POLICE authorities in Imo State have banned further street protests in
the state. They have directed that aggrieved politicians in the
elections should proceed to electoral tribunals to express their
grievances.
The order is coming on the heels of several protests by supporters of
the governorship standardbearers of the All Progressives Congress
(APC), Chief Rochas Okorocha, that of the Peoples Democratic Party
(PDP), Chief Emeka Ihedioha, and the All Progressives Grand Alliance
(APGA), Capt Emmanuel Iheanacho, among others, since Monday after the
Independent National Electoral Commission (INEC) declared the results
inconclusive.
Meanwhile, the Resident Electoral Commission (REC), in the state, Dr.
Gabriel Ada, has disclosed that the commission has begun compiling the
names of the commission's officials accused of one electoral fraud or
the other during the polls.
Ada, who stated while speaking with The Guardian on Thursday, noted
that the fingered officials would be prosecuted by the commission in
the state.
In a statement signed by the Police Public Relations Officer (PPRO),
Mr. Andrew Enwerem, a Deputy Superintendent of Police (DSP), the
command noted with disgust the threat the protest posed to the
citizens and residents of the state, urging the aggrieved politicians
to approach the appropriate places of protest to obtain justice.
The police reminded the candidates, politicians and their supporters
of the peace accord they entered into, adding that it was still in
force.
In another development, the Commander General of Rochas Okorocha
Campaign Organization, Iheukwumere Alaribe, has called on INEC
Chairman, Prof. Attahiru Jega, demanding the removal of the State REC,
Dr. Gabriel Ada accusing him of bias. This came few hours after he
announced the re- run of Imo governorship and House of Assembly polls,
scheduled for April 25.
Addressing journalists in Owerri on Thursday, Iheukwumere, who is the
Commissioner for Housing, accompanied by the Commissioner for Lands
and Survey, Chief Uche Nwosu; and the Seniour Special Assistant,
Media, to the governor, Mr. Sam Onwuemeodo, expressed lack of
confidence in the REC to conduct the April 25 re- run in the state.

Supplementary Election: APC Demands Redeployment Of Imo REC
The Imo State Commissioner for Housing and Campaign Director-General,
Imo Rescue Mission Campaign Organisation, Mr. Iheukwumere Alaribe, has
called on the Independent National Electoral Commission Chairman,
Prof. Attahiru Jega, to immediately redeploy the state Resident
Electoral Commissioner, Dr. Gabriel Ada.
The call was made over an alleged gross conspiracy with the Peoples
Democratic Party to rig the Saturday, April 11, 2015 governorship
election.
Speaking to journalists at the Rochas Campaign Office, Okigwe Road,
Owerri, Alaribe expressed the party's readiness in taking full part in
the stipulated Imo governorship re-run election according to INEC
regulation.
He boasted that APC would win the election even when conducted over 20 times.
"No amount of rigging by the opposition party will change the mind and
vote of the masses, who have avid love for Rochas Okorocha," he said.
The DG, however, disclosed that before the Saturday, April 11, 2015
election, APC had written to Imo REC in order to ascertain the exact
number of Permanent Voter Cards distributed in the affected 250
polling units for the election, but got no response.
Alaribe said, "Instead, the REC decided to falsify figures against APC
so as to favour PDP. Again, instead of him to work in tandem with his
Electoral Officers, he went contrary to mark out areas where there was
free and fair exercise with reference to Ezinihitte Mbaise, Mbaitoli
and Oru East Local Government Areas, where the EOs never made any
remark of violence or to have fresh election just because APC was
leading in the area."

APC Zones Senate Presidency To N'Central, Speaker To N'East
Arising from a meeting in Abuja Thursday night, the national leaders
and national caucus of the All Progressives Congress (APC) have
officially zoned the office of the Senate President in the 8th Senate
to the North central geo-political zone, while the Speaker of the
House of Representatives was zoned to the North-east geo-political
zone.
A source at the APC meeting which lasted till the wee-hours of Friday
told THISDAY that the party leaders accepted in principle a prototype
office sharing formula that would accommodate all vested interests
within the party.
The source said: "After deft negotiations, the leaders agreed to cede
the position of the Senate President to the North-central and that of
the Speaker of the House of Representatives to the North-east. They
also endorsed a zoning arrangement that would see the South-west
producing the Deputy Senate President and South-south, Deputy
Speaker."
With the agreement, the current minority leader in the Senate, George
Akume from Benue State and Senator Bukola Saraki from Kwara State are
expected to engage each other in a fierce contest for the Senate
Presidency.
It was learnt that the position of the Speaker was earlier allotted to
the South-west but had to be moved to North-east following a strong
lobby by leaders from the zone who argued that such arrangement was
necessary to compensate them for the massive support for the party
during the election.
Apart from the sharing arrangement for the principal positions, the
APC meeting which had personalities like the former Lagos Governor,
Bola Tinubu and some governors in attendance also considered the issue
of ministerial appointments.
In line with THISDAY exclusive story yesterday, the APC leaders also
zoned the office of the Chairman of its Board of Trustees (BoT) to
Adamawa State, where the former Vice President Atiku Abubakar is set
to clinch the position that was hitherto held by the former governor
of Osun State and former national chairman of the party, Bisi Akande.
The source hinted further that the party zoned the office of the
Majority Leader of the Senate to the South-west.
However, South-east did not get any position in the current allocation
but according to a top notch APC member, the zone will be compensated
by other appointments to ensure some balance and equity. In all the
eight senatorial seats in the zone, the Peoples Democratic Party (PDP)
won all the seats. This has made it impossible for the zone to aspire
for any principal office in the senate.
The same thing happened in the zone for the House of Representatives.
No single member of the House of Representatives from the zone is from
the APC. PDP won all the National Assembly seats in both arms of the
National Assembly. In fact, in the Presidential Election, the APC did
not score up to 15 percent in any of the states in the southeast.
Another source at the Abuja meeting said the APC chieftains could not
however conclude deliberations on the ministerial appointments as it
was decided that stakeholders in the states and zonal levels should go
back to the areas to hold consultations on the matter.
It was resolved that the state chapters of the party would each
nominate three persons for ministerial consideration and are to submit
same to the party through the Vice Chairmen and Deputy National
Chairmen on or before Tuesday next week.
The source added that another meeting of the party leadership is
scheduled to hold on Tuesday where they hope to harmonize issues and
finalize discussions on the recommendations to be presented to the
National Executive Committees (NEC) of the party.
"While the President- elect, General Muhammadu Buhari had asked the
party to discuss the issue of ministerial appointments and to advise
him as appropriate, he has insisted on retaining the transition
committee list. Buhari had in choosing members of the transition
committee made sure that each of them is tested expert in the various
sectors where they will serve. He was said to be very conscious of
their level of integrity and honesty," added the source.
A top member of the APC who spoke to THISDAY last night on condition
of anonymity said: "All the positions said to have been shared are yet
to be firmed. Nothing can be confirmed until the final meeting next
week." He advised that all reports about sharing of positions should
be disregarded until next week when a final decision would be taken.

INEC May Order Fresh Guber Polls In Imo
The Governorship elections held in Imo state on April 11 may be
cancelled outright and a fresh exercise organized by the Independent
National Electoral Commission (INEC).
INEC is currently preparing for supplementary elections in over 200
polling units spread across 23 local government areas where over
150,000 votes were cancelled.
The need for fresh election is being canvassed on three strong points
which sources say INEC is set to buy into, and which an amalgam of
civil society groups and constitutional lawyers under the auspices of
Association for Good Governance insist is the only way to go.
First, the use of permanent voters card (PVC) in Imo was the worst in
the entire governorship election held anywhere in Nigeria on April 11.
Data obtained by INEC shows that Imo state had 20.4 per cent usage-
which was the lowest in the country.
For instance, states like Jigawa, Ogun, Kano and Katsina recorded an
average of 90 per cent where Governorship elections after
Anambra-which did not hold any governorship elections. INEC's clear
guidelines before the election were instructive that only PVCs must be
used for the governorship and state assembly elections. Where the PVC
failed to work, the election should be moved to the next day. With
just 20.4 per cent, it was obvious that the election in Imo state was
not in compliance with INEC guidelines.
Munonye Ikechukwu, the Governorship candidate of Hope Democratic Party
is another case being cited for the cancellation. Mr. Ikechukwu's name
and that of his party's logo did not appear on the ballot . The court
of appeal's decision in Nnamdi Igbokwe's case in 2011 is being cited
as a legal precedent in looking at the matter.
The court appeal held that in a case where INEC fails to display a
party's name and symbol on a ballot paper for an election that the
election stands cancelled. It means that the party and its candidate
have been denied the constitional right to put themselves up for an
election. Secondly, the constitutional rights of the voters who are
supporters of the party and the candidate would have been abridged if
the party's name, the candidate's name and their logo did not appear
on the ballot.
A reliable source in INEC revealed that after the announcement of the
supplementary election date, the commission was made aware of the
implications of the emerging development.
The case being made to INEC is that rather than waste resources to
conduct a supplementary election, the foundation of which is a flawed
process; it would better to conduct a fresh election in the 27 local
government areas.
The reason for this, according to Chineme Uhuegbu, a well-known legal
analyst, are as follows: a fresh election would correct the gross
irregularity in the use of the PVC in Imo state governorship election,
which is the worst in the entire country.
Secondly, it would correct the legally fatal non-usage of the name of
the Hope Democratic Party's name and logo on the ballot which is a
clear ground for the cancellation of the governorship election.
Thirdly, the conduct of an entirely fresh election would help avert
imminent crises in Imo state which could lead to loss of lives and
property.
Fourthly, since INEC wants to use the PVC to check irregularities in
elections in Nigeria, a 20 per cent usage makes nonsense of its avowed
resolve to conduct a credible election.
Wale Oguade, a Lagos based lawyer, and President of Voters Awareness
Initiative strongly argued that based on the violation of the INEC
guidelines on the use of PVCs in Imo state, coupled with omission of
the name and logo of Hope Democratic Party on the ballot, the entire
elections in the state ought to be cancelled. He added that it would
be a waste of time and tax payers' money to conduct supplementary
elections that would eventually be set aside by a law court.
Another Lagos based constitutional lawyer, Mrs. Uche Okonkwo, insisted
that the entire election should be cancelled. She argued that it
would amount to injustice for many people who registered to vote to be
disenfranchised, where as those who had their PVCs which the card
readers could not read, were allowed to vote. She opined that it is
either INEC allows every eligible voter to vote without PVC or allow
for PVCs being used.
Given these fundamental issues being raised, another legal practioner,
Sonnie Ekwowusi is also of the view that with the scandalously low
usage of the PVC in Imo state coupled the alleged omission of the name
and logo of Hope Democratic Party, the election ought to be cancelled.

There are indications that the All Progressives Congress is
uncomfortable with the May 28 handover date proposed by the out-going
administration.
Investigation by Punch revealed that the outgoing President Goodluck
Jonathan and the President-elect, Gen. Muhammadu Buhari (retd.) are
set to clash over a proposal by the Jonathan team to hand over the
mantle of leadership to Buhari on May the 28th, instead of the 29th.
It was gathered that the Buhari team was already over what they
considered as an act of ill-will laced with sinister motives.
This is sequel to an announcement by the Minister of Information,
Senator Patricia Akwashiki, that President Jonathan would perform the
handover ceremony at a dinner on May 28.
Akwashiki made the announcement after Wednesday's Federal Executive
Council meeting.
She told journalists,"By May 28, the President intends to have the
formal handover done at a dinner so that we can reserve May 29 for the
incoming government."
However, since the return of democracy in 1999, the traditional date
for the handover of power has been May 29, which is also observed as
Democracy Day.
This tradition has been the vogue for the past 16 years. It also
presents an opportunity for the outgoing President to formally present
the instrument of authority to his successor in the full glare of
members of the public, local and international media, as well as
foreign dignitaries.
A top member of the All Progressives Congress, who spoke on condition
of anonymity because he was not authorised to speak to the media
said,"It is simply not acceptable, we are rejecting it, it is a trap."
He explained that from a security point of view, it could be considered a trap.
"How can anyone explain a situation where an outgoing president and
his team will conveniently excuse themselves from an event where they
are supposed to play a role when the President-elect and the
Vice-President- elect are supposed to be present?"he queried.
According to the party chieftain, power abhors a vacuum as such, the
constitution does not envisage a situation where Nigeria will be
without a sitting President even for one hour.

Ondo Residents Flee As Death Toll Rises From Strange Disease
Many residents of Ode Irele, the headquarters of Irele Local
Government area of Ondo State, are now fleeing the town following the
rise in the number deaths from the strange ailment that hit the state
on Wednesday Thisday reports.
The Ondo state government on Friday confirmed that 17 people had died
from the disease, an increase from the 12 that were originally
confirmed. Some sources said the death toll resulting from the disease
was as high as 30.
While the government said the cause of the ailment was not known,
other sources from the community blamed the death on some people that
defiled the shrine of the community deity known as Malokun.
Governor Olusegun Mimiko stated that the government had put necessary
machinery in motion to control the disease. He said samples collected
did not show that the victims died of the dreaded Ebola Virus Disease
(EVD).
Mimiko, who said the state had witnessed a major health challenge
said the causative agents, diagnosis and cure are also yet to be
determined.
He also added that he was saddened by the losses and the attendant
fear of what looks like an epidemic, he said the government can only
bring words of consolation to the families of the deceased just as he
assured the people of the state of the government's resolve to find
solution.
Mimiko said amidst conflicting and confusing information, the
investigating team of experts sent by government to the area gathered
that all the casualties died within hours of affliction. In all, 17
deaths have been confirmed in Ayadi Community and Ode Irele township
and all the
deaths were preceded by symptoms of sudden blurred vision, headache
and loss of consciousness.
"It must be said that the team was despatched to the communities
affected and the General Hospital as well as other health facilities,
to gather needed information about the nature, scope and circumstances
of the outbreak.
"I must state that the symptoms in this situation are not peculiar to
any known epidemic and so have remained largely confounding.
"Specifically, it must be stressed, the symptoms observed in the two
communities of Ayadi and Ode Irele bear no resemblance to those
associated with the Ebola Virus Disease (EVD)",he said.
A similar mysterious ailment also claimed the lives of 5 students of
Kanta Unity College, Argungu, Kebbi State.

Governor Olusegun Mimiko stated that the government had put necessary
machinery in motion to control the disease. He said samples collected
did not show that the victims died of the dreaded Ebola Virus Disease
(EVD).
Mimiko, who said the state had witnessed a major health challenge
said the causative agents, diagnosis and cure are also yet to be
determined.
He also added that he was saddened by the losses and the attendant
fear of what looks like an epidemic, he said the government can only
bring words of consolation to the families of the deceased just as he
assured the people of the state of the government's resolve to find
solution.
Mimiko said amidst conflicting and confusing information, the
investigating team of experts sent by government to the area gathered
that all the casualties died within hours of affliction. In all, 17
deaths have been confirmed in Ayadi Community and Ode Irele township
and all the
deaths were preceded by symptoms of sudden blurred vision, headache
and loss of consciousness.
"It must be said that the team was despatched to the communities
affected and the General Hospital as well as other health facilities,
to gather needed information about the nature, scope and circumstances
of the outbreak.
"I must state that the symptoms in this situation are not peculiar to
any known epidemic and so have remained largely confounding.
"Specifically, it must be stressed, the symptoms observed in the two
communities of Ayadi and Ode Irele bear no resemblance to those
associated with the Ebola Virus Disease (EVD)",he said.
A similar mysterious ailment also claimed the lives of 5 students of
Kanta Unity College, Argungu, Kebbi State.

sheds, bushes, etc?
Those who proceeded in outsmarting others to get desired results have
been jubilating and celebrating while on the other hand, those who
were outsmarted have been lamenting their losses. But the truth is
that the last election whatever may be your own interest was not that
of one man one vote.
Those who may doubt this and have assess to facebook facilities should

malam in Zamfara State were busy in a thick forest with INEC aprons,

cheats, frauds, abnormalities, and irregularities at all levels. Many
Nigerians knew this and the president who hurriedly conceded victory

But there is one thing which those who secured victories through fraud
must understand, anything obtained by fraud must not bring timely and
lasting happiness and comfort to the assumed victors. Soon, they would
individually and collectively in the course of their assignment begin
to enjoy both fruits of their dishonesty, cheats, and victory by
irregular and criminal means. Today, they may be rejoicing and
celebrating, sooner or later, Nemesis would catch up with them
because, satan, whom they used to cheat and opt in undeserved
victories would soon visit them for account. Because successes
achieved through dishonest means would never bring lasting comfort or
happiness.
The ultimate looser is the Nigerian society whose myriad of problems,
unemployment, poverty, sicknesses, diseases, hardship, lack of regular
electricity supply, bad roads, lack of food items to buy at affordable
prices, etc would continue. Although Goodluck Jonathan will soon go
but these myriads of national difficulties and challenges would remain
behind as Nigeria society turns.
In the end all the efforts, resources expended and some loss of lives
of innocent Nigerians would have come to nothing because what we have

Imo PDP Raises Alarm Over Purchase of PVC Cards by APC
Ahead the April 25, 2015 re-run election in 250 electoral Booths in
Imo state, the Peoples Democratic Party PDP has raised alarm over an
alleged purchase of PVC Cards by the All Progressive Congress APC.
A statement from the publicity secretary of PDP Hon Kizito Onuoha made
available to newsmen alleged that agents of APC have embarked on
massive purchase of PVC cards at the cost of ten thousand naira each
from unsuspecting Imo voters.
According to the statement, "PDP further expresses concern as this act
is a pure sabotage to the Electoral Act of the Federation and
therefore calls on INEC, and security agencies to conduct proper
investigation on this matter and urgently bring the perpetrators to
book".
PDP also used the opportunity to reassure its supporters of her
resolve to reclaim the state from APC which according to it stole its
votes during the last Saturday's Governorship election in Imo.
"We use this medium to warn unsuspecting Imo citizens to refrain from
being involved in this unholy and unpatriotic action. Your PVC is your
property as a Nigerian and to part with same is to deny your
Nigerians, it means that you are no more a citizen of the Federal
republic of Nigeria". The statement said.

When the rescheduled re-run Imo Governorship election come next
Saturday April 25th the situation may not be as the April 11 outing,
as Governorship Candidates of the various parties that participated in
the first balloting have decided to mend fences and support one among
them to face the incumbent Governor, Owelle Rochas Okorocha.
Information available to Trumpeta has it that the first experience has
shown them how far they can go in the exercise and therefore believe
that the only way Okorocha can be defeated is to pull forces together
against him.
Trumpeta reports that the Governorship Candidates, especially those
from Owerri Zone have realised their mistakes and have resolved to
back Hon Emeka Ihedioha if the Zone will ever have the chance to
occupy Imo Government House at any time.
The Candidates are to enter an agreement with the Peoples Democratic
Party, PDP, Candidate, Ihedioha, on what would be their share of the
booty at the end of the battle.
Trumpeta further reports that Ihedioha, who has been accused severally
of not trying to make promises he cannot keep and therefore not
keeping his doors wide open for all, is now aminable to any compromise
that would lead him capture power in Imo.
"You know that Ihedioha is a gentleman and sincere in his dealings

of 27 LGAs of Imo state were ruined by election violence.
And number of registered voters in the areas are approximately
145,000. INEC has set up machineries in motion to ensure that all the
collation Officers who manipulated figures in the course of presenting
election results as well as those who were found guilty of electoral
offences are being brought to book at the end of this exercise.
May I also announce that INEC has declared the underlisted state
Assembly constituencies inconclusive; Owerri-West, Oguta, Ikeduru,
Oru-East, Isu and Isiala Mbano. INEC has also banned manual
accreditation in the electoral process. And will ensure that every
voter is accredited via card reader to ensure free, fair, credible and
transparent election", the REC insisted.

Facebook on Friday said that its war against fake likes is paying off
so well that many 'bad actors' who built businesses on the tactic are
closing shop.
Advances in technology for recognizing suspicious patterns of likes
has enabled the social network to block such activity by malicious
software, fraudulent accounts, and click farm operations that employ
armies of low-paid workers.
"We continue to adapt and improve the methods we use to prevent fake
likes because scammers are constantly evolving and testing new methods
to try to get around our spam prevention systems," Facebook site
security engineer H. Kerem Cevahir said in a blog post.
"This work has made it extremely difficult for the people selling
fraudulent likes to actually deliver their promised likes to paying
customers."
During the past six months, Facebook has tripled the number of
seemingly bogus likes detected and blocked before reaching pages,
according to Cevahir.
He credited the campaign with causing a large number of vendors
hawking inauthentic likes to go out of business.
Facebook also removes fake likes from pages at the social network,
notifying account administrators to the actions.
Cevahir said that fraudulent behavior was only "a tiny fraction" of
the overall activity on Facebook.

Symptoms Of Disease In Ondo Not Similar To Ebola --Mimiko
The Ondo State Governor, Dr Olusegun Mimiko, has disclosed that the
symptoms observed in Ode-Irele, where a strange ailment broke out,
bear no resemblance to those associated with the Ebola Virus Disease
or any known epidemic disease.
Governor Mimiko made the statement during a statewide broadcast on the
strange ailment which has killed about 17 people in the last few days.
The Governor added that investigations thus far have been in
conjunction with development partners, the World Health Organisation
(WHO) and from the report sent to the Nigeria Centre for Disease
Control. There are no new cases of the ailment in the last 48 hours
and none in the hospital.
He further stated that trained volunteers for active surveillance and
case management have been deployed, while advocacy and sensitization
efforts are ongoing in print and on electronic media.
Governor Mimiko further said that the final laboratory results of
cerebro spinal fluid, blood and urine specimens of victims taken for
examination are being awaited as this would help in surmounting the
challenge as soon as possible.

Control. There are no new cases of the ailment in the last 48 hours
and none in the hospital.
He further stated that trained volunteers for active surveillance and
case management have been deployed, while advocacy and sensitization
efforts are ongoing in print and on electronic media.

cerebro spinal fluid, blood and urine specimens of victims taken for
examination are being awaited as this would help in surmounting the
challenge as soon as possible.

Keshi Apologizes To Nigerians For Failing To Qualify For Last Nations Cup

football fans to forgive the technical crew and the team for failing
to qualify for the last Nations Cup.

total turn around for the team and the development of Nigerian

Police Demolish Kidnappers' Dens In Anambra
The police in Anambra State have demolished two operational bases of
suspected notorious kidnap kingpins in Eziowelle, Idemili North and
Azigbo in Nnewi South Local Government Areas of the state.
According to the Assistant Commissioner of Police in the state, Mr
Joseph Agugoesi, the suspects have used the buildings to make millions
of Naira through their kidnapping activities.
The latest incident was in Eziowelle, where in a bid to collect
ransom, they encountered the police and in the ensuing exchange of
fire five of them were gunned down and several others arrested.
The community members, who trooped out to witness the event, told
stories of the suspect who used to run a beer parlor in the community
and committed all sorts of crimes. They said they were happy with what
the government was doing.
The demolition team from Eziowelle headed for Azigbo in Nnewi South
local government area of the state where the hideout of two notorious
kidnap suspects was also pulled down.
The suspects, Emeka Chukwuka Mpkuechina and Onyekachi Onuegbu, were
said to have kidnapped Mrs Justina Ezenwafor and kept her in the den
for days and only released her when a ransom of four million Naira
was paid. The duo were, however, rounded up and arrested by the police
when they went to collect ransom for another victim.
The state governor, Willie Obiano, after the demolition, urged the
people of the state, especially investors, to continue their
activities, as the state is still safe and secure.
Governor Obiano promised them that under his watch, and with the help
of security agencies in the state, the command and control centers of
criminal elements in the state would not be allowed to thrive.

Imo REC Debunks Allegations Of PVC Collection Ahead Of Supplementary Election
The Resident Electoral Commissioner (REC) in Imo State, Gabriel Ada,

distribution of Permanent Voter Cards (PVC) to people who have not
collected ahead of the Imo supplementary elections slated for April
25.
This move is coming after the All Progressives Congress in the state
had called on the chairman of the Independent National Electoral
Commission (INEC), Professor Attahiru Jega, to immediately redeploy
the Imo REC ahead of the supplementary elections. They accused him of
partisanship and flouting INEC guidelines by directing people to
collect PVCs.
The REC was also accused of refusing to give the accurate number of
registered voters and PVC collected in those areas where elections
will hold.
At a briefing in Owerri, the Director General of Rochas Campaign
Organisation, Alaribe Ihekwuemere, called on INEC chairman to, as a
matter of urgency, redeploy the REC.
In a swift response, the REC said he was mis-interpreted.
He said the commission had not directed anybody to collect PVCs ahead
of the supplementary elections in the state. "The commission, as an
unbiased umpire, remains committed in conducting free, fair and
credible elections in the state".
He further explained that due to some miscalculations, which is not
intentional, the commission failed to give accurate figure for the
number of registered voters in the affected areas. Presently, the
number of registered voters in the area is 146,535 and the commission

Missing NNPC Money Traced To A Top Nigerian Bank
$16million out of the $20billion allegedly stolen from the coffers of

corporation have reportedly been refunded by the management of one of

missing funds.
According to a security source who pleaded anonymity, General
Abdulsalami Abubakar, Nigeria's former head of state pleaded with
General Buhari not to prosecute the petroleum minister, a situation
which led to the refund of $16milion last week, which was allegedly
traced to the bank.
Also, the appointment of the CBN governor may not be unconnected to
the sordid transactions between the bank and the Jonathan led
administration as the CBN governor was once a managing director in the
bank.
Allison-Madueke had allegedly masterminded the CBN governor's
appointment and even handpicked him to occupy the post in a bid to
cover up her shady deals.
She is now said to be on'medical tourism'outside the country, a
situation which sources revealed is a move to stall her arrest after

Defection: Supreme Court Orders Ondo Rep To Vacate Seat

defection from the Labour Party, which sponsored his election in 2011,
to the now defunct Action Congress of Nigeria.
In a unanimous decision by the seven-man panel, led by the Chief
Justice of Nigeria, Justice Mahmud Mohammed, the apex court held that
Abegunde's defection could not be justified since his excuse of
purported division in the Labour Party was not in existence in the
"national structure" of the party.
The court noted that the division and factionalisation, cited by
Abegunde as his excuse for abandoning the LP, was only at the state
level.
Justice Musa Muhammad, who read the lead judgment, held that only a
"division" that makes it "impossible or impracticable" for the party
to function, by virtue of the provision in Section 68(1)(g) of the
constitution, justifies a person's defection to another party.
Abegunde had defected from LP to the ACN in 2011, and in a bid to
pre-empt the party from recalling him, filed a suit at the Federal
High Court.

Nigeria have progressed to the semi-finals of the 2015 African Beach
Soccer Championship in Seychelles after beating Ivory Coast 7-6 in
their last group game on Thursday.
The win meant that the Super Sand Eagles managed a 100 per cent
victory run in the group stage of the tournament.
But the Nigerians were made to work for the win by the Ivorians as the
game dragged into overtime after it was tied at 6-6 at the end of the
third period.
The Sand Eagles had Godspower Igudia sent off in the first period and
that handed Ivory Coast the numerical advantage.
The Ivorians had beaten Nigeria twice in their previous meetings at
the last edition of the African tournament and at last year's Copa
Lagos.
Kablan Aka was the main figure for the Ivorians as the forward tore in
the Nigerian defence time and time again.
The Ivorians went into the lead and Nigeria evened the score, but it
was the final period that produced an interesting match-up.
Kablan had helped Ivory Coast by contributing three of the goals that
ensured the game stood at 6-6 after full time of three periods.

Reasons Why Buhari Might Not Deliver
There's been quite a celebration since Buhari won the election two
weeks ago and many Nigerians are looking forward to his inauguration.
People have faith in him apparently and hope that things will change
when he starts to run the country. This is actually a good thing.
But some people think the incoming president is overrated and that not
much will change in the next four years. Perhaps they're right.

Buhari might not deliver.
1. His party
The APC is not so different from the PDP and some people already fear
that they've kicked out a set of bad, corrupt leaders only to enthrone
another set of bad, corrupt leaders.
Buhari might not deliver because of the party he's in. Buhari himself
is a reputable person, but there are lots of people in the party who
are known to be corrupt people and who failed their people when they
were in government.
For example, Segun Oni fraudulently won the election in Ekiti years
ago and was sacked by the court in a widely controversial election.
Everyone knows that Tinubu is a powerful politician but also a corrupt
one. These are people who helped this man become president. How in the
world do we expect him to deliver with these people pulling the
strings in the background?
These people are disreputable people who have no business in the power
but should be in prison. It's like putting a man in white in a pool of
thick mud and expecting him to come out with something clean. The
ironic thing is Buhari wants to fight corruption. If he really wants
to do that, he must start from within his own party.
2. His leadership
The president of Nigeria isn't the president of any party or group. We
need a president that can act decisively. We need strong leadership in
Aso Rock. That's one thing that's clear. We need someone who can lead
the way forward and take decisions in the collective interest of the
Nigerian people, not in the interest of his party or ethnicity.
We need a president who will fire someone when it has to be done, who
will move to solve problems and show the people some real leadership
with an impact so strong the people can feel it even in the
grassroots.
Buhari has proven over time that he lacks strong leadership. He was
effectively a figurehead when he ruled in the 80s. Everyone knows
Idiagbon was the one calling the shots. People already think if he
wins, the vice president may be more active than him given his
leadership history.
3. His precedent
Buhari's got a bad precedent. He's inheriting a dysfunctional system
and he knows it. People expect him to fix the whole thing shortly, but
that's not going to happen soon obviously.
When Jonathan came in, he was in the same boat that Buhari is in right
now. He inherited a government that struggled to make an impact, a
government stifled by systemic corruption and inefficiency that have
built over decades. He didn't bring corruption or insecurity and all
those stuff. Those things had been there or had the foundation before
his advent. He simply took the fall for the problems.
He made some progress and tried to do some reforms and make things
better. For example, he set up new universities to cater for the
ballooning number of young people who want to get a university
education. He also tried to create jobs and support young people
through things like the YouWin program. The president should be
commended for things like these that he did.
But the problem is those things pale very much when considered
alongside the extent of the problems he inherited, so the problems
simply overshadowed his good works and then the rest is obvious.
Jonathan is stepping down from that position and Buhari will feel the
heat. There's Boko Haram, there's the economy. People who have so many
expectations of this Buhari government, such that he'll have to
perform highly well to meet even half the expectations of the people.
It could be predicted that in four years from now Nigerians will come
after Buhari and yearn for him to go home after four years when they
grow dissatisfied by his performance.

Jonathan won the election by a landslide partly because he was the
most popular candidate on the ballot that time. From the east to the
west, people loved this new man who wears a hat and seems to have a
history of good fortune. But after a few bad policies, he lost a good
deal of that popularity and a lot of people who used to root for him

That's because his popularity was superficial. It lacked substance. It
wasn't built on solid rock. It was built on good luck and all that
kind of stuff. That's sinking sand.

Multichoice Nigeria has challenged the jurisdiction of the Federal
High Court to adjudicate a suit filed against it over the hike in the
prices of Digital Satellite Television (DSTV) and GoTV subscriptions.
This was as the plaintiffs filed a contempt charge against Multichoice
directors for allegedly disobeying a valid court order.
Justice Chukwujekwu Aneke on April 2 granted an order of interim
injunction restraining Multichoice from enforcing its planned price
increase.
The judge asked parties to maintain status quo until the suit is determined.
The order reads in part: "That an order of interim injunction is
hereby granted to the parties to maintain the status quo restraining
the first defendant (Multichoice/DSTV) from giving effect or enforcing
its planned increase in cost of the different classes of viewing or
programmes bouquet, pending the hearing and determination of the
motion on notice."
The suit was filed by Mr. Osasuyi Adebayo and Mr. Oluyinka Oyeniji, a
lawyer, on behalf of themselves and individual/corporate subscribers
of DSTV and distributors.
MultiChoice, owners of DStv and GOtv, had announced a 20 percent price
increase for all its satellite pay TV bouquets in Nigeria with effect
from April 1.
Thursday, Oyeniji accused Multichoice of disobeying the order, saying:
"The order has been flouted brazenly."
But counsel for Multichoice, Mr. Moyosore Onigbanjo (SAN) said his
clients did not obey the order because it was made after the new price
had gone into effect.
"An injunction cannot be granted in respect of a completed act," he said.
"By the time the order was made, the price increase had been affected.
The order was made on April 2 and we were served on April 8. The price
increase took effect from April 1," Onigbanjo added.
Besides, he said Multichoice was not bound to obey the order since it
is already challenging the court's jurisdiction.
He also pointed out that the order stated that "status quo" should be
maintained; arguing that status quo as at the time the order was made
meant the new subscription rates, not the old prices.
But Oyeniji said Multichoice ought to have obeyed the order because
the suit was filed before April 1.
"The order was made for a continuing action," he said.
He also informed the court that he had filed Form 48 (Notice of
consequences of disobedience to order of court) and Form 49 (Notice to
show cause why order of attachment should not be made).
The applications are seeking to commit Multichoice Managing Director
John Ugbe and Manager Public Relations Caroline Oghuma to prison.
The plaintiffs said the two disobeyed the order requiring them to
"refrain from the increase in tariff pending the determination of the

However, Onigbanjo said his notice of preliminary objection supersedes

Strange Disease Kills 14 In Ondo State
A strange ailment has broken out and killed about 14 people in Irele
Local Government Area of Ondo State, south west Nigeria.
The state Commissioner for Health, Dr Dayo Adeyanju, said the disease,

and loss of sight.
He informed that local and international health institutions are
already carrying out investigations on the causes and treatment of the

Nanny, Who Abducted Lagos Children, Arrested --CP
Lagos State Commissioner of Police, Kayode Aderanti, has said the

Domestic flights across the country were grounded for over six hours
on Thursday as a result of the industrial action embarked upon by Air
Traffic Controllers in Nigeria.

correspondent that the strike was due to a lingering crisis between

said, "The Air Traffic Controllers are agitating for the payment of
certain amount of money which was meant to be paid by their management
since last year. But this money has not been paid despite several
pleas and threats. So they want to use this opportunity to let
everyone know and if possible knock out the management.
"It is clear that the strike is to force their management to pay them
and to also make the government aware of what is happening in their
organisation. Since morning, flights have been disrupted all over
Nigeria, except international flights.
"The strike is not against the Federal Government but is as a result
of an internal issue between the controllers and their management.
They want to use this opportunity to push their management to meet
their demands."
Efforts to get the reaction of the umbrella association of the
controllers, the Air Transport Services Senior Staff Association of
Nigeria, were not successful.
The President, ATSSSAN, Mr. Benjamin Okewu, did not pick calls to his
phone lines.
He had yet to respond to a text message sent to him by our

How Suspected Govt Security Outfit Killed 10,000 Jobs Leader, Ugonna, Ohakim Condemns Act

According to the family, their son was killed on the eve of the guber
and state assembly election at about 10:30pm. It was also disclosed
that the deceased Ugonna was shot by two vigilante members inside
their house with a double barrel gun after collecting money from him.
However, the family insisted that the collection of money from their
son was to make it look like robbery to cover up the assassination
that it was.
They alleged that their son who has been in court with the state
government over the sack of the 10,000 jobs beneficiaries by Gov.
Rochas Okorocha since 2012 became a target of the Okorocha's
government over his agitation to vote the Okorocha's government out in
the April 11th election.
Speaking to our reporter one of his close pals alleged that the
resolution to kill him will not be far from the text massage he sent

four thousand, seven hundred and fifteen)votes were cancelled, which
was massive and ordered that elections would be held in some Booths in
twenty three(23) Local Government Areas in the state to determine the
authentic winner of the Governorship election within stipulated
period.
Imo INEC announced that the election will hold on Saturday April 25,
2015 according to the 2011 electoral Act, for the winner to emerge.
Election will not hold in only four LGAs. They are Ahiazu, Owerri
Municipal, Ideato South and North LGAs.

horse-trading and necessary gimmicks to become the speaker while a
ranking lawmaker, Ugonna Ozuruigbo (OZB) is on the track for Deputy
Speaker position.
The expectation is that with Okorocha and his Deputy, Eze Madumere
from Orlu and Owerri zones respectively, Okigwe zone would retain the
Speaker as was witnessed in 2011, when Ben Uwajumogu of Ihitte Uboma
decamped from PDP to APGA to become the Speaker.
With APC forming the majority and having five of the six House of
Assembly positions in Okigwe zone, Acho Ihim, a second time lawmaker
of APC is leading the pack of those seeking the number one plum job in
the state legislature. Ihim is relying on ranking status even though
the ranking opportunity has been quashed as well as his loyalty to
Okorocha since defecting to APGA and later APC with the governor from
PDP.
Ihim is also reported to be relying on affinity with the outgoing
Speaker, Uwajumogu who he gave a chance to emerge in 2011.
Following closely is Chinedu Offor. The former commissioner for
Information and Deputy Chief of Staff to the Governor, is also tipped

How We Intend To Stop Boko Haram --Buhari's Article In New York Times
President-elect Muhammadu Buhari wrote an article titled We Will Stop
Boko Haram, which was published by the New York Times yesterday.

"When Boko Haram attacked a school in the town of Chibok, in
northeastern Nigeria, kidnapping more than 200 girls, on the night of
April 14, 2014, the people of my country were aghast. Across the
world, millions of people joined them in asking: How was it possible
for this terrorist group to act with such impunity? It took nearly two
weeks before the government even commented on the crime.
"This lack of reaction was symptomatic of why the administration of
President Goodluck Jonathan was swept aside last month -- the first
time an incumbent president has been successfully voted out of office
in the history of our nation. For too long they ruled, not governed,
and in doing so had become so focused on their own self-interest and
embroiled in corruption that the duty to react to the anguish suffered
by their citizens had become alien to them.
"My administration, which will take office on May 29, will act
differently -- indeed it is the very reason we have been elected. This
must begin with honesty as to whether the Chibok girls can be rescued.
Currently their whereabouts remain unknown. We do not know the state
of their health or welfare, or whether they are even still together or
alive. As much as I wish to, I cannot promise that we can find them:
to do so would be to offer unfounded hope, only to compound the grief
if, later, we find we cannot match such expectation. But I say to
every parent, family member and friend of the children that my
government will do everything in its power to bring them home.

Nigeria. That is not to say that allies cannot help us. My
administration would welcome the resumption of a military training
agreement with the United States, which was halted during the previous

in the struggle against Boko Haram. But, in the end, the answer to
this threat must come from within Nigeria.
"We must start by deploying more troops to the front and away from
civilian areas in central and southern Nigeria where for too long they

Army Acquits 57 Soldiers Sentenced To Death Last Year
According to reports, a special court of the Nigeria Army has
discharged and acquitted 57 soldiers who were charged with losing
their weapons and going on an 'Absence Without Official Leave', AWOL
while battling insurgents last year.
Last year December, the soldiers were charged with conspiracy to
commit mutiny after their revolt led to the death of some of their
colleagues in a duel with insurgents.
They claimed that their weapons were inferior to the enemy's at the time.
According to Post-Nigeria, the court martial, which sat at the Army
Headquarters Garrison in Abuja, however convicted 15 other accused
soldiers sentencing them to one year prison sentences each.

Save Us From Xenophobic Attacks --Nigerians In South Africa Tell FG
Following recent reports of attacks on non-indigenes residing in South
Africa, especially Nigerians, the Nigerian Youths Congress (NYC) has
called on the South African authorities to immediately halt the
ongoing xenophobic attacks in their territories or have their
nationals in Nigeria subjected to similar treatment.
The warning by NYC is in response to disheartening videos making the
rounds which showed South African locals attacking and burning
foreigners (Nigerians inclusive) alive, and in some instances, looting
their shops.
Reacting to the incident, the president, NYC, Comrade Yakubu Shendam,
who expressed dismay at the heinous act, regretted that South African
authorities are silent on such callous acts perpetrated against a
people who have contributed largely to their economic growth.
He said it was ingratitude and sheer act of wickedness for any South
African national to contemplate harming foreigners, particularly
Nigerians who stood behind them during their trying moments.
He said, "South African citizens are scattered around Nigeria
excelling in various businesses and are being protected by the
government. In telecommunications alone, what South Africans make from
Nigeria is unimaginable.
"If the Nigerian government and people can provide the enabling
environment for South Africans to thrive and in turn, her citizens are
being maimed and killed for being foreigners, Nigerian youths may be
compelled to mete out similar treatment to South Africans operating in
the country".
Commenting on the bilateral relations between the two countries, the
youth leader said the sin against human right to life perpetrated
against Nigerians devastatingly betrayed the love Nigeria demonstrated
in her efforts towards ending the apartheid regime.
"Nigerian youths cannot continue to sit and watch South Africans
thrive in their various endeavours while Nigerians who are out there
in South Africa pursuing legitimate businesses are being hunted down
everyday", he stated.
The IYC president said henceforth, any report of xenophobia or any
maltreatment further meted out to Nigerians in South Africa will be
retaliated against their nationals operating in Nigeria. "Enough is
enough; if South African government cannot call its youths to order,
we will be left with no alternative but to prove to them that they do
not have monopoly of violence," he added.

NASS Set To Override Jonathan's Veto
The Senate is holding a retreat where it will decide whether to
override President Goodluck Jonathan's veto on the Constitution
Amendment Bill which he returned to the National Assembly yesterday.
President Goodluck Jonathan had, in a letter dated April 13, 2015,
addressed to the Senate president and speaker of the House of
Representatives, conveyed his decision to withhold assent to the
amendments to the constitution for, among other things, violating the
principle of separation of powers.
In reaction, the Senate immediately announced that the Senate Adhoc
Committee on Constitution Review, led by the deputy Senate president,
Ike Ekweremadu, was going on a two-day retreat from Wednesday
(yesterday) to today where its members will deliberate and decide
whether to override the president's veto.
The constitution provides that two-thirds of each House must give
approval before the veto of the president can be overridden.
President Jonathan, among other things, cited some constitutional
breaches in the amendment, saying some parts negate the principle of
separation of powers.
He also queried whether the four-fifth majority approval of all
members of each House of the National Assembly and approved by a
resolution of the House of Assembly of not less than two-thirds of all
the state legislature, was attained.
In the House of Representatives, the letter was also read during
plenary by the speaker, Hon Aminu Tambuwal, but no further action was
taken on it.
Some of areas President Jonathan cited as reasons for withholding
assent to the amendments for, according to him, not satisfying the
strict requirements of Section 9(3) of the 1999 Constitution, include:
*.The decision of the National Assembly to tamper with the principle
of separation of powers by whittling down some executive powers of the
president by giving executive powers and duties to the legislature and
judiciary. Trustworthiness
*.Section 4, which seeks to dispense with presidential assent in the
process of constitution amendment, can only be valid if it was
supported by a resolution of not less than 2/3rd of the states as
provided by section 9 (3). The president expressed concern whether the
National Assembly met with this requirement or passed it by a mere
voice vote.
*.Section 12 of the amendment bill which provides for free basic
education in Nigeria did not specify if it excludes private schools,
hence the need for the provisions to be redrafted to restrict the
enjoyment of the rights to government schools.
*.Section 45b, which guarantees unqualified right to free primary and
maternal care services, implies that private institutions will be
obliged under the constitution to offer free medical services since it
is a right. The president believes this is impracticable.
*.Reduction of the 60 days allowed for the president to give assent to
a bill to 30 days
*.Limiting expenditure in default of appropriation from 6 months to 3 months
*.Ambiguity in the creation of the Office of Accountant-General of the
Federation from the Accountant General of the Federal Government with
regards to funding and other related issues.
*.Reducing the powers of the president by empowering the National
Economic Council to appoint the accountant-general of the federation
instead of the president
*.Removing the president's power to appoint the attorney-general of
the federation by providing that the National Judicial Council (NJC)
be empowered to do the appointment.
*.Whittling down the discretionary powers of the attorney-general of
the federation.
The president concluded, "In view of the foregoing and the absence of
credible evidence that the Act satisfied the strict requirements of
section 9 (3) of the 1999 constitution, it will be unconstitutional
for me to assent to the constitution of Nigeria (fourth amendment)
Act, 2015.
"I therefore withhold my assent and accordingly remit it to the Senate
of the Federal Republic of Nigeria."
