead to
establish a killer squad to wipe off strong opposition, deeming such a
service to the President.

"This killer squad, our intelligence further revealed, has key
marksmen recruited from within and outside the country with directives
to trail, track down and hit strategic opposition elements and instill
fear among PDP members.

"Additionally, we have verified reports from our elected members,
especially those in the National Assembly that agents of the APC and
the government have been approaching and threatening them to join
their party or face victimization should they refuse.

"We therefore want the international community to note this ugly
development in our country and hold the government responsible should
any unexplained harm befall any PDP leader. This government should be
held responsible should any PDP leader be visited by 'armed robbers'.

"The PDP hereby draws the attention of President Muhammadu Buhari to
this disturbing development as the onus lies on his to come our clear
and moderate the political temperature of the country by calling his
overbearing party members and security officials to order."

Metuh also stated that the ordering of the arrest of the former
national security adviser (NSA) Sambo Dansuki, was based on the
verdict of a subjective administrative panel, which was present to
indict him.

The PDP spokesman further warned about the manipulation of the Kogi
and Bayelsa governorship elections using the security forces and some
compromised INEC officials and called on the Directorate of Military
Intelligence to keep off issues concerning politicians.

According to him, the PDP has never raised any false alarm on national issues.

On Tuesday, November 17, the deputy president of the Senate, Senator
Ike Ekweremadu, reportedly escaped a suspected assassination attempt.

Uche Anichukwu, the dep‎uty Senate president's spokesperson, said the
attempt occurred on his way to work at about 10am between Apo Flyover
and Dantata Construction Company's yard, close to the Old Central Bank
of Nigeria headquarters junction.

The suspected assassins reportedly operated in a tinted white-coloured
Mercedez Benz AMG E63 without a plate number. The driver was a
long-bearded light skinned foreigner, probably a mercenary, Anichukwu
said.

Women Protest Planned Concessioning Of Health Facility In Imo

Ishi Ogwa Umunneato autonomous community was completely shut down,
yesterday, as hundreds of aggrieved women protested the planned
concessioning of the medical facility in the area.

The embittered women who carried fresh green leaves, also sang all
manner of derogatory songs as they marched round the community before
terminating their protest in the medical facility.

While recalling that the medical establishment in their area, which
was on the verge of being concessioned by Governor Rochas Okorocha,
was built through self help effort and handed over to government.

Explaining their grievance to newsmen, the Vice President of the
Women's Wing of the Community Development Union, Mrs. Iheoma Njoku,
appealed to the state government to resist the temptation of pursuing
anti-people policies.

"The health sector is not a profit making venture. Government should
rather equip the health centre in their community, so as to
effectively serve the needs of the rural dwellers instead of
concessioning it to profiteers", Njoku said.

She complained bitterly that while public power supply to the
community had since turned into a huge luxury, the roads in the area
are in very bad state.

Mrs. Njoku vowed that the women would stoutly resist any attempt by
government to concession the only health facility in the area that
serves the people.

Heartland FC Management Sacked

The Task Force Committee on Sports Facilities yesterday sacked the
management of Nigeria Professional Football League (NPFL) side,
Heartland.

This comes up three days after the management, headed by Okey Ibe, saw
off the side's campaign to a seventh spot finish in the 2014/15 NPFL
season.

The committee equally threatened to sack as many as 50 percent of the
entire players' work force.

A source disclosed that key players of the side are threatening mass
exit due to the administrative style of the committee.

"The Task Force Committee has sacked the management of Heartland and
put in place an interim management committee to run the club.

"The committee equally opted to keep only 16 players while others will
be shown the exit door.

"The decision to downsize is being done without the technical input of
the coaching crew.

"Heartland key players are kicking against the decision to
unilaterally reduce the players' work force and are threatening to
leave the club en masse.

"The Task Force committee and the players already had an issue over
the decision of the task force to single-handedly select Most Valuable
Player (MVP) and other outstanding players for reward.

or carrying out business in any part of the North to relocate to the
South-east and all Northerners residing in the South-east should
return back to the north, and they have two weeks to comply.

The coalition of Northern youths explained that its action is
necessitated by the renewed threat of secession by Igbo secessionist
group which is being backed by some of their governments and leaders
by humiliating and harassing petty Northern traders and others
residents in the South-east.

The Coalition also urged the Arewa Consultative Forum (ACF) and the
Northern Elders Forum (NEF) to as a matter of urgency act quickly by
taking a position on the humiliation of northerners in the hands of
Igbo Biafra in parts of the South-east geo-political zone and their
governments.

Mild Drama As PDP Senators Stop Remi Tinubu From Using Ekweremadu’s Mic

A mild drama played out during the Senate plenary session on Wednesday
as Peoples Democratic Party (PDP) Senators stopped Senator Oluremi
Tinubu (APC, Lagos central) from using the microphone on the seat of
the Deputy Senate President, Ike Ekweremadu.

Senator Ekweremadu (PDP, Enugu West), who claimed to have escaped
assassination attempt on Tuesday, was absent and Mrs. Tinubu sat on
his seat for over an hour.

The Lagos senator is the wife of All Progressives Congress (APC)
national leader, Asiwaju Bola Tinubu.

The drama began when Senate President Bukola Saraki asked Tinubu to
second the $200m loan request of Lagos state.

As she stood up and switched on the microphone on Ekweremadu's seat,
the PDP senators began chanting "No! No!"

Her explanation that the microphone on her seat was faulty was further
met with shouts of "No! No!"

Sensing the opposition to her use of the absent deputy Senate
president's microphone, Sen. Tinubu ran back to her seat, saying "My
microphone is bad".

She went over to a seat close to hers then asked "Can I use this?" to
which Saraki told her that she had her protection.

"You are protected, it is because of the passion you have for this
loan that I thought it will be good for you to second it", Saraki said
and she seconded it.

Fuel Subsidy: Buhari Seeks Approval Of Supplementary Budget

Nigeria's President Muhammadu Buhari has requested the approval of a
supplementary budget to cover mainly the 413 billion naira ($2.1
billion) of debt owed to fuel importers under a subsidy scheme, the
presidency said on Wednesday.

Buhari asked the Senate to approve 465.64 billion naira to cover
subsidies, funding for the military operation Lafiya Dole against the
Islamist insurgency in the northeast, prisoner rations and pay for
out-going and incoming legislative aides, a letter to the Senate said.

Pushing through the supplementary budget will be key to resolving
fresh fuel shortages and closing the book on debts still owed to
importers from 2014 and this year.

Subsidized imports account for roughly half of Nigeria's gasoline
needs and firms bringing in the product have not been paid since
Buhari came to power at the end of May. They are increasingly
struggling to finance their purchases with low dollar availability and
shrinking credit lines.

Fuel shortages and panic-buying have returned to major cities,
creating long queues outside retail stations. The west African nation
relies on imports for the bulk of its domestic gasoline needs owing to
a dilapidated refining system.

Under the previous administration, the supplementary budget to cover
subsidies was not approved until May and was slashed by 90 percent
against the previous year as government revenues had shrunk
dramatically with the slump in global crude prices.

Buhari, who came to power at the end of May, does not want to phase
out the costly and fraud-ridden subsidy scheme just yet at variance
with the members of his party, the All Progressives Congress, and his
minister of state for oil.

The government said two weeks ago that the remaining subsidy-related
debt would be paid.

Payments to importers have been chronically delayed and fuel shortages
were a regular occurrence under former president Goodluck Jonathan.
The current shortage is the first major one since Buhari took over.

Pro-Biafra Protests Are Evil -- Father Mbaka

A Catholic Priest in Enugu, Rev Fr. Ejike Mbaka has condemned the
recent agitation and protests for Biafra nation describing the action
as 'evil'.

Mbaka made the condemnation in Enugu on Saturday in a sermon at his
weekly Adoration Ministry.

The cleric urged youths in the South East and South-South to go back
to their business as the protest could lead to their death.

"Locking up your shops and disrupting economic activities will not add
any naira to your pocket, whatever grievance you have could be
resolved through dialogue," the cleric said.

He lambasted those leaders that were behind the agitation and
protests, saying that they should use their children for the struggle.

Mbaka commended President Muhammadu Buhari for appointing ministers
from the zone and assigning them with good portfolios.

"President Buhari's action has proven that the South East has not been
marginalized. I would have reacted if no minister emerged from the
zone," he said.

He said that the five states in the zone had minister each as
prescribed by the Nigerian constitution as well as other key security
and protocol officers that serves under president and his wife.

The reverend father attributed the recent free health screening
initiative by the Wife of the president, Mrs Aisha Buhari, in Enugu to
her love for the people of the region.

He blamed the Igbo leaders for not living up to the expectation of the
people in the area, adding that past governors, National Assembly
members failed woefully in discharging their mandates.

"President Buhari is not the cause of poor roads, unemployment and
other decay infrastructures in the south east, we should blame our
leaders.

"Most of the roads had been awarded but our leaders squandered the
fund, even the university teaching hospital in Enugu is a no-go-area
and our leaders are not concerned about it," he said.

Mbaka called on the new Minister of Labour and Employment, Dr Chris
Ngige, to use his office to employ youths in the zone, adding that it
would stop what he called another Boko Haram in the south east if not
curtailed.

He praised Buhari's war against corruption, saying it had enthroned
due process and sanity in governance.

The cleric, however, urged Nigerians to be patient with the president
as he had good plans for the country.
