Some people say that passion often flows when a man and a woman are
left in a room long enough. This seems to be true of some service jobs
that pitch both sexes together as service providers and clients.
Dalliance between male hairstylists and female clients
Kunle Olutayo, a male hair stylist, gets an average of ten female
customers a day.
Although not bad in terms of good looks, Olutayo grew up as a shy
little boy, particularly around girls until his painful fortune
changed about seven years ago when he became a hairstylist.
Shortly after starting the job following a six months' training,
Olutayo could not believe his luck.
With an endless string of female customers, he no longer had to worry
about his failing nerves since some of his female customers were woman
enough to take the initiative.
Olutayo was busy fixing the hair of one of his numerous female
customers when our correspondent visited the salon he shares with four
other stylists around the famous Ikeja Under-bridge in Lagos.
As he attached a weave-on to the customer's hair, the two joked about
the lady's receding hairline.
Some of the customer's hair was falling off at the front and Olutayo
teased her about it being one of the signs of old age.
Olutayo is close to many of his customers and has dated a few, even
though he repeatedly described it as bad for business. When he was
still new on the job, he was overwhelmed by the surplus number of
women he encountered daily and so indulged himself when he could.
However, Olutayo has since learnt a few lessons.
"This job is not for womanisers. If you're a womaniser, stay away from
this job because you will continue to lose money. When I first started
the job, it exposed me to so many women for the first time. I used to
be very shy but on this job, I met women who seduced me. Some of the
women would seduce their stylists to avoid paying for the service,
which also means not paying on subsequent visits.
"So a womaniser has a lot to lose as a hairstylist. Now, I've learnt
my lesson, I no longer sleep with my clients anyhow. I only date one
lady customer now and that limits my loss. Before now, I used to forgo
a lot of money to female customers that I had affairs with," he said.
Explaining how his seducers perform their act, Olutayo demonstrated
with his eyes, feigning sexual interest and willingness and hands,
rubbing on our correspondent, who had briefly assumed the role of a
stylist.
"The women won't open their mouths to say they want any hairstylist,
but once they are seated and you're about to start fixing their hair,
they can say they don't have money and need to fix their hair for an
important occasion, or say they can only afford an amount not up to
half the price of the materials to be used and the service.
"While they are appealing, they are caressing you with their hands and
looking at you with funny eyes (seductively). Some may call ahead to
say they don't have money. In such cases, negotiations can be done
over the phone.
"If I'm interested, I only have to tell the customer that I've always
liked her and ask for her affection in return. Almost 100 per cent of
the time, they are open to an arrangement or rendezvous that could
later lead to a hotel room," he said sheepishly.
Special hotel booking called 'short time,' which is for an hour or
two, is usually used for such rendezvous.
Saturday PUNCHfindings reveal that many of the male hairstylists who
actively womanise often fall under two categories- those who are new
on the job and those who could not complete their apprenticeship for
some reason.
A source explained that the newcomers are too inexperienced to deal
with the temptations associated with their new job, while those in the
other category are too grateful for their fortune in spite of their
inability to complete their training that they over-indulge themselves
in their good fortune.
"I look at some of them (hairstylist womanisers) and I shake my head.
They lose in so many ways because if the customer cannot pay for the
weave-on, the stylists may have to use their own weave-on as well, fix
the hair free of charge, pay N1,500 or N2,000 for the 'short time'
they will spend at the hotel with the customer, possibly buy drinks
there and even miss one or two other customers that will call at their
shops while they are away," said Segun, a male hairstylist with eight
years' experience.

Tyson, Holyfield set to meet in Las Vegas
Former heavyweight champions Mike Tyson and Evander Holyfield have
come a long way since 1997, when Tyson bit off a piece of Holyfield's
ear in the third round and was disqualified in their infamous
championship rematch,ESPNreports.
Over the years, they have put their ill feelings for each other to bed
and even appeared in a recent television commercial spoofing the
biting incident.
Tyson and Holyfield will be together again when Tyson serves as
presenter for Holyfield's induction into the Nevada Boxing Hall of
Fame on August 9 at the Tropicana in Las Vegas.
Tyson, who will hand Holyfield his Hall of Fame trophy, called the
opportunity to present Holyfield a "privilege and high honor."
Holyfield is also looking forward to it.
"That's great," he said of Tyson's participation.
Rich Marotta, a longtime boxing broadcaster and president of the
Nevada Boxing Hall of Fame, said: "This is the kind of thing we showed
is possible in boxing last year at our inaugural induction ceremony --
former and even current rivals coming together under the same roof to
celebrate boxing. Everyone checks those rivalries at the door. Tyson
presenting Holyfield is sheer magic."
Holyfield is being enshrined in the non-Nevada-resident category,
along with George Foreman and Roberto Duran, as voted on by a
35-member panel.
Tyson was inducted in the Nevada resident category in the inaugural
ceremony in 2013. Holyfield and Tyson both fought many of their
biggest fights in Las Vegas.
The rest of the 18-man class of 2014, which was announced in February,
includes Sonny Liston and Cornelius Boza Edwards (Nevada-resident
boxers category), Jack Dempsey and Archie Moore (pioneers), Joe Louis
(adoptive Nevada resident), trainer Miguel Diaz (non-boxers), Richard
Steele and Kenny Bayless (officials), Col. Bob Sheridan and Kevin Iole

Abia govt demolishes suspected kidnapper's house
The Abia State Government has demolished a building belonging to one
Ogbonna Daniel Ogbuonye following his alleged involvement in
kidnappings.
Ogbuonye, the suspected leader of the kidnap gang that abducted the
Chairman of National Union of Road Transport Workers, Chief Sunny
Nwakodo, was killed last Sunday morning during a shootout with
security operatives who later rescued the victim unhurt.
The slain culprit was also alleged to be the mastermind behind the
killing penultimate week of the late Commissioner for Agriculture,
Dr. Ken Nwosu, who died later in a hospital as a result of gunshot wounds.
Two other members of the gang were also killed during the gun duel
which took place in a bush at Ikwuano.
The demolished bungalow was located at Umuariaga in Ikwuano Local
Government Area of the state.
This came a few months after another house at Afaraukwu belonging to a
suspected kidnapper was also demolished by the state government.
Addressing journalists after the demolition, Security Adviser to
Governor Theodore Orji, and chairman on Task Force, Capt. Awa Udonsi
Agwu (rtd.), said the measure was to serve as a deterrent to other
suspected kidnappers and those nursing the idea to enter the illicit
business.
He said the government abhorred kidnapping and would stop at nothing
to stamp the menace out of the state.

100 Sorrowful Days after Chibok Abduction
"Of all the evils man has made himself responsible, none is so
degrading as his abuse of the female sex," Mahatma Gandhi made this
statement before departing this sorry world with some measure of
anger.
One hundred days have passed since the abduction of our girls, but it
doesn't look like we know more than we knew on the first day of
abduction. By the last count, 11 of the girls' parents have left this
sorry world. How many more will leave before we do the needful? But
frankly, the job will be difficult. Our government has found itself a
new job, albeit a less honourable one for that matter.
In a bid to show that it's working, our government has left leprosy to
attend to eczema. The obsession of theagbadasin Abuja withMadam due
processis shameful. Eavesdropper thinks it will be interesting to know
why regimes fear non-violent protests.
From the time of the meek Gandhi to the days of the eloquent Martin
Luther King Jnr, it has been a pattern. So you're wrong if you think
it started with theagbadas. No peeps, it has always been there. Isn't
it interesting that ouragbadasin Abuja tell us more aboutMadam due
processthan about our missing sisters. You see, there is a problem and
it is that some people struggle to understand the difference between
demanding for accountability and insulting the government.
And interestingly, Nigerians are funny people. We are often too quick
to pass judgement on people using ourselves as yardsticks.Madam due
processhas been tagged by many names including busy body. Since we are
too lazy and selfish to take a second look at our dying neighbour on
the street, we suspect the intentions of the man who does. We often
forget to take a minute to put ourselves in the shoes of others facing
the pointed end of the knife. Maybe if we do, we will be more willing
to join in the fight rather than to cast aspersions on the integrity
of others. It's good somebody is stoking the fire to prevent the
Chibok flame from dying lest ouragbadasforget that their job goes
beyond riding on private jets bought with the people's naira and kobo.
Edmund Burke, an Irish political philosopher lived for 68 years, but
before he departed also this sorry world, he left us this word of
advice: "All that is necessary for the triumph of evil is that good
men do nothing. "
And for those who are courageous enough to demand for accountability,
Mark Twain has a word of consolation: "Always do what is right. It
will gratify half of mankind and astound the other."
Will there ever be a raid at Sambisa?
On June 27, 1976, an Air France plane with 248 passengers was hijacked
by some terrorists and flown to Entebbe, Uganda's main airport. By the
following day, over 100 non-Israeli hostages had been released,
leaving about 100 Israelis as hostages. Obviously, the terrorists'
beef was with Israel.
The terrorists threatened to kill the Israeli hostages if their
demands were not met by the their government.
EnterOperation Thunderbolta week later, which later became popular as
the Raid on Entebbe because of the TV adaptation of the events.
Israeli transport planes took 100 commandos over 4,000 km to Uganda
for the famed rescue operation. Its planning was said to have taken
only one week. After 90 minutes, 102 hostages had been rescued with
three hostages and the unit commander killed.
Five Israeli commandos were wounded but all the hijackers and 45
Ugandan soldiers paid with their lives.
Yes, still on the Chibok girls' matter. Ouragbadashave made it clear
to us that they know the location of the girls but are monitoring the
situation from afar. They say watching from a distance is necessary in
order not to endanger the girls' lives. How noble of them to consider
the girls' safety! But there is a clear difference between nobility
and duty as a government.Abi. for how long will we sit and monitor the
situation from Abuja? 1000 days, six months or 10 years? From our
little knowledge about hostage situations, we know that it happens
everywhere and governments don't leave hostages in the hands of bad
boys forever.
So the question is: will there ever be a Raid on Sambisa for the sake
of our girls?
More prayers for our land
As bomb blasts continue to make some parts of the country a living
hell for people, let's remember to spare a thought for those who lost
their lives in the fresh blasts in Kaduna. May the good God accept
their souls. Anogasweeper managed to escape death but a curious
thought has been lurking in eavesdropper's head since the incident.

Poor funding responsible for hepatitis deaths in Nigeria -Group
The Executive Director of the Viral Hepatitis Association of Nigeria,
an affiliate of the World Hepatitis Alliance, Dr. Olusegun David, has
identified lack of funding as the major hindrance to awareness and
treatment of the viral hepatitis disease.
He made this known in an interview with our correspondent during the
week in preparation for the commemoration of the World Hepatitis Day
which comes up on July 28, 2014.
David stated that the government seemed not to be helping in the
provision of funds to let Nigerians know about the disease and seek
for the treatment before they succumb to it.
He said, "Awareness requires funding. Training the professionals
requires money to be spent. There is a lot to be done to get the
information across to the people to know about the disease. A lot of
funds have to be put in place before such could be done.
"The government seems not to be talking about the disease, which has
about 10-20 million Nigerian carriers; everybody seems to show much
concentration on HIV/AIDS, Malaria, Tuberculosis, etc. Hepatitis is
killing many people too, and the government needs to do something
urgent about it by providing enough funds to raise the level of
awareness and for the treatment of the people who are currently living
with it."
Similarly, a Public Health Officer, Olanrewaju Okunlola, said that
what the government needed to do to forestall future deaths as a
result of the disease was to devote more resources for awareness and
treatment of infected Nigerians.
She said, "In fact, Hepatitis kills at the same rate as HIV/AIDS. If
people are informed about the disease and go for the treatment on
time, this would lead to a reduction in the number of deaths recorded
by the disease. Presently, Hepatitis is a killer disease and if we
don't attend to the issue now, many carriers of the disease would have
chronic liver problems."
According to the World Hepatitis Alliance, the viral hepatitis kills
three people in a minute, with over 26,000 Nigerian carriers killed as
of 2010.

Gaza conflict: Israel and Hamas begin 12-hour truce
Israel and Hamas have begun a 12-hour humanitarian truce in Gaza.
Israel said it would continue to "locate and neutralise" Hamas tunnels
during the pause, which began at 08:00 local time (05:00 GMT).
International talks on a longer truce resume later.
In Gaza, some Palestinians were seen on the streets, some attempting
to visit their homes in badly hit areas.
More than 870 Palestinians, mostly civilians, and 38 Israelis have
died since the conflict started on 8 July.
Israeli strikes killed at least 19 Palestinians overnight, medical
sources said, with many casualties reported in a family home near the
southern Gaza town of Khan Younis.
Two Israeli soldiers were also killed, Israel's military confirmed.
A BBC team on the streets of Gaza City after the truce began found
scenes of destruction in the Shejaiya area
In the district of Shejaiya, residents started flooding back from
08:00 despite warnings not to do so.
The scene here is just astonishing - the most widespread destruction:
buildings completely pulverised, cars thrown 50m (160ft) into the air
on top of buildings, the facades of some block of flats completely
ripped off.
The air is pretty thick with the stench of death as people try to
recover bodies and belongings.
In the background I can hear a crackle of gunfire and although a
humanitarian ceasefire is in place, clearly people are still shooting.
There is an Israeli drone flying overhead, and we've heard the sound
of fighter jets.
I think people feel they have a brief window of opportunity to do as
much as they can and then frankly get out of here.
'Confident of ceasefire'
A spokesman for Hamas, the Islamist group that controls Gaza, Sami Abu
Zuhri said late on Friday that there was "national consensus on a
humanitarian truce... for 12 hours on Saturday".
The Israel Defense Forces (IDF) later confirmed the truce on
Twitterbut vowed to respond if attacked. "We will respond if
terrorists choose to exploit this time to attack IDF personnel or fire
at Israeli civilians," it said in a statement.
Banks are due to open and maintenance work is being carried out to try
to repair damage done to the electricity and water supplies during the
recent intense Israeli bombardment, she adds.
US Secretary of State John Kerry has been leading efforts to secure a ceasefire
Despite failure on Friday to agree a longer-term deal, foreign
ministers from the US, UK, Turkey and Qatar are among those meeting in
Paris later for more talks.
On Friday, US Secretary of State John Kerry said he was still
confident of a longer ceasefire, despite media reports that Israel had
rejected one proposal.
"The goal is to bring together international efforts so that as
quickly as possible conditions for a cease-fire in Gaza emerge," said
a French foreign ministry spokesman.
The announcement of the humanitarian truce came shortly after Israeli
Defence Minister Moshe Yaalon warned that ground operations in Gaza
could soon be broadened "significantly".
Mr Yaalon told soldiers: "You need to be ready for the possibility
that very soon we will instruct the military to significantly broaden
the ground operation in Gaza".
Hamas has previously said it would not agree to any long-term truce
that did not lead to an end to Israel's blockade of the Gaza Strip,
which has been in place since 2007.
The British ambassador to the UN, Mark Lyall Grant, said he was
disappointed at the failure to reach a longer-term truce.
But he welcomed Saturday's 12-hour pause, saying it could "open up a
little bit of space to work on a more sustainable ceasefire".
West Bank clashes
There were also clashes during protests in the West Bank on Friday
which left at least five Palestinians dead.
Palestinians in the West Bank had declared a "Day of Rage" against
Israel's military operation in the Gaza Strip.
Meanwhile Israel's military said its Iron Dome defence system had
intercepted several rockets fired across the border by Hamas.
Israel launched its military offensive on 8 July with the declared
objective of stopping Hamas firing rockets into Israel.
It has since extended its operation to destroy tunnels dug by
militants to infiltrate Israel.

Air Algerie AH5017: 'No survivors' from crash in Mali
There are no survivors from the Air Algerie AH5017 passenger jet that
crashed in Mali, says the French President, Francois Hollande.
Mr Hollande said one flight data recorder had been recovered, after
French troops reached the crash site near Mali's border with Burkina
Faso.
Air traffic controllers lost contact with the plane early on Thursday
after pilots reported severe storms.
Almost half of the 116 people on board were French, including a family of 10.
The McDonnell Douglas MD-83 had been chartered from Spanish airline,
Swiftair. It was flying from Burkina Faso's capital, Ouagadougou, to
Algiers.
French Interior Minister Bernard Cazeneuve told French radio network
RTL that "the aircraft was destroyed at the moment it crashed".
"We think the aircraft crashed for reasons linked to the weather
conditions, although no theory can be excluded at this point," he
said.
A team of 100 French soldiers, with 30 vehicles, had travelled to the
crash site on Friday, a French defence ministry official said.
The team was part of a force that was deployed to Mali last year to
combat an insurgency backed by al-Qaeda.
"French soldiers who are on the ground have started the first
investigations," Mr Hollande said on Friday. "Sadly there are no
survivors."
Sandstorm alert
Contact with flight AH 5017 was lost about 50 minutes after take-off
from Ouagadougou early on Thursday morning, Air Algerie said.
The pilot had contacted Niger's control tower in Niamey at around
01:30 GMT to change course because of a sandstorm, officials say.
Burkina Faso authorities said the passenger list comprised 27 people
from Burkina Faso, 51 French, eight Lebanese, six Algerians, two from
Luxembourg, five Canadians, four Germans, one Cameroonian, one
Belgian, one Egyptian, one Ukrainian, one Swiss, one Nigerian and one
Malian.
On Friday, the UK Foreign Office said a British man was also among
the dead. He has yet to be identified.
The six crew members were Spanish, according to the Spanish pilots' union.
The family of 10 who died were from the east of France. They included
Michel Reynaud and his ex-wife, their two sons and two daughters, and
four grandchildren.
A friend of the family told French newspaper Le Bien Public that they
had been on "the trip of a lifetime" in Burkina Faso. "It is a
tragedy," she said.
A team of 100 French soldiers travelled to the region on Friday to
secure the crash site
The aircraft had taken off from Ougadougou airport, and lost contact

Revealed! How Imo Allocation From FG Goes Into Governor's " Task Force Project" Account
>As Accountant General Faces Sack Over Leakage Of State Secret
The days in office by the Accountant-General of Imo State, Mrs Udogu
is said to be numbered, following accusation from high quarters in the
Governor Rochas Okoroch administration alleging that the woman is not
protecting the state Governor, Owelle Rochas Okorocha on expenditures
of the administration, attached to non existing projects and
contracts.
According to sources who spoke to this Newspaper, Mrs Udogu was
accused of having granted an interview to a Newspaper in Abuja after
attending meeting on Federation Accounts Allocation, where it was
alleged she could not explain how the state account was being
operated.
The source who confided in Trumpeta disclosed that Mrs Udogu was asked
to explain how the money she collects for Imo state from Abuja were
spent by Okoroch and she was said to have answered that she does not
know, since all she was to sign Imo allocation, hand it over to the
Governor, who deducts the salaries of workers, and transfers the funds
into what is called "Task Force Project Account".
However, when the Imo state Government learnt about the Udogu
interview, it was said the Government swung into action and "killed"
the news story, but cautioned Udogu for the "unguarded statement".
But despite the warning to the Accountant General, Trumpeta learnt
that the powers that be are still not comfortable with Udogu, and
therefore shopping for a new Accountant-General, "who will be schooled
on how this administration works, and know how to talk to the public
on the workings of the Owelle Okorocha administration".
Attempts to get Mrs Udogu to confirm or deny the allegation was not
possible as she could not pick her calls. But a source close to the
Oru East-married Civil Servant said the Accountant-General did not
grant any interview to any Newspaper, as she does not speak to the
press because she is a Civil Servant.
But Trumpeta unveiled that the current Accountant-General of the state
is simply a rubber stamp, who picks Imo account and ships it into the
so called "Task Force Projects Accounts" from where the state funds
are disbursed, with the sole signatory of one man.
The "Task Force Project" is said to be headed by one Architect Duru,
whose portfolio cannot be defined in the Government of Okorocha yet he
is one of the most powerful persons in the Okorocha administration.
Trumpeta learnt mat even the Commissioners in the Okorocha
administration are not finding live easy, as they cannot lay hands on
funds to execute projects in their ministries. Instead consultants and
contractors handle such jobs meant for Commissioners who float about,
with some of them not having offices to operate from.
A source told this Newspaper that apart from Ichie Best Mbanaso,
Commissioner for works who is always at sites and hardly goes to
office, Uche Nwosu, (Commissioner for Lands, Survey and Urban
Development) who is Okorocha's son in law, Deacon Chike Okafor
(Commissioner for Finance) and Mrs. Adaobi Obasi (Commissioner for
Local Government) who is said to be Okorocha's guardian when he was a
kid, other
Commissioners, it was learnt, are glorified Personal Assistants (PA)
to the Governor who carry files about looking for even imprest to run
their offices.
When Mrs. Udogu will be replaced, is not yet clear, but sources say
she will not last few months since Okorocha is bent on replacing her.
Trumpeta learnt that Okorocha has not yet arrived on who will replace
the Accountant-General, but it was learnt that the new Accountant
General must still be from Orlu zone. Trumpeta was informed that the
Principal Secretary to the Governor, Dr Paschal Obi has been saddled
with the responsibility of fishing out Udogu's successor.

Ethiopian bloggers, journalists charged with 'terrorism'
A group of Ethiopian bloggers and journalists detained for nearly
three months have been charged with terrorism for having links to an
outlawed group and for planning attacks, a judge said Friday.
The seven members of the blogging collective Zone Nine and three
journalists were arrested in April, prompting an outcry from rights
groups who said the case was an assault on press freedom.
The group is accused of planning attacks in Ethiopia and working in
collusion with the US-based opposition group Ginbot 7, labelled by
Ethiopian authorities as a terrorist organisation.
"They took training in how to make explosives and planned to train
others," Judge Tareke Alemayehu told the court.
The Zone Nine website, proclaiming "we blog because we care!" features
mostly social and political commentary, often critical of the
government.
The judge said their work was a cover for "clandestine" activities and
accused them of plotting "to destabilise the nation".
Nine of the accused -- one is charged in absentia -- smiled and waved to
friends and family as they entered the packed courtroom.
The lawyer for eight of the suspects dismissed the charges.
"We don't believe that there is any credible substance," Amaha
Mekonnen told AFP.
Rights groups have accused Ethiopia of using the anti-terrorism laws
to silence dissent and jail critics.
Several journalists have been jailed under the law, including two
Swedish journalists sentenced to 11 years in prison in 2012. They were
pardoned after serving 15 months.
The dissident blogger Eskinder Nega is currently serving a serving an
18-year sentence for having links with Ginbot 7, which calls for the
violent overthrow of the ruling party.
The trial for the bloggers and journalists is expected to resume on 4 August.

2015: You Can't Determine Who Governs Imo, Okorocha To Nzeribe
Imo State governor, Rochas Okorocha, yesterday blasted maverick
politician, Arthur Nzeribe over his comments in the media that the
state government will play host to another governor in 2015 through
his prowess.
This was contained in a press statement issued through his senior
special assistant on media, Sam Onwuemeodo, maintaining that the power
to govern the state does not rest on Nzeribe or any other godfather.
Nzeribe was reported to have vowed to resist the re-election of the
Imo State governor after he boasted that the Imo Government House will
witness another governor in 2015.
According to the statement, "When we read the report, we delayed
responding to it to see whether the Oguta Imo State born politician
would deny the report, or to say he was misquoted because we never
expected an experienced politician like Chief Nzeribe to vow on who
would become governor in the state in 2015 or who would not become
governor in the state in 2015.

that person winning election to become governor. And we are talking

Pro-Palestinian Protest Turns Bloody In Zaria, As Troops Kill 5 Shiite Muslims
Although details are still sketchy, a security source said a full
investigation is underway to determine the cause of the clash.
Nigerian troops have reportedly killed at least 5 persons from a
Muslim Shiite group in Zaria, Kaduna State of Shiites under the
leadership of Sheik Ibraheem Zakzaky.
Sources told SaharaReporters that soldiers opened fire on members of
the Islamic Movement of Nigeria during an annual procession called
'Quds Day' in solidarity with Palestinians under Isreali attacks in
Gaza. The clash happened at PZ area on Sabon Gari Road. A convoy of
soldiers from the Zaria Army deport reportedly ran out patience after
waiting for 35 minutes for the procession to end. As they meant to
leave, someone in the crowd reportedly opened fire as the protesters
blocked the road.
Today's event, a source in Zaria told Saharareporters, holds the last
Friday of every Ramadan fasting season. However, this year's
procession was dedicated to the Palestinian people in Gaza.
Although details are still sketchy, a security source said a full
investigation is underway to determine the cause of the clash.
Mr. Zakzakky is an implacable foe of Islamist sect Boko Haram, a
reason why today's clash between the sect and Nigerian troops remains
a mystery.
As at the time of publishing this report, it was said that tension is
still high in the town. And both military and Shiites are yet to react
official regarding cause of the killings.
The development is coming barely two days after General Muhammadu
Buhari (rtf) and and an Islamic cleric, Sheik Dahiru Bauchi escaped
bombing attacks by suspected terrorists.

World Hepatitis Day 2014
Viral hepatitis - a group of infectious diseases known as hepatitis A,
B, C, D, and E - affects millions of people worldwide, causing acute
and chronic liver disease and killing close to 1.4 million people
every year.
Hepatitis remains largely ignored or unknown. In April this year, WHO
issued new recommendations on treatment of hepatitis C. In May, World
Health Assembly delegates from 194 Member States adopted a resolution
to improve prevention, diagnosis, and treatment of viral hepatitis. On
World Hepatitis Day, 28 July 2014, WHO and partners urge
policy-makers, health workers and the public to "think again" about
this silent killer.

Key Facts about Ebola virus disease
Ebola virus disease (EVD), formerly known as Ebola haemorrhagic fever,
is a severe, often fatal illness in humans.
EVD outbreaks have a case fatality rate of up to 90%.
EVD outbreaks occur primarily in remote villages in Central and West
Africa, near tropical rainforests.
The virus is transmitted to people from wild animals and spreads in
the human population through human-to-human transmission.
Fruit bats of thePteropodidaefamily are considered to be the natural
host of the Ebola virus.
Severely ill patients require intensive supportive care. No licensed
specific treatment or vaccine is available for use in people or
animals.
Ebola first appeare d in 1976 in 2 simulta neous outbrea ks, in
Nzara, Sudan, and in Yambuk u, Democr atic Republic of Congo.
The latter was in a village situated near the Ebola River, from
which the disease takes its name.
Genus Ebolavir us is 1 of 3 member s of the Filovirid ae family
(filoviru s), along with genus Marburg virus and genus Cuevavir
us. Genus Ebolavir us compris es 5 distinct species:
1.Bundibugyo ebolavirus (BDBV)
2.Zaire ebolavirus (EBOV)
3.Reston ebolavirus (RESTV)
4.Sudan ebolavirus (SUDV)
5.Taï Forest ebolavirus (TAFV).
BDBV, EBOV, and SUDV have been associat ed with large EVD
outbrea ks in Africa, whereas RESTV and TAFV have not. The
RESTV species, found in Philippi nes and the People's Republic of
China, can infect humans, but no illness or death in humans from
this species has been reporte d to date.
Transmission
Ebola is introduc ed into the human populati on through close
contact with the blood, secretio ns, organs or other bodily
fluids of infected animals. In Africa, infectio n has been docume
nted through the handlin g of infected chimpan zees, gorillas,
fruit bats, monkey s, forest antelop e and porcupi nes found ill
or dead or in the rainfore st.
Ebola then spreads in the commu nity through human- to-huma n
transmi ssion, with infectio n resultin g from direct contact
(throug h broken skin or mucous membra nes) with the blood,
secretio ns, organs or other bodily fluids of infected people, and
indirect contact with environ ments contami nated with such
fluids. Burial ceremo nies in which mourne rs have direct
contact with the body of the decease d person can also play a
role in the transmi ssion of Ebola. Men who have recover ed
from the disease can still transmit the virus through their
semen for up to 7 weeks after recovery from illness.
Health- care workers have frequent ly been infected while treating
patients with suspecte d or confirm ed EVD. This has occurre d
through close contact with patients when infectio n control
precauti ons are not strictly practiced.
Among workers in contact with monkey s or pigs infected with
Reston ebolavir us, several infectio ns have been docume nted in
people who were clinically asympto matic. Thus, RESTV appears
less capable of causing disease in humans than other Ebola
species.
Howeve r, the only availabl e evidenc e availabl e comes from
healthy adult males. It would be prematu re to extrapol ate the
health effects of the virus to all populati on groups, such as
immuno - comprom ised persons, persons with underlyi ng medical
conditio ns, pregnan t women and children. More studies of RESTV
are needed before definitiv e conclusi ons can be drawn about
the pathoge nicity and virulenc e of this virus in humans.
Signs and symptoms
EVD is a severe acute viral illness often characte rized by the
sudden onset of fever, intense weakne ss, muscle pain, headach
e and sore throat. This is followe d by vomitin g, diarrhoe a,
rash, impaire d kidney and liver function , and in some cases,
both internal and external bleedin g. Laborat ory findings
include low white blood cell and platelet counts and elevated
liver enzyme s.
People are infectio us as long as their blood and secretio ns
contain the virus. Ebola virus was isolated from semen 61
days after onset of illness in a man who was infected in a
laborato ry.
The incubati on period, that is, the time interval from infectio
n with the virus to onset of sympto ms, is 2 to 21 days.

Liberian Man With First Ebola Case In Nigeria Is Dead
Mr. Patrick Sawyer, a WASH consultant at the Ministry of Finance, who
had been quarantined since arriving Lagos, Nigeria on Sunday, July 20,
2014 with symptoms of the Ebola virus, has died .
A Liberian government official, speaking on condition of anonymity
said the news of Sawyer's death was relayed to Liberia by the Nigerian
embassy, in the early hours of Friday, July 25, 2014.
The Lagos government health authorities announced on Thursday, July
24, 2014 that Sawyer was being tested for the deadly Ebola virus.
Sawyer's death is the first recorded case of one of the world's
deadliest diseases in Nigeria, Africa's biggest economy and most
populous nation, with 170 million people.
Ebola has killed 632 people across Guinea, Liberia and Sierra Leone
since an outbreak began in February, straining a string of weak health
systems despite international help.

Twitter's staff male-dominated
Twitter has become the latest tech firm to admit that most of its
staff members are men.
Releasing its gender and ethnic diversity data, the firm said it had
"a lot of work to do".
It joins Facebook, Google and Yahoo in admitting that women are in the
minority in their workforces.
An expert warned that the industry needed to address the issue as a
matter of urgency.
Matthew Gwyther, editor of Management Today, said it was surprising
that a social media platform that was popular across gender and ethnic
divides would have issues with representation in its staffing.
"But maybe it is not that surprising after all because, as we have
seen, the industry has this issue and it had better put it in order
before it becomes embarrassing," he said.
The data released by Twitter on Wednesday showed that, overall, only
30 per cent of its staff were female. The data followed a trend among
tech companies that showed an under-representation of women.
Twitter's figures were roughly comparable with those of Facebook,
whose data showed that 31 per cent of its staff were female. Google
said 30 per cent of its staff members were women, while Yahoo reported
38 per cent.
But the ethnicity data, which was only provided for the USA, showed
that white people made up a smaller proportion of the workforce than
they did of the country's population.
According to the US 2010 Census, around 64 per cent of the country was
white, while around 16 per cent was Hispanic and around 12 per cent
black. Asian people accounted for nearly five per cent, while
approximately two per cent were mixed race.
Native Americans and Pacific Islanders, as well as other races
accounted for around one per cent of the population.
Twitter reported that, relative to their proportions of the country's
population as a whole, the white, black and Hispanic communities were
under-represented. Asian people, however, were significantly
over-represented.
Other racial backgrounds were broadly proportional.
The same was true of Google, Facebook and Yahoo.
Twitter's data also showed that the gender imbalance was greater in
leadership positions, than in overall staffing.
The company said that addressing such an imbalance was a key to
running a successful business. "But we want to be more than a good
business; we want to be a business that we are proud of," read a
statement.
It added: "To that end, we are joining some peer companies by sharing
our ethnic and gender diversity data. And like our peers, we have a
lot of work to do.
"We are keenly aware that Twitter is part of an industry that is
marked by dramatic imbalances in diversity -- and we are no exception."
Research has suggested that the technology industry is not
representative of American levels of diversity.
But the industry is not without female leadership. Marissa Mayer is
chief executive of Yahoo, Meg Whitman holds the same position at
Hewlett Packard and Sheryl Sandberg is Facebook's chief operating
officer.

Didier Drogba Returns to Chelsea On 1-Year Deal
Chelsea has confirmed that the club has signed Didier Drogba on a one
year deal, bringing him back to Stamford Bridge in a player capacity,
and to help him transition into coaching after the 2014/15 season
ends.
"Drogba of course needs no introduction," announced the official club
website. A Chelsea legend, Drogba is capable of terrorizing defenses
across world soccer, who scored 157 goals for the Londoners, the last
of which famously helped them to a Champions League victory in 2012.
Now 36, in the two years away from the Bridge he spent time in China
and with Turkish giants Galatasaray before deciding to return to
London.
On signing a new deal, Drogba said: "It was an easy decision- I
couldn't turn down the opportunity to work with Jose again. Everyone
knows the special relationship I have with this club and it has always
felt like home to me.
'My desire to win is still the same and I look forward to the
opportunity to help this team. I am excited for this next chapter of
my career."
Jose Mourinho, who brought out the best of Drogba in his first stint
at Chelsea, said: "He's coming because he's one of the best strikers
in Europe. I know his personality very well and I know if he comes
back he's not protected by history or what he's done for this club
previously. He is coming with the mentality to make more history."
Mourinho is obviously trying to answer questions of his age and
capability of playing at the top, but Drogba's playing style is
perhaps suited to longevity more than many other top striker,
including last season's veteransigning Samuel Eto'o.
However, Chelsea currently has four senior strikers playing in their
squad, with Drogba joining Fernando Torres, new signing Diego Costa
and Romelu Lukaku, who returned from a loan spell at Everton. Unless
we see a drastic change of tactics from Mourinho, it is likely only
one of these will feature at any time.
The obvious way to view this is that one of these players will be
leaving the club. Rumors are rife of Fernando Torres' departure;
perhaps back to Atletico Madrid, whilst Lukaku heading out on loan
again isn't unfeasible. With Andre Schurrle and Mohammed Salah both
featuring in the central attacking role last term, what is clear
Chelsea is inundated with talent for that position. It raises the
question of the necessity of Drogba's signing, but his influence in
the dressing room and helping all of the above names develop their
game is unquestionable.
Comparisons in playing style can be made between Lukaku and Costa to
Drogba, and they can only be set to improve under his wing.
Certainly, we won't be seeing a return to the days of Drogba starting
week-in week-out, but to write this off as a poor transfer would be
naive. Unlike last year's signing of Eto'o, this isn't another stop
gap measure. Rather it's a player in the twilight of his career who
will be willing to take the back seat, and nurture talent under his
gaze. Though he may not have a direct impact on the pitch, this could
turn out to be a very fruitful acquisition for Chelsea.

curtain on his 13-year spell.
"I had a fantastic 13 years at Chelsea and can look back at that with
pride, but it was a great time for me and Chelsea to move on," Lampard
said in a news conference.
New York City FC, an emerging Major League Soccer (MLS) franchise-
owned by Premier League champions Manchester City- will not be in

They are currently building their squad for their first MLS campaign

"I'm going to keep fit, that's the main thing," replied Lampard, when
asked what he will be up to between now and the beginning of his
career off the shores of his home country.
"How I do that is not clear yet, this has all just happened. I will
sit down with people from the club and find the best way forward."
New York City sporting director and former City midfielder Claudio
Reyna says "we are exploring a few options."
Lampard is the Premier League's all-time leading midfield goal scorer
with 171 goals from his time with West Ham to his hay days at Chelsea.
Wishing Frank Lampard the very best of luck in New York!
Having joined Chelsea from Boleyn Ground in June 2011 in an £11m deal,
the London-born midfielder went on to win three league titles and four
FA Cup winner's medal, before captaining the side to their first-ever
Champions League and Europa League triumphs in quick succession in
2011-12 and 2012-13 respectively.
The 'Three Lions's' highest scoring midfielder with 29 goals from 106

NFF Begins Contract Renewal Talks With Keshi
The Nigeria Football Federation (NFF) has initiated procedures for the
renewal of coach Stephen Keshi's contract, having revealed it want the
2013 Africa Cup of Nations-winning coach to continue with the senior
national team.
Keshi's previous contract with the Super Eagles expired at the end of
the 2014 Fifa World Cup in Brazil, where he became the first
indigenous tactician to lead an African team into the knockout stage
of the soccer showpiece.
"The Executive Committee mandated the Technical Sub-Committee to open
channels of communication with Mr. Stephen Keshi with a view to
extending his contract, as the NFF is still interested in working with
him," read an official press release after the ExCo meeting in Abuja
on Thursday.
"The Technical Sub-Committee is to report back to the Executive
Committee within one week."
The former Togo and Mali coach, 52, is already linked with the vacant
South Africa national team post.
The ex-Nigeria international led the country to a third Afcon triumph
in South Africa.
"We still want Keshi to handle the Eagles," NFF acting president Mike
Umeh added.
"But we cannot announce anything right now because we need to first
discuss with him."
Should both parties see through a prospective contract agreement,
.
Keshi's immediate assignment will be the 2015 Afcon qualifiers, which
begins in September.
Reigning champions Nigeria begin their title defence in a
qualification group that has South Africa, Sudan and either Congo or
Rwanda with the two top teams eligible for progress into the group
stages of the tournament billed for Morocco from January 17 to
February 8.
The Committee is also lining up international friendly "with an
African country" on August 13, which is a Fifa free day.

Palpable Fear Grips Lagosians As Liberian Shows Ebola-like Symptoms
A Liberian man has been hospitalised in Lagos with Ebola-like
symptoms, but it is not yet clear if he is infected with the killer
virus, Nigerian officials said Thursday.
The 40-year-old Monrovia resident arrived in Nigeria's mega-city on
Sunday and was admitted to hospital on Tuesday suffering from severe
vomiting and diarrhoea, said Yewande Adesina, the special advisor on
health for the Lagos state government.
The patient was "detained for possible Ebola infection while blood
samples were sent to the Virology Reference Laboratory in Lagos as
well as to the World Health Organisation (WHO) in Dakar," she said.
Extra precaution was taken at the hospital because the patient was
suffering from "symptoms associated with Ebola," she added.
"Results are still pending.
Presently the patient's condition is stable and he is in recovery,"
Adesina told journalists. "The diarrhoea and vomiting have stopped. He
is still under isolation."
A third laboratory outside Nigeria must also test the samples before a
final determination on Ebola can be reached, Adesina said.
The patient travelled from Monrovia to Lagos via Togo's capital Lome.
The WHO has recorded more than 900 cases of Ebola in the epidemic that
has raged across West Africa in recent months, but this is the first
suspected case to emerge in Nigeria.
Liberia has recorded 172 cases of the disease, including 105 deaths.
The epidemic is the worst-ever since the virus first emerged in 1976
in what is now the Democratic Republic of Congo.
The Lagos government has begun rolling out an emergency response in a
bid to contain any potential spread of the virus across the congested
city of more than 20 million people, with poor sanitation and health
infrastructure.
Ebola is a form of haemorrhagic fever which is deadly in up to 90
percent of cases.
It can fell victims within days, causing severe fever and muscle pain,
vomiting and diarrhoea -- and in some cases, organ failure and
unstoppable bleeding.
Ebola is believed to be carried by animals hunted for meat, notably bats.
It spreads among humans via bodily fluids including sweat, meaning you
can get sick from simply touching an infected person. With no vaccine,
patients believed to have caught the virus must be isolated to prevent
further contagion. [AFP]

Mexico's Carlos Slim Reclaims World's Richest Man Title From Bill Gates
Carlos Slim Help is once again the world's richest person, thanks in
large part to a sharp increase in telecom giant América Móvil's share
price both in U.S. and Mexican markets. Slim bumped Microsoft
(NYSE:MSFT) cofounder Bill Gates from his perch as the world's
richest, a post Gates has held since May 2013.
The move happened on Tuesday when the value of Slim's phone company
América Móvil's (NYSE:AMX), his largest holding, rose 1% or $805.6
million, pushing his net worth to Forbes estimate of $79.6 billion,
against Gates's estimated $79.1 billion net worth.
América Móvil's stock has been rising since the company announced
plans last week to divest some assets to comply with Mexico's new
antitrust telecom regulations. América Móvil's shares were sharply
higher last Wednesday, 24 hours after the news of the breakup. The
company's shares, which have languished the past year as a result of
regulatory pressures in Mexico, jumped 10% on the NYSE the day
following the breakup announcement.
Between July 1 and July 11, Slim's wealth jumped from $74.5 billion to
$79.6, a gain of $5.1 billion in 12 business days, an indication that
investors are applauding Slim's unexpected decision to reduce his
phone market share below 50% as a new antitrust telecom law mandate
comes into play. Investors seem to believe the outcome may actually be
better for Slim's business interests.
Currently, Slim's América Móvil controls 70% of the mobile phone
market in Mexico, and 80% of landlines.
Mexican President Enrique Peña Nieto signed the bill into law on
Monday in an event attended by Mexico's top telecom executives,
including Carlos Slim Domitt, Slims Helús oldest son and heir
apparent.
Slim fell from the top of the Forbes World's Billionaire list in May
2013 largely due to a sharp drop in América Móvil's stock, fueled by
fears that Mexico's new antitrust regulations would crumble his
telecom empire.
Yet it appears as though the threat has reenergized him. Slim is
planning to further expand his presence in Europe and Latin America.
In a filing with the Mexican Stock Exchange on Monday, América Móvil
said it will acquire an additional 23.47 % stake in Telekom Austria in
a buyout offer, lifting the telecom giant's interest in the company to
50.8%.

9 Nigerian Students Kidnapped In Ukraine By The Seperatists
A Ukrainian official says negotiations are underway to free nine
Nigerian students taken captive by separatists in the eastern city of
Luhansk.
Colonel Andriy Lysenko, a spokesman for Ukraine's National Security
and Defense Council, told a news conference Wednesday that people with
experience conducting negotiations were making contact with what he
called "the terrorists."
He said Ukrainian officials hoped the talks would end "successfully in
the near future."
Ukrainian news agencies say militants abducted the Nigerian students
in Luhansk on Monday and have been holding them as prisoners at an
occupied government security building.
The city is deep inside rebel-held territory, close to the Russian border.
Separatists seeking greater autonomy have been waging a bloody battle
in eastern Ukraine against the government.

Condemned Sudanese Christian Woman And Her Family Arrive In Rome
Pope Francis meets Meriam Ibrahim, who had been sentenced to death
over charges of apostasy.
The Sudanese woman who was spared a death sentence for converting from
Islam to Christianity, and then barred from leaving Sudan, arrived in
Italy on Thursday, an Italian government official said, according to a
story published by the Voice of America.
Meriam Yahya Ibrahim, 27, was on a plane accompanied by Italy's vice
minister of foreign affairs, Lapo Pistelli, according to the official
who asked not to be named.
"Meriam, the young Christian woman held in Khartoum after being
condemned to death for apostasy, should be arriving in Italy on a
government flight," the official said in a text message, without
specifying when the flight had left.
In late June, Ibrahim was arrested as she tried to board a plane for
the United States. Sudanese police accused her of traveling with a
forged passport. Three days after that arrest, she was released and
immediately sought refuge in the U.S. embassy with her husband - a
South Sudanese-born U.S. citizen - and their two children. The family
had stayed there nearly a month.
In Washington, Marie Harf, the U.S. State Department Deputy
Spokeswoman acknowledged the family's arrival, and said they are safe.
"Italian officials worked with both American and Sudanese officials in
her departure," Harf said in the department's press briefing on
Thursday.
A few hours after landing in Rome, Ibrahim and her family met with
Pope Francis, who blessed her. A U.S.A Today article reports that
Ibrahim's family will leave for the United States after a few days in
Rome.
Ibrahim's mother was a Christian and her father a Muslim. Under
Sudanese law, she is a Muslim even though she was brought up as a
Christian after her father abandoned the family.

Algeria airliner feared crashed on flight from Burkina Faso
A passenger plane carrying 116 people is feared to have crashed on a
flight from Burkina Faso to the Algerian capital Algiers.
Contact with the Air Algerie flight was lost over the Sahara as it
crossed Mali in bad weather, officials said.
French Foreign Minister Laurent Fabius said the plane, which has 51
French citizens aboard, "probably crashed".
French media reported that soldiers had found wreckage in Tilemsi,
central Mali, but this was not confirmed.
Reuters quoted Mali's President Ibrahim Boubacar Keita as saying that
wreckage had been found much further east, between Aguelhoc and Kidal.
Contact with Flight AH 5017, chartered from Spanish airline Swiftair,
was lost about 50 minutes after take-off from Ouagadougou, Air Algerie
said.
The pilot had contacted Niger's control tower in Niamey to change
course because of a sandstorm, officials say.
BBC West Africa correspondent Thomas Fessy says the route is well
used by French travellers.
Speaking in Paris, Mr Fabius said:
"Despite intensive search efforts no trace of the aircraft has yet
been found. The plane probably crashed."
He said two French Mirage fighter planes were scouring the area.
French President Francois Hollande cancelled a planned visit overseas
and said every effort was being made to find the plane.
"The search will take as long as needed," he told reporters.
Earlier, an Algerian official told Reuters that the plane had crashed,
but gave no further details.
France's civil aviation body said crisis centres had been set up at
airports in Paris and Marseille.
Burkina Faso authorities said the passenger list comprised 27 people
from Burkina Faso, 51 French, eight Lebanese, six Algerians, two from
Luxembourg, five Canadians, four Germans, one Cameroonian, one
Belgian, one Egyptian, one Ukrainian, one Swiss, one Nigerian and one
Malian.
The six crew members are Spanish, according to the Spanish pilots' union.
UN troops in Mali say they understand the plane came down between Gao
and Tessalit, the BBC's Alex Duval Smith in the Malian capital Bamako
reports.
She says the search area is vast, with few roads, and there is rebel
activity. Added to that, sandstorms make visibility in the Sahara poor
for at least a day, she adds.
"In keeping with procedures, Air Algerie has launched its emergency
plan," Air Algerie officials, quoted by APS news agency(in French),
said.
Algerian Prime Minister Abdelmalek Sellal reportedly told Algerian
radio: "The plane disappeared at Gao (in Mali), 500km (300 miles) from
the Algerian border."
Burkina Faso Transport Minister Jean Bertin Ouedraogo said the plane
sent its last message at around 01:30 GMT, asking air traffic
controllers in Niger to change its route because of bad weather.
In a statement (in Spanish), Swiftair said that the aircraft was a
McDonnell Douglas MD-83 and that they were unable to establish contact
with it.
An Algerian official had previously told Reuters that the plane was an
Airbus A320.
An unnamed Air Algerie company source, speaking to AFP news agency,
said: "The plane was not far from the Algerian frontier when the crew
was asked to make a detour because of poor visibility and to prevent
the risk of collision with another aircraft on the Algiers-Bamako
route."
"Contact was lost after the change of course."
Flight AH 5017 flies the Ouagadougou-Algiers route four times a week,
AFP reported.
In February a military plane in Algeria crashed, killing 77 people on board.
The Hercules C-130 crashed into a mountain in Oum al-Bouaghi province,
en route to Constantine, in bad weather conditions. Only one person on
board survived.

Madonna University student arrested for allegedly killing own father
A 27-year-old undergraduate of Madonna University, Okija, Anambra
State, Chijioke Ezebuiro, was paraded yesterday July 22nd by the Abia
State Police Command for allegedly killing his 87-year-old father, Dr.
Emmanuel Ezebuiro.
This sad event comes barely three weeks after 21 year old Tolani Ajayi
killed his 60 year old father inside the Redeemed Christian Church of
God campground.
While parading Chijioke before newsmen, the state Police Public
Relations Officer, Mr. Geoffrey Ogbonna said Chijioke is the chief
suspect in his father's death because he was the only one around when
the deceased was brutally murdered on June 30th at his home in
Umuoriehi, Isingwu in Umuahia North LGA of Abia state.
According to his elder brother's statement to the police, Chijioke had
often threatened to kill their father. The elder brother said he left
their father and Chijioke at home to drop off his children at school
only to return to find their father in the pool of his own blood. He
immediately called the police after Chijioke could not explain what
happened to their father.
Police preliminary reports shows that there was no evidence of someone
else gaining access into the home when the octogenarian was murdered.
During his interrogation, Chijioke claimed he was having his bath when
his father was murdered.
"After taking my bath as I was going towards my room I saw people
screaming in my father's room, so I decided to go inside to know what
was happening there.
When I went there I saw my brother and my cousin in my father's room
and I saw my dad on top of his bed. I was shocked to see blood on his
head. I was so scared I had to go down stairs to call one of my
cousins. When I came back with him we were asking them what happened
none of them told us anything. He told us to go down stairs the next
thing was for me to see police coming to arrest me, took me to the
police station, saying I am a murderer, that's all." he said.
He denied ever threatening his life, maintaining they had a good relationship.

FRSC cannot enforce new number plate, says lawyer
A lawyer, Mr. Emmanuel Ofoegbu, has threatened that any attempt by the
Federal Road Safety Commission to arrest or impound any vehicle which
does not carry the new vehicle number plates introduced by the FRSC
shall be matched with resistance.Ofoegbu, who is alleging the FRSC of
being contemptuous to an order of the court which had restrained the
commission from enforcing its new number plates on motorists, also
said that it has no respect for the judgement of an Anambra State High
Court which had recently empowered the FRSC to enforce the new number
plates. The lawyer said such enforcement by the FRSC would be
overreaching the pending judgement of the Appeal Court on issues
bothering new vehicle number plates which the FRSC has said it has now
been empowered to enforce. On september 30, 2013, Ofoegbu, through his
lawyer, Ogedi Ogu, had filed a suit numbered FHC/L/S/13332/2013 before
a Federal High court in Lagos seeking to restrain the FRSC from
arresting and impounding vehicles which did not have the FRSC's new
number plate. In a judgement delivered on March, 26, 2014, Justice John
Tsoho had granted Ofoegbu's prayers and held that it was unlawful for
the FRSC to impose the new number plates on motorists, where there was
no existing law permitting same. The judge had held, "The issue of
redesigning new number plates by the respondent, is not covered under
the provisions of any law in Nigeria."The respondent cannot force
Nigerians to acquire new plate numbers by impounding cars, without the
backing of any legislation to that effect."I hold that the act of the
respondent amounts to an arbitrary use of power, and is therefore
illegal and unconstitutional."Dissatisfied with the judgment, the FRSC
had approached the Appaeal Court to file an appeal numbered CA/L/412,
seeking to upturn Tsoho's judgement. At the Appeal Court, the both
parties had filed their briefs and were waiting for the date of
hearing. But last week, it was published in some national dalies that
the FRSC had now been empowered by the order of an Anambra State High
Court to enforce the new vehicle number plates. The suit was reportedly
filed by one Ajefo Ekwo against the FRSC and Justice Peter Umeadi had
ruled that by the provision of the National Road Traffic Regulation
2012 and the FRSC Act 2007, the FRSC is empowered to issue new vehicle
number plates and drivers' lincence.Reacting to the judgement Ofoegbu
had however threatened that such judgement would not be respected by
him in view of the pending appeal. He is also contesting that the
Anambra State High Court lacked jurisdiction to entertain a suit that
involves a federal agency.A statement issued on the subject by Ofoegbu
and his lawyer, Ogu, had questioned,"Did the State High Court of
Anambra State advert its mind to Section 251(1)(r) of the 1999
Constitution of the Federal Republic of Nigeria which provides that
only the Federal High Court has jurisdiction to entertain cases
involving federal agencies?"Did the State High Court of Anambra State
advert its mind to Section 230(2) of the National Road Traffic
Regulation, 2012, which expressly provides that the revocation of the
NRTR of 2004 shall not affect anything done or purported to be done
under or pursuant to that regulation?Stating his disregard for the
judgement of the Anambra State High Court, the lawyer said,
"Meanwhile, since the order of injunction contained in the judgement
of Honourable Justice T.S. Tsoho in the case of Emmanuel A. Ofoegbu v
FRSC is still valid and subsisting, any action by the FRSC, its
servants, agents and privies overreach, obliterate, subvert and/or
undermine the order of injunction in any way or manner shall be met
and/or matched with appropriate actions."

US lifts ban on flights to Tel Aviv 2
The US aviation regulator has lifted its ban on US carriers flying to
Tel Aviv's Ben Gurion airport.
But it has warned that the situation with the conflict in Gaza remains
"very fluid".
The US Federal Aviation Administration(FAA) first imposed the ban on
Tuesday and extended it further on Wednesday citing the "potentially
hazardous situation" in Israel and Gaza.
The cancellations had drawn criticism in US and Israel.
"The FAA has lifted its restrictions on US airline flights into and
out of Israel's Ben Gurion Airport by cancelling a Notice to Airmen it
renewed earlier today (Wednesday)," the regulator was quoted as saying
by the AFP news agency.
Meanwhile, three French and German airlines, including Air Berlin and
Lufthansa, have cancelled more flights of their own to Tel Aviv amid
ongoing safety concerns.
Lufthansa said its decision to cancel flights also applied to its
subsidiaries including Germanwings, Austrian Airlines, Swiss and
Brussels Airlines.
Air France said it was suspending such flights "until further notice".
British Airways, however, has said it will continue scheduled flights
into the region with no current plans to suspend service.
'Show solidarity'
The initial US flight suspension had prompted Israeli Prime Minister
Benjamin Netanyahu to ask US Secretary of State John Kerry for help
lifting the FAA ban.
Israel's transportation ministry had said: "Ben Gurion Airport is safe
and completely guarded and there is no reason whatsoever that American
companies would stop their flights and hand terror a prize."
On Tuesday, former New York Mayor Michael Bloomberg flew on Israeli
airline El Al to Tel Aviv to "show solidarity with the Israeli people
and to demonstrate that it is safe to fly in and out of Israel".
However, the same day, the European Aviation Safety Agency (EASA) said
it "strongly recommends" that airlines should avoid operating to and
from Tel Aviv.
Earlier, Delta said a flight from New York City to Tel Aviv was
diverted to Paris on Tuesday after Israeli police confirmed that a
rocket landed approximately one mile (1.6km) from Ben Gurion airport.
The suspension in flights came less than a week after Israel began a
ground operation in Gaza, and as airlines around the world re-think
their flight paths over conflict areas in the wake of the crash of
Malaysia Airlines flight MH17 in eastern Ukraine.
