The free education policy of the Okorocha led government in Imo State
came under fire on Thursday when a group of students drawn from
various higher institutions in the state marched on a street protest
where they assembled at the Government House, Owerri, to express their
grievances about free education and bursary.
According to the students numbering more than 500 hundred who in the
early hours of Thursday marched through Wethedral Road to Douglas
House expressed reservations about Free Education which they said is
ashamed, deceit and only meant to achieve political gain.
According to one of the students' leaders who spoke to newsmen,
Comrade Stanley Peters Uwachezue, their grouse is the misapplication
of the free education which should have been bursary for Imo students
in all tertiary schools across the country.
Said he "Okorocha got it wrong to declare free education for students
in IMSU and Imopoly only. We are all part of Imo people. Those in
FUTO, ALVAN and Fed Poly Nekede and others should be part of the
exercise".
The students who chanted solidarity songs somehow disrupted business
activities within Government House Complex until security operatives
were drafted in to maintain clam and peace.

Even For Another N10m, I'll Never Go Back To That Jungle --Ubachukwu, GUS 11 Winner
Chinedu Ubachukwu, winner of Gulder Ultimate Search 11, tells PUNCH
Saturday Beat about his days in the jungle in an interview. Excerpts:
Some people might think you won the competition because you are from
the host state, Anambra...
No. It couldn't have been so. I was not the only person from Anambra
State that contested in the Gulder Ultimate Show. Two of them went out
quite early in the game.
So how did you survive?
I was determined and focused and God helped me to sail through. I
think that was just how I became the Ultimate Man.
Why did you even decide to be a part of GUS?
Initially, I had no reason to be a part of it. I used to think the
organisers have their own people who they want to be part of the show.
That was the mindset I had. But I changed my mind over that perception
when I applied for it. I was just waiting to go for my youth service
programme but I decided to just apply for this 'thing' to keep myself
busy. Along the line, I realised that application was even free. I
just decided to apply and I said to myself if I didn't make it, there
wouldn't be any reason for me to be unhappy. I also felt that
peradventure I was chosen finally, I would use the money to pay my
tuition for my Master's programme in Scotland next year. So, I entered
and I fought for it and by God's grace, I got it.
Some people feel that all those hurdles and tough times you guys went
through in the jungle were staged-managed...
Honestly speaking, we suffered more than it was shown on TV. I think
it was heavily edited. I tell you that we suffered. If anybody thinks
it was staged-managed, next year GUS is open to everybody, I wish the
person would just go and apply and be a part of it. It was not easy.
If you were given the chance to win another N10m to be a part of GUS,
would you take it?
No way! I would never go back into that jungle again! Even if I was
given an automatic ticket of not going through the regional auditions,
nothing can take me back to that jungle. Even if there will be an 'All
Stars GUS", I don't think I would want to be a part of it, never!
Did you ever expect that you would be the Ultimate Man?
I am a very positive person; I always go for the kill. We were just
seven men in the jungle. Oh yes, there were seven girls as well but I
didn't consider the girls as a threat at all. I was just looking at
the other six guys as my competitors. For me, that mindset made the
competition less stressful and it helped me.
Who was your greatest rival?
Ottoh Cannon was just the man to beat. He is a very smart kid. I knew
him before we entered the jungle. I had asked him before who his rival
was and he said I was the one. He asked me and I told him he was my
rival. We even wrote it down on paper before we entered the jungle.
Do you have an idea what you intend to do with your star prize of N10m?
I have to pay my tithe and give God his share out of the money. Then I
will pay my tuition. I still want to do my Master's in Reservoir
Engineering in Scotland next year. I want to help the needy and of
course, I will definitely invest.
Do you consider N10m such a huge amount of money?
To me, N10m is big but it is also not that big. It depends on how you
manage it. In some places, I may not even get a plot of land with it.
It all depends. I just want to invest wisely and grow from it.
What kind of family do you come from?
I come from a Christian family. I have two brothers and two sisters.
My family is business oriented. Honestly, I was born with a silver
spoon. I will not lie about that.
Will you still stick to your girlfriend now that you have won?

Has the number of phone calls increased since you won the money?

they are just happy for me and they want to express it. It is tiring

I want to work in an international oil company. I studied Petroleum
and Gas Engineering at the University of Port Harcourt.

Army Releases 125 Boko Haram Suspects
Nigerian Army on Saturday released another 125 persons arrested for
allegedly having links with the fundamentalist Boko Haram sect.
This development follows an earlier release of 42 persons who were
investigated and found to be having no link with the fundamentalist
group.
The 42 persons were released on Thursday to Governor Kashim Shettima.
Handling over the new set of 125 persons to the Borno state governor,
the spokesman of the 7 Division of the Nigerian Army, Maiduguri, Col.
Sani Usman said 254 persons were intercepted fleeing from the state
after attack on Boko Haram strongholds in September.
He said the arrest was made in Biu on September 23 and after proper
investigation 125 men now handed to the governor were found to have no
link with Boko Haram.

Imo Government Declares Today Work Free For PVC Registration
The Imo state government through the Imo State Orientation Agency has
recruited over 500 persons to go to the nooks and crannies of the
state to sensitise people on the need to collect their PVC and also
participate in the continuous voters registration which commenced on
Friday, November 7.
While giving charge to the group on their assignment at the government
house in Owerri, Imo state, the Director General of the Agency, Mrs
Henrietta Jacobs said the voters registration exercise is important as
it will drive the change desired in the Nation's democracy.
She reiterated that the state government has given a work free day for
public workers in the state so people can come out en mass and
participate fully in the INEC exercise.
She urged all politicians and citizens of the state to desist from
political thuggery, blood shed and hooliganism during the forthcoming
elections.

Scores Feared Dead As Bomb Hits Bank In Bauchi
A bomb explosion on Friday rocked Azare town of Bauchi State, killing
scores of bank customers withdrawing money from an Automatic Teller
Machine (ATM) of the First Bank Nigeria PLC, witnesses said.
Witnesses said that the blast occurred around 10:30AM killing scores
of customers and passers-by and injuring many in the process.
Residents also said that the Improvised Explosive Devices (IED) was
sneaked into the bank premises and kept close to the major ATM machine
aimed at blowing off customers at the ever crowded location.
A medical officer working with the Federal Medical Centre (FMC) in
Azare, who pleaded anonymity, told Channels Television correspondent
that 18 bodies were brought to the mortuary while the 35 capacity
female ward of the hospital was allocated to those brought with
various degrees of injuries.
Azare town have had its fair share of terrorists attack since the
commencement of the Boko Haram insurgency as last three weeks, an
explosion at the Yankari Motor Park of the town went-off killing 13
people while over 20 others sustained injuries.
In 2012, several commercial banks in the town were robbed and
destroyed by insurgents in an overnight attack which also claimed many
lives.
Azare, located in the north of Bauchi the state capital is 200km away
and is the second largest town of the state after Bauchi the state
capital.

Lawyer, 38, Arraigned For Killing Fowl, Breaking Eggs
A 38-year-old lawyer, Hajiya Hamamatu Manu, was on Friday charged in a
Gudu Upper Area Court in the FCT, Abuja, for allegedly killing a man's
fowl and breaking 19 of its eggs.
Manu, who resides at Apo resettlement, Abuja, is charged for mischief.
The prosecutor, Insp Emmanuel Edet, told the court that Terhemen Kolum
of Zone B, Apo resettlement, Abuja, reported the matter at the Apo
Police Station on Nov. 4.
Edet said that the accused killed the complainant's fowl, destroyed 19
eggs and destroyed all the bricks that the complainant used in
building his fowl's house sometime in September.
According to him, the damage caused amounted to the sum of N25,000.
He further said that when the complainant challenged the accused, she
told him that she acted based on the instructions of the owner of the
house.
The prosecutor said the offence contravened Section 329 of the Penal Code.
The accused, however, pleaded not guilty to the charge.
The Counsel, Mr. Sanni Dawaki, made a bail application in favour of
his client, and for bail to be granted based on self-recognition as
the accused was also a lawyer.
Dawaki assured the court that the accused would not jump bail.
The Judge, Umar Kagarko, admitted the accused to bail based on
self-recognition and adjourned the case to Dec. 17 for hearing.

If he accepts the terms, Grant could be in charge in time for Ghana's
final Africa Cup of Nations' qualifiers away to Uganda on November 15
and at home to Togo on November 19.
Grant held a string of management positions in his native Israel,
including four years as coach of the national side.
He moved to English outfit Portsmouth as technical director in 2006
and then to Chelsea as director of football, taking over from Jose
Mourinho when he was sacked in September 2007.
But his time at Stamford Bridge was short-lived and his contract was
terminated at the end of the season, despite guiding the Blues to the
runners-up spot in the Champions League and Premier League.
Following a return to Portsmouth, he quit and joined West Ham in 2010
but was sacked after the Hammers were relegated.

Facebook Launches Ebola Charity Donation Button
Facebook is stepping up its efforts to fight Ebola by adding a button
designed to make it easier for its users to donate to charities
battling the disease.
The social media company is also deploying 100 satellite communication
terminals to boost Internet and phone services to affected areas in
West Africa, where the disease has killed nearly 5,000.
The programs come on the heels of a $25 million donation last month by
CEO Mark Zuckerberg and his wife, Priscilla Chan, to the Centers for
Disease Control and Prevention toward the Ebola response.
Facebook Inc. says that, over the coming week, its users will see an
option to donate to three nonprofits fighting Ebola. The groups are
the International Medical Corps, the International Federation of Red
Cross and Red Crescent Societies, and Save the Children. Facebook says
it chose charities that work directly on the ground and are able to
accept money globally.
In addition, the Menlo Park, California, is donating terminals that
communicate via satellite and will provide Internet and voice-calling
access to remote areas of Guinea, Liberia and Sierra Leone. The 100
devices will be used to provide mobile broadband and phone services so
that medical aid workers can get access to voice and data services.
The devices will also help people with Ebola who have been placed in
isolation communicate with their families, and health workers who've
traveled to Africa keep in touch with friends and family back home,
said Chris Weasler, Facebook's head of spectrum policy and
connectivity planning, in an interview from Ghana.
"These units will provide connectivity in places where there is no
coverage," he said. That's because Ebola treatment units are being set
up where the disease pops up, and not necessarily where there is
already Internet coverage. "In other cases, (they will be) adding more
capacity to networks increasingly strained from the influx of
responders," he added.

NASS Prescribes Jail Term For Using Disabled To Solicit Alms
Those who use people living with disabilities to solicit money from
the public will now be liable to a six-month imprisonment, among other
punishments, even as a National Commission for Persons with
Disabilities is to be established.
The punishment was the decision of the Senate and the House of
Representatives as contained in the harmonized bill passed by the two
chambers of the National Assembly that would be sent to President
Goodluck Jonathan for assent.
The bill contains provisions that would ensure that the disabled are
protected from discrimination and harmful treatment; have access to
free education at all levels, basic health care, and employment, among
others.
The harmonized bill seeks to ensure that it is only persons living
with disabilities that would benefit from government package and be
fully integrated into the society while a National Commission for
Persons with Disabilities established for them, and headed by a
physically challenged person, as Chairman.

Flood In Owerri: Wall Collapses, Kills Petty Trader At IMSU Junction
Barely few months after a trailer killed some people at the now bloody
IMSU junction, another tragic incident has once again hit the area as
a fence collapsed on Tuesday night killing a woman identified as Mrs
Cecilia Uba.
Trumpeta reports that the wall fencing a building along Prestige
street, opposite Marvis Hotel in Works Layout near IMSU junction
collapsed between 11pm and 12 midnight while under pressure owing to
the flood from the heavy down pour that continued till Wednesday
morning.
When our Reporter got to the scene, the body of the deceased believed
to be a native of Ahiazu-Mbaise and sells rice grains in her shop on
the collapsed wall hard been taken away apparently to the morgue.
One of the surviving children of the victim (names withheld) who spoke
to our Reporter informed that his mother had instructed him to go home
after giving him night food that she would be coming home when the
rain stopped only for them to now hear that the wall had collapsed
killing the mother and leaving behind six of her children (3 boys and
3 girls).
It was also gathered that a similar incident had happened before now
though no life was lost.

Boko Haram Members Left Ashaka With Eight Hilux Load Of Dynamite --Residents
Residents of Ashaka village, the production town of Asaka Cement
located in Gombe state north-east Nigeria say suspected terrorist
group Boko Haram, who carried out an operation on Tuesday in the area,
carted away eight Toyota Hilux vans loaded with dynamite.
Boko Haram on Tuesday launched an attack on border towns of Yobe and
Gombe states of Nafada and Funakaye Local Government areas of Gombe
state and Ngalda and Fika in Fika Local Government Area of Yobe state
which claimed lives in Nafada and Fika area, residents said.
According to Ashaka residents, the insurgents came to the company and
took over control of the town and after gathering the people and
preached their ideologies to them assured them they will not hurt
anyone.
"Yes, the group came here without killing anybody but they went away
with eight Toyota Hilux belonging to Ashaka cement PLC loaded with
dynamite taken from the production site of the company after preaching
their ways to residents assembled in one place" A resident said.
A security source who pleaded anonymity told Channels Television on
Wednesday that seven travellers along the Gombe-Potiskum road were
killed on the highway in Fika town after the killing of a popular
religious cleric and three of his students in Nafada at the Gombe/Yobe
border.
The Police Public Relations Officer (PPRO), Gombe command, Mr. Fwaje
Atajiri, who confirmed the raid of the area, said the unknown gunmen
torched the Police Station, the Local Government and the PDP
secretariats of Nafada Town but their efforts to enter Bajoga, the
headquarters of Funakaye Local Government Area, was repelled by
security forces.
He however said the security is not aware of any dynamites taken by
the insurgents, but noted that the command has commenced investigation
into the attack, promising to address the media on the situation.
The PPRO also confirmed that a cleric and three others were killed in
Nafada while a police man was wounded during the raid and is being
treated in an undisclosed hospital in the state.
"I can confirm to you of the attack on the two Local Government Areas
of the state with casualty figure put at four while a police man was
injured during the attack and is undergoing treatment. Our team of
investigators have commenced inquiry on the attack and I can assure
you the media will be adequately briefed as things unfold" the PPRO
said.
Ashaka is located in Funakaye Local Government Area of Gombe State,
120 KM to Gombe, the state capital, while Nafada is 35KM away from
Ashaka and bordering Yobe state to the north of Gombe state.
Tuesday's raid in Ashaka by the insurgents was the second, as the
dreaded sect members had carried out an operation in Ashaka village
with some financial institutions affected in 2012.
Fierce fighting has been going on in Ashaka town in Gombe state, with
the Army and the Nigerian Airforce battling to repel the Boko Haram
insurgents who reportedly took over Ashaka town.
Although there have been fears that the terrorists may stretch into
neighbouring towns, the military has given the assurance that no inch
of the nation's territory will be ceded to the insurgents.
On Sunday the terrorists also attacked Mubi, in Adamawa state.

as ungodly.
He said Mother Church was so generous that it could deliver justice
for free, just like all souls had been justified by Jesus Christ for
free.
The Catholic Church does not allow divorce.
The only way out of a marriage while keeping with doctrine is to have
it declared void by Vatican judges but the process is currently
cumbersome and expensive.
Last month, deep divisions emerged at a Vatican summit known as the
synod on whether the church could drop a ban on remarried divorcees
taking the Holy Communion.
But most participants agreed on the need to streamline the handling of

Johnson Olawumi, on Thursday said despite the deadly attacks on corps
members during the 2011 election, they will be deployed for election
duties across the country during the 2015 election.
He said adequate measures had been put in place to protect the lives
of the corp members that would partcipate in the election.
Olawumi, who said this in Ikare-Akoko, Ondo state, at the inauguration
of the Batch 'C' of the 2014 corps members deployed in Ondo state,
said the organization had learnt from the mistakes of 2011 and would
be ready to allow corp members to participate in election duties.
According to him, it is the decision of the Federal Government to
deploy corps members for the exercise, saying the agreement with the
Independent National Electoral Commissin over the issue still stands.
He said, "The decision for corps members to take part in election was
taken by government and for the simple reason that they are well
dispersed all over the nooks and crannies of the country and I want to
state categorically that since corp membrrs have started taken part in
elections in Nigeria, our elections have continued to gain
credibility.
"The agreement between NYSC and INEC is still there and what that
means is that corp members will take part in 2015 elections all over
Nigeria whenever election will be held as long as there will be
election, they will be part of it. However, I must state clearly that
we are not sleeping, we are learning from our past mistakes, we have
studied what happened in the last election and we have put measures in
place for the safety and security of corp members.
"You can all recall what happened in Ekiti and in Osun, two elections
that were adjudged to be very fair and corps members were particularly
singled out and commended for all the roles they played in the

Boko Haram Renames Occupied Mubi Town
Few hours after the Federal Government gave the military marching
orders to flush out Boko Haram insurgents from Mubi, the commercial
nerve centre and second largest town in Adamawa State, the terrorists,
yesterday, defiantly renamed the town 'Madinatul Islam', which means
the city of Islam.
Four local governments of Michika, Madagali, Mubi North and Mubi South
of Adamawa State are now in the firm grip of the insurgents, throwing
up thousands of internally displaced persons.
Trapped residents of the town who spoke on telephone confirmed that
the insurgents firmly in control have renamed the town and have also
set up check-points in strategic locations. The terrorists were also
said to have urged all the residents who fled to return as they would
be more secure in the areas controlled by Boko Haram than in Nigerian
territories.

A trapped resident, Aliyu Bala, who spoke on telephone said: "They
(insurgents) mounted check-points in strategic locations, brandishing
rifles but asking us not to panic or run away. But despite assurances
of safety and security, thousands of the trapped residents have been
sneaking out as they said they would not risk staying in the town for
fear of the unknown."
A resident of Uba town, Mallam Salisu Baba, however, said normal
activities have started picking up in the captured territories as Boko
Haram enjoined residents to go about their normal activities while
asking them to open their shops for business.
He said: "The insurgents have also warned politicians not to try to
hold any election in the state as they vowed to frustrate any of such
actions and restated their resolve to capture the whole state in no
distant time."
Baba said the insurgents have assured them of security and freedom. He
added that unlike other parts of the state where curfew was imposed
and people were prevented from riding motorcycles, the insurgents have
assured residents of free movement any time of the day and asked them
to ride their motorcycles and go about their normal activities.
According to him: "The insurgents have assured people of freedom and
have been telling shop owners to open their shops, threatening that
anyone who fails to open his shop will have the shop broken. Whenever
the insurgents want any commodity, they pay for it. This encouraged
meat sellers, tea sellers and others to open for business.
"They provided security during the market day of Uba town last
Thursday while promising to continue to give market owners and
residents who come to the area utmost security as long as they comply
with Islamic rules. They have opened one of the filling stations
belonging to A.A Garba in Uba town as motorists trooped to buy the
commodity due to high demand," Baba said.
Yola-based legal practitioner, Sunday Joshua Wugirawho, who went to
Maiha town to pick up his aged parents who fled to the town when Mubi
was captured, said despite the assurance by the insurgents, several
trapped residents were still fleeing, including soldiers.
"I was in Maiha few hours ago. The pathetic plight of the people I saw
was simply beyond imagination. We were in a commercial bus when some
fleeing soldiers said we must adjust for them to get space in the bus,
and we had no choice than to oblige. It's unfortunate that even
soldiers joined civilians to run away," he said.

Meanwhile, gunmen suspected to be Boko Haram insurgents, yesterday,
launched an attack on the police station in Nafada Local Government
Area of Gombe State. The gunmen also took over the premises of a
strategic cement manufacturing company in Gombe State, shortly after
killing five people including a Sheikh in a neighbouring town.
According to workers at Ashaka Cement factory, the heavily armed
militants came in convoys of pick-up vans and started shooting
indiscriminately at workers after the security guards at the company
fled into the bush.
Police officers attached to the Nafada station were said to have been
overpowered as some of the officers reportedly fled on sighting the
insurgents who had superior fire power.
Arms and ammunition were believed to have been looted from the station.
Spokesperson of the Command, Fwaje Atajiri, confirmed there were
reports of attacks in Nafada, and that reinforcement had been sent
there. He however said details of the incident were still sketchy.

Nigeria's Foreign Reserve Now $38bn -- Okonjo-Iweala
The nation's foreign reserve currently stands at $38 billion, the
Coordinating Minister for the Economy and Minister of Finance, Dr.
Ngozi Okonjo-Iweala, disclosed yesterday.
Speaking at the Public Affairs Forum, in Abuja, the minister said the
economy was stable and the Gross Domestic product, GDP, was growing at
over 6 per cent in spite of the challenges facing the nation.
Her words, "One of the key things I want to tell you is that we have
tried to keep this economy stable under this administration. All these
things you are seeing- the investments in roads, the investments in
industries cannot happen if your economy lacks stability.
"If you wake up worrying about inflation; if you wake up worrying
about exchange rate, you know Nigerians watch the exchange rate every
single day. If you wake up worrying about no growth then you cannot
even talk about investing in the sector.
"So the number one task that every government delivers in every
country- America, UK, Nigeria- is stability. One thing you have to say
for the administration of President Goodluck Jonathan is that it has
been able to deliver on macro-economic stability for the past three
years.
"The exchange rate, yes, it has gone up and down, it fluctuates, but
it has been relatively stable. The inflation rate has come down from
about 12 per cent last year to about 8.5 per cent. The reserves are at
$38 billion today and enough to cushion us for 5 months. We have been
able to put a little more into the Excess Crude Account".
The minister described Nigeria's fiscal deficit as "one of the lowest
in the world- just over 1 per cent of GDP", adding that many
countries, even in Europe, run fiscal deficits of between 5 to 10 per
cent.
On borrowing , she noted that Nigerians voiced their objections to
large borrowing and that as such the President Goodluck Jonathan
administration decided to maintain a low debt profile.
"By 2010, we borrowed N1.3 trillion to help finance our spending. We
determined under the president who said Nigerians don't want
borrowing, let's bring it down. Today do you know what our borrowing
is, N571 billion. We will continue to take it down, even if it is by
N1, we will continue trending down. The debt stock is very high
because of past borrowing but will continue to bring it down. That
means we must be prudent in the way we spend and we must also be very
fast to try to organize additional revenues".
Non-oil revenue
Dr. Okonjo-Iweala said that the nation was too dependent on oil
revenue and that with the falling oil price in the international
market, coupled with declining crude oil production, expanding the
non-oil revenue base had become inevitable.
Her words, "We are too depending on oil. The price of oil is now
coming down. The quantities are also not as large as they used to be.
So we have to plan differently. That is why we have to rely more on
non-oil."
"I am convinced that this economy can generate additional $ 3 billion
that can help us finance our expenditures".
She pointed out that Nigeria has a big responsibility, not just for
itself but for the whole West African Sub-region and the entire
African continent.
"We form 77 per cent of west African GDP, we form 25 per cent of
Africa's GDP. It means that if things don't work well in Nigeria, a
quarter of the African GDP is affected", she said, adding, "that is
why this administration is not only thinking of what we will deliver
here but how to be a responsible African citizen and global citizen in
the way it delivers for its home people".

Senate Passes Cyber Crime Bill Into Law
When Nigeria's telecoms revolution took off after the licensing of GSM
operators in 2001, it heralded positive developments for Nigerians as
a people, and the economy in general. Communications among Nigerians
and between Nigeria and the rest of the world, which was very
difficult, became simplified almost overnight.
As the GSM operators penetrated the virgin market, information
technology devices became prime gadgets for acquisition by Nigerians.
In no time, computers with internet connections became ubiquitous, and
with the coming of data services, devices with mobile internet
capability became choice attraction. When the tablet computer took the
world by storm, Nigeria and Nigerians were not left out as tablets of
various brands found their way to Nigeria, and were promptly gobbled
up by a population whose desire to communicate became almost
insatiable.
Thus, Nigerians joined the rest of the world in being active in
cyberspace. Thousands, even millions, opened email accounts, and
started playing games online. E-commerce gained ground, and online
retailers are smiling to the banks. But like every good thing, the
ugly came with it.
Scammers started operating in cyberspace, ripping off the unwary.
While the Police and other law-enforcement agents tried their best, a
major flaw existed: there was simply no law that captures cybercrime
and prescribes punishment for cyber criminals.
It was this that prompted many interest groups in the ICT arena to
clamour for a cyber crime law to regulate activities in the sector as
well as to take care of the criminally-minded.
Only recently, the Senate passed the long-awaited Cyber Crime Bill into law.
It would be recalled that in the past 10 years, several bills on
cybercrime had been pushed to the National Assembly by the Nigerian
Information Technology experts, but none scaled through the final
reading on the floor of the Senate.
Many of the bills did not even get a mention, but recently, one of the
bills eventually passed through the final reading and was approved by
Senate, a development that has drawn commendations from ICT
professionals in the country.
In 2011, Senator Gbenga Kaka (APC, Ogun East) had presented a bill to
stop cybercrime. But the bill came under controversy due to a section
related to social media.
In January, President Goodluck Jonathan in the bill titled,
"Cybercrime Bill, 2013", which was routed through the Senate
President, David Mark, had urged members of the upper legislative
chamber to consider its enactment into law.
The bill introduced July 28, 2011, was targeted at curbing the
activities of internet scammers, who always give the country bad name,
both locally and internationally.
Cybercrime
Cybercrime is a term for any illegal activity that uses a computer as
its primary means. It also includes any illegal activity that uses a
computer for the storage of evidence.
Cybercrimes include crimes that have been made possible by computers,
such as network intrusions and the dissemination of computer viruses,
as well as computer-based variations of existing crimes, such as
identity theft, stalking, bullying and terrorism.
The passage of the bill is also part of the continuation of measures
towards safeguarding the nation's presence in cyberspace while
ensuring protection of critical national information infrastructure.
Accordingly, the bill provides for the prohibition, prevention,
detection, response, investigation and prosecution of Cyber Crimes and
for other related matters, 2014.
Boosts Nigeria's image
One thing is clear with the passage of the bill. Cyber crimes,
especially the advanced fee fraud popularly known as419are expected to
be reduced to the barest minimum.
Similarly, with the passage of the bill, notable official government
websites including that of National Information Technology Development
Agency (NITDA), the country's clearing house for IT projects will now
be adequately protected..
Meanwhile, chairman of the Senate Committee, Sen. Umaru Dahiru, while
presenting the report before the Senate for consideration and passage
said that the bill seeks to provide a legal framework for the
implementation and evaluation of response and preventive measures in
the fight against cyber crime in line with international best
practices.
Provisions of the law
It provides a legal framework for the prohibition and punishment of
electronic fraud and cybercrime whilst promoting e-government
services, electronic communications and transactions between public
and private bodies as well as institutions and individuals.
The law has criminalized certain acts and omissions in line with
regional and international best practices and provide procedural
guidelines for the investigation of such offences.

and prescribes punishment for cyber criminals.
It was this that prompted many interest groups in the ICT arena to
clamour for a cyber crime law to regulate activities in the sector as
well as to take care of the criminally-minded.
Only recently, the Senate passed the long-awaited Cyber Crime Bill into law.
It would be recalled that in the past 10 years, several bills on
cybercrime had been pushed to the National Assembly by the Nigerian
Information Technology experts, but none scaled through the final
reading on the floor of the Senate.
Many of the bills did not even get a mention, but recently, one of the
bills eventually passed through the final reading and was approved by
Senate, a development that has drawn commendations from ICT
professionals in the country.
In 2011, Senator Gbenga Kaka (APC, Ogun East) had presented a bill to
stop cybercrime. But the bill came under controversy due to a section
related to social media.
In January, President Goodluck Jonathan in the bill titled,
"Cybercrime Bill, 2013", which was routed through the Senate
President, David Mark, had urged members of the upper legislative
chamber to consider its enactment into law.
The bill introduced July 28, 2011, was targeted at curbing the
activities of internet scammers, who always give the country bad name,
both locally and internationally.
Cybercrime
Cybercrime is a term for any illegal activity that uses a computer as
its primary means. It also includes any illegal activity that uses a
computer for the storage of evidence.
Cybercrimes include crimes that have been made possible by computers,
such as network intrusions and the dissemination of computer viruses,
as well as computer-based variations of existing crimes, such as
identity theft, stalking, bullying and terrorism.
The passage of the bill is also part of the continuation of measures
towards safeguarding the nation's presence in cyberspace while
ensuring protection of critical national information infrastructure.
Accordingly, the bill provides for the prohibition, prevention,
detection, response, investigation and prosecution of Cyber Crimes and
for other related matters, 2014.
Boosts Nigeria's image
One thing is clear with the passage of the bill. Cyber crimes,
especially the advanced fee fraud popularly known as419are expected to
be reduced to the barest minimum.
Similarly, with the passage of the bill, notable official government
websites including that of National Information Technology Development
Agency (NITDA), the country's clearing house for IT projects will now
be adequately protected..
Meanwhile, chairman of the Senate Committee, Sen. Umaru Dahiru, while
presenting the report before the Senate for consideration and passage
said that the bill seeks to provide a legal framework for the
implementation and evaluation of response and preventive measures in
the fight against cyber crime in line with international best
practices.
Provisions of the law
It provides a legal framework for the prohibition and punishment of
electronic fraud and cybercrime whilst promoting e-government
services, electronic communications and transactions between public
and private bodies as well as institutions and individuals.
The law has criminalized certain acts and omissions in line with
regional and international best practices and provide procedural
guidelines for the investigation of such offences.

South African prosecutors on Tuesday filed an appeal against the

The commemorative note comes in different dominant colours."

Wife Bathes Husband With Acid In Enugu
A housewife in Enugu State has allegedly bathed her husband with a
substance suspected to be acid during a serious quarrel over an
unresolved issue.
The woman (names withheld) was reported to have fled her home after
committing the dastardly act.
State Police Public Relations Officer, PPRO, Mr. Ebere Amaraizu, who
confirmed the incident yesterday, said investigations had commenced in
full scale to establish the circumstances surrounding the act.
He added that efforts had also been intensified to ensure that the
suspect is arrested and brought to book.
"The suspect and victim are all living in the same compound until the
unfortunate incident which counfounded sympathizers.
"It was gathered that on the said day, October 21st, in their premises
at Umuezebi Nsukka around 7pm, suspect had allegedly poured a
corrosive liquid substance believed to be acid on the 30-year-old
victim, identified as Onah Victor, over an unresolved issue between
the victim and the suspect."

Dangote Slashes Cement Price To N1000 Per Bag
Leading cement manufacturer, Dangote Cement Plc, weekend, announced
drastic reduction of the prices of its cement.
The new price regime announced by the Group Managing Director/Chief
Executive Officer, GMD/CEO, of Dangote Cement, Mr. Devakumar Edwin,
pegged the Dangote 32.5 cement grade at N1,000 per 50 kg bag, while
the higher 42.5 grade would sell for N1,150 per bag.
A statement by the company at the end of a management meeting said,
however, that the new prices were exclusive of the Value Added Tax,
VAT, representing about 40 per cent discount on the prevailing market
price of the product currently sold for N1,700 irrespective of the
grade, across the country.
Edwin said the move was in line with the company's commitment to the
nation's dire need for the development of infrastructure and to boost
the federal and state government's ongoing effort to reduce the near
20 million housing deficit in Africa's largest economy.
He said, "we recognize the need for an increased rapid response to the
huge infrastructure and housing deficit in the country, and one of the
ways of addressing the issue is bringing the price of building
materials down to much more affordable levels especially cement which
is within our control as part of our contribution to the
transformation agenda of the Goodluck Jonathan administration and the
attainment of key milestones in the Millennium Development Goals,
MDGs.
"Since the commencement of the implementation of the backward
integration policy for cement in the country over 12 years ago, the
local production capacity of the product rose from less than three
million metric tonnes per annum to about 38 million metric tonnes per
annum. During the more than 12-year period of the backward integration
policy, nearly $20 billion has been directly and indirectly injected
into the Nigerian cement industry with Dangote Cement Plc accounting
for 60 per cent of that spend."
The GMD/CEO added that Dangote Cement Plc would continue to ensure
alignment of its corporate social responsibility with its strategic
business initiatives and will continue to evaluate its pricing regime
in Nigeria's best interest.
Meanwhile, the timing of the initiative has confounded industry
watchers, who say that from experience, the cement market is on the
verge of entering the accelerated demand phase as the raining season
is tapering and the dry season which provides the opportunity for
increased construction and building activities is setting in.

Meet The 13 year old Boy Who Saves Mom From Abusive Boyfriend by Stabbing Him
The 8th grade student was getting ready for school around 7 a.m. when
his mother's boyfriend,
identified as Keith Childress, who was visiting from out of town,
began hitting and kicking her. He had exploded in anger and police say
when Darvon and his sister tried to stop Childress, he started beating
them too. Terrified, Darvon grabbed a kitchen knife and fought back.
"At that point, we have a 13-year-old that grabbed a kitchen knife and
stabbed the suspect and stopped the confrontation at that point," said
Sgt. Trent Crump.
Childress staggered, bleeding to a neighbor's front door.
"I opened the door and he literally like falls into the living room,
and he's all that b**** stabbed me, that b**** stabbed me... and I
looked the side.. he had a deep stab wound.. deep," said a neighbor.
Darvon's mother told FOX 10 she had no doubt she would be dead or in a
coma if it weren't for her brave son jumping into action and doing
what he had to do to protect his mother -- by stabbing her boyfriend to
stop him from a violent attack.
"It was a bad situation and my son felt like the only way he could
save my life was to do what he did. And he really saved my life. If
it wasn't for him, I'd have been dead or in a coma. I'm sure of it.
It was bad," said Darvon's mother.
Darvon says he just did what he had to do to protect his mother.
"It was my instincts, I had to stop it... I was a little bit nervous," he said.
Childress, 26, underwent surgery at an area hospital and is expected
to survive his stab wounds. Police say he will face charges for
domestic abuse.
As for Darvon, "Certainly a very brave young man this morning, and a
decision you would hope that no 13-year-old or 15-year-old would have
to make in this kind of case, but he has.. he seems to be okay," said
Crump.
Darvon's mother says she is extremely proud of her son and it just so
happens, he wants to be a police officer when he grows up.

Appeal Court Upturns Lagos Court Decision On Number Plates
The Court of Appeal sitting in Lagos on Friday delivered judgement in
favor of the FRSC in an Appeal filed by the FRSC against the judgement
of the Federal High Court, Lagos in the case of Emmanuel Ofoegbu v
FRSC on 26th March 2014.The Fed High Court had ruled that the FRSC had
no powers to set deadlines for motorists to change over to the new
number plates and drivers licence. In a Judgment delivered by Justice
Joseph Ike with Justice Ndukwe Anyanwu and Justice Tukur as members,
the Court of Appeal :
1. Upheld the validity of the National Road Traffic Regulations 2012.
2. held that the validity of the old number plate bought by the
Respondent expired on 13th October 2014 the deadline issued by FRSC.
3. dissolved the Order of injunction by the trial court restraining
FRSC from setting deadline for change over to the new number plates
and observed that the 13th October 2014 deadline had passed.
The Corps Marshal& Chief Executive, FRSC Boboye Oyeyemi has expressed
satisfaction about the judgement and commended the Judiciary for a
clear interpretation of the existing law on number plates and driver's
licence. He enjoined motorists to comply with the law while urging
them to drive safely as the year winds to a close.

Thousands Protest Army Power Grab In Burkina Faso
Several thousand people gathered in the capital of Burkina Faso on
Sunday to protest at the army's power grab after the turbulent ouster
of president Blaise Compaore, as the international community demanded
the military hand over to civilian rule.
Mediators brandished the threat of sanctions if the army in the
impoverished west African state refused to back down.
"We call on the military to immediately transfer power to civilian
authorities," the US State Department said after the army on Saturday
declared military rule.
The UN envoy for west Africa, Mohamed Ibn Chambas, told a news
conference in the Burkinabe capital that he and African leaders had
pressed the demand in a meeting with the country's top military brass.
If the army refuses, "the consequences are pretty clear," he said. "We
want to avoid having to impose sanctions on Burkina Faso."
The military stepped into the power vacuum left after long-standing
ruler Compaore stepped down Friday following violent street
demonstrations that some have likened to the Arab Spring.
Hundreds of thousands of protesters, furious at plans to extend
Compaore's 27-year rule, massed on the streets of Ouagadougou on
Thursday, some going on the rampage and setting parliament and other
public buildings ablaze.
Under Burkina Faso's constitution, the speaker of parliament was
supposed to step in as interim head of state following the president's
resignation.
- 'Zida go!' -
But the army instead named the second-in-command of the presidential
guard, Lieutenant Colonel Isaac Zida, as the head of the transitional
authority.
Zida said he was appointed to ensure a "smooth democratic transition"
in the landlocked country and promised to consult with the political
opposition and civil leaders.
But several thousand people joined a march against the military on
Sunday after a call for action by the opposition and civil society
leaders.
"No to the theft of our victory, long live the people!" said one
banner. "Zida go!" "Zida is Judas."
The mediators from the United Nations, the African Union and the
Economic Community of West African States told Zida and other military
leaders that civilian rule needed to be restored.
They "assured us that they had well understood the message," Chambas said.
But US State Department spokeswoman Jan Psaki voiced international
mistrust at the army's move, saying the United States condemned the
its attempt to "impose its will" on the people of Burkina Faso.
"We urge civilian leadership to be guided by the spirit of the
constitution of Burkina Faso and to move immediately towards free and
fair presidential elections," she said in a statement.

Opposition figures have said around 30 people were killed in
Thursday's violence that hit the capital and at least one other city.
AFP could confirm only four deaths.
Opposition and activist leaders had issued a statement after the army
takeover demanding a "democratic and civilian transition" in the
country of nearly 17 million people.
"The task of managing the transition falls by right to the people. In
no case can it be confiscated by the army," the statement said.
Compaore and his wife have taken refuge in neighbouring Ivory Coast,
after driving south out of their country in what one security source
said was a convoy of 27 vehicles.
Ivory Coast's presidency and state media confirmed the ex-leader's presence.
Compaore was being put up in a luxury government mansion in the
capital Yamoussoukro. An AFP reporter outside the iron-gated property
spotted no movement inside, but an employee at a nearby upmarket hotel
confirmed he had served the Compaores dinner and breakfast in the
mansion.
- Worst crisis in decades -
The crisis in Burkina Faso -- known as Upper Volta in its era as a
French colony before becoming independent in 1960 and changing its
name in 1984 -- is the worst since a wave of unrest three years ago.
From March to June 2011, a wave of army mutinies swept the country,
alongside public protests over high food prices, unemployment and the
looting of property by troops.
Compaore was only 36 when he seized power in a 1987 coup in which his
former friend and one of Africa's most loved leaders, Thomas Sankara,
was ousted and assassinated.
In the manner of a number of sub-Saharan African leaders, he clung to
power for the decades following, being re-elected president four times
since 1991.
The uprising that finally forced him out was sparked by plans to
change the constitution to allow Compaore to stand yet again for
elections next year.
He leaves bitter disillusionment behind, however. Burkina Faso
languishes at 181 out of 187 countries on the UN Human Development
