Wreckage Of Missing U.S. Helicopter Found In Nepal With No Survivors

The wreckage of a U.S. military helicopter lost on an earthquake
relief mission in Nepal was found on Friday high on a mountainside,
with all eight on board presumed dead, U.S. officials said. Reuters
was there:

A U.S. search team identified the wreckage as that of the missing
Marines UH-1Y Huey helicopter deployed after the Himalayan state was
hit by a massive earthquake last month that killed more than 8,000
people.

Crash debris was found 8 miles (13 km) north of the town of Charikot
near dense forest and rugged terrain "It was a very severe crash. We
believe there were no survivors," said John Wissler, lieutenant
general of the U.S. Marines.

The Huey went missing while it was distributing aid on Tuesday, the
day a strong aftershock hit Nepal and killed more than 100 people. Six
Marines and two Nepali soldiers were on board when it went missing,
after the crew was heard over the radio saying the aircraft was
experiencing a fuel problem.

The Huey, an iconic helicopter dating back to the Vietnam War era, was
completely destroyed, Nepal's top defense ministry official said.

States Receive N103bn For May Expenditure As Imo, Osun, Benue, Others Continue To Owe Workers

The Forum of Finance Commissioners in the country, yesterday,
criticised state governors who are owing workers' salaries. They said
that no governor had any excuse for owing.

The Chairman of the Forum and Commissioner for Finance in Ebonyi
State, Mr. Timothy Odaah, who spoke at the end of the Federation
Accounts Allocation Committee (FAAC) in Abuja, told journalists that
those owing should be held responsible by the workers and the public.
He said such governors should have made payment of salaries their
priority, rather than spending state funds on electioneering
campaigns.

"Why should states be owing workers' salaries when they have been
regularly collecting their statutory allocations from the Federation
Account? We hear of some states owing 11 months, nine months, seven
and so on. What have they been doing with their allocations? And
workers have been looking at them!

"Payment of salaries is not an achievement. It is not a thing that a
governor would pay when he likes. The salaries are built into the
allocations that the states collect every month and so the governors
are supposed to pay regularly as a priority. So why should they not
pay? Governors must pay salaries. Salaries must be a priority.

"Look at Ebonyi State, as poor as it is, we are not owing workers.
Even the workers agitated for an upward review last month and our
governor even approved it, paying according to the federal structure.
So why should any state owe and where has the money the states have
been collecting gone to?

"The press should take this up and give them the heat. They were able
to fund their elections and then workers are being owed up to this
moment."

Speaking earlier, the Minister of State for Finance, Ambassador Bashir
Yuguda, lamented the drop in the federal revenue. "Frequent shut down
and shut-in of trunks and pipelines at Terminals continued to impact
negatively on crude oil revenue," he said.

The Federal, State and Local Governments shared N388 billion for May
expenditure. The FG got N142.941 billion; state governments, N103.089;
while the local governments got a total of N76.917 billion.

Oil producing states got an additional N 23.109 billion representing
13 percent derivation from oil revenue in the month under
consideration.

Female Suicide Bomber Kills 7, Injures 26 In Yobe

No fewer than seven people were killed and 26 others injured on
Saturday when a female suicide bomber detonated an Improvised
Explosive Device at the entrance of the Damaturu Central Motor Park in
Yobe.

Dr Garba Fika, Medical Director, Sani Abacha General Hospital,
Damaturu gave the figure while briefing Gov. Ibrahim Gaidam about the
condition of the victims on Saturday in Damaturu.

" We received a total of 33 victims of bomb blast that occurred an
hour ago; all of them sustained various degree of injuries, out of
which seven are dead, while seven are under a very critical condition.

" We might refer those under critical condition to the Federal Medical
Centre, Nguru and Federal Medical Centre Azare in Bauchi State
respectively.

" Already, the Yobe State government had signed a Memorandum of
Understanding with these health institutions, in case of emergency of
this nature, " Fika said.

The medical director, however, said that the victims with mild
injuries, were responding to treatment and would be discharge soon..

He assured the governor that the management of the hospital had
mobilised all medical personnel needed to ensure that the victims
received proper medical attention.

Fika called on the resident of Damaturu to donate blood in order to
save the lives of the victims, stressing that they were in dire need
of blood .

Responding, Gaidam condemned the incident , describing it as "very unfortunate."

He commiserated with the families of the victims and prayed for the
repose of the souls of those who died as a result of the incident.

The governor, who promised to settle the medical bills of all the
victims, expressed optimism that insurgency would soon be a thing of
the past in the country.

Gaidam advised people to be security conscious, report any suspicious
movement around them, and cooperate with the security agents to enable
them discharge their duties effectively.

The News Agency of Nigeria (NAN) reports that as at the time of filing
the report, the police are yet to issue any statement on the incident.

Contacted on telephone for his comments , the Yobe Police Command's
Public Relations Officer, Mr Toyin Gbadageshan, said he was out of
town, whereas the telephone lines of the Police Commissioner, were not
going through.

Pope Francis Describes Mahmoud Abbas An Angel Of Peace

Pope Francis on Saturday praised Palestinian President Mahmoud Abbas
during a meeting at the Vatican that underscored the Holy See's warm
relations with the Palestinians.

Francis, who said Abbas "is an angel of peace'', during the
traditional exchange of gifts at the end of an official audience in
the Apostolic Palace then presented the Palestinian President with a
medallion.

He explained that "the medallion represents the angel of peace
destroying the bad spirit of war.''

Francis said he thought the gift was appropriate "since you are an
angel of peace.''

During his 2014 visit to Israel and the West Bank, Francis called both
Abbas and Israeli President Shimon Peres as men of peace.

Abbas is in Rome for the canonisation of two 19th-century nuns from
what was then Ottoman-ruled Palestine scheduled for Sunday.

The new saints, Mariam Bawardy and Marie Alphonsine Ghattas, are the
first from the region to be canonised since the early days of
Christianity.

Abbas on Saturday offered Francis relics of the two new saints.

Church officials are holding up the new saints as a sign of hope and
encouragement for Christians in the Middle East at a time when violent
persecution from Islamic extremists had driven many Christians from
the region of Christ's birth.

Abbas' visit also comes days after the Vatican finalised a bilateral
treaty with the "state of Palestine" that made explicit its
recognition of Palestinian statehood.

The Vatican said it had expressed "great satisfaction" over the new
treaty during the talks with the Palestinian delegation. It said the
pope, and later the Vatican secretary of state, also expressed hopes
that direct peace talks with Israel would resume.

"To this end, the wish was reiterated that with the support of the
international community, Israelis and Palestinians may take with
determination courageous decisions to promote peace," a Vatican
statement said.

It added that interreligious dialogue was needed to combat terrorism.

Former Egyptian President Sentenced To Death

An Egyptian court has sentenced ousted president Mohammed Morsi to
death over a mass prison break in 2011.

The former leader has already been sentenced to 20 years in jail for
ordering the arrest and torture of protesters during his time in
power.

Morsi was deposed by the military in July 2013 following mass street
protests against his rule.

Since then, the authorities have banned his Muslim Brotherhood
movement and arrested thousands of his supporters.

All death sentences must first be sent to the Grand Mufti, Egypt's
highest religious authority, for his opinion on whether they should
stand.

Convictions are still open to appeal, even if the Grand Mufti gives
his approval.

Morsi's supporters have said that the cases against him are
politically motivated and attempts to give legal cover to a coup,
while Morsi has rejected the authority of the courts.

Morsi was Egypt's first freely elected president, but protests began
building less than a year into his rule when he issued a decree
granting himself far-reaching powers.

Buhari Should Not Be Sworn in With the Quran --Etcetera

A lot of Nigerians do not know that Nigeria is a secular state and
they are also not aware that the Constitution of the Federal Republic
of Nigeria does not require that Buhari take his oath of office by
swearing with the Quran. The drafters of the constitution made it
crystal clear that any Nigerian of any faith or no faith can hold any
office.

It would have been very easy for the constitution drafters to include
it in our constitution that the president should be sworn in with the
Quran. But they didn't. In other words, placing a hand on a Quran
while reciting the presidential oath is simply a tradition that is not
backed by the constitution. Meaning, it is absolutely unnecessary.

On Friday May 29, the Constitution requires that Buhari gives this
oath of office: "I, Muhammadu Buhari, do solemnly swear that I will
faithfully execute the office of President of the Federal Republic of
Nigeria, and will to the best of my ability preserve, protect, and
defend the Constitution." So, why should Buhari swear with a Quran?
Why shouldn't he place his hand on the Nigerian Constitution- the very
document he's promising to "preserve, protect and defend?"

There's is a gargantuan barrier between religion and state and Buhari
should demonstrate that he recognises this fact by taking his oath of
office with his hand on the constitution instead of the Quran. His
loyalty should be to the nation's laws above all else.

A lot of people will argue that Buhari swearing with the Quran ensures
that he adheres to his oath. But let's be truthful to ourselves: We
have seen elected officials swear to uphold the laws of our country
with their hands on the Quran and go on to steal billions of naira and
break laws like crazy. It all comes down to the individual's moral
code, not a few seconds oath.

My objection is not only against the Quran. I would hold the same view
if it were the Bible, the Book of Mormon or any other religious
scripture. The drafters of the constitution made it clear that the
Nigerian Constitution, "shall be the supreme law of the land." It is
the living legacy they bestowed upon us. It is the framework for our
government. And as such, that's the document our president should
place his hand on. It should be clear to us on May 29 that the
president views the Constitution as our nation's alpha and omega. As a
matter of fact, your religion doesn't matter when you are taking a
position in office because religion has nothing to do with running a
country.

I personally think that being sworn in with any kind of religious
testament is a waste of time and useless. A lot of people in the
out-going government were sworn in with the Bible but did they deliver
any of the things they promised the country?

To some people, it doesn't matter whether the president-elect is sworn
in with the Quran. They're probably used to seeing it happen. We just
take it for granted that it is the way things have always been done,
but it doesn't necessarily make it right. In my opinion, any elected
leader in any secular country like ours is voted in to represent
everyone in that country. So why not swear with a document that means
something to everyone, such as the constitution?

Wouldn't that make more sense, instead of swearing with a religious
document that only represents a chunk of the population? Imagine if a
Jujupriest was elected President, would it be okay for him to be sworn
in with 'sango, orunmilaor amadioha' or some other work written about
atheism? Would it be okay for an ogboni president to be sworn in with
the ogboni book of sacred covenant? I am a Catholic and I believe
completely in not swearing with the Bible because there are multiple
religions in the country and swearing with a Bible will not cause the
sacred binding to the truth if the person swearing does not share a
religion with the Bible. The Bible does not have the same meaning to
every person. So it shouldn't be counted as a true binding document.

Finally, we shouldn't also forget that oath taking of any kind is
absolutely forbidden by the Bible: Matthew 5:34-37

African First Ladies Peace Mission Gets New President

The African First Ladies Peace Mission (AFLPM), on Friday in Abuja,
elected Mrs Sia Nyama Koroma, the First Lady of the Republic of Sierra
Leone as its new President.

The election was held at the emergency 8th summit of the organisation.

Mrs Koroma, who was represented by Prof. Khadija Hamdi, the First Lady
of the Saharawi Democratic Republic, pledged to ensure improved living
conditions for the women and children of Africa.

The outgoing President of the Mission, Nigeria's First Lady, Dame
Patience Jonathan, while handing over to the new president, said she
would continue to render her support to the organisation.

She then handed over the Certificate of Occupancy (C of O) of the land
belonging to the organisation located in Abuja and the two bank
accounts operated by Mission.

Mrs Jonathan commended the Mission for being in the vanguard of
protecting the rights of women and children on the continent.

She explained that under her leadership, the organisation was guided
by its objectives, including building the culture of peace and
development in Africa.

She said that the Mission had offered support and services to victims
of conflict and had used appropriate mechanisms and institutions to
protect women and children in armed conflict countries.

According to her, the countries include Mali, Kenya, Guinea Bissau and
the Saharawi Democratic Republic.

In his goodwill message, Prof. Nicholas Ada, the Minister of State for
Foreign Affairs I, lauded the achievements of the Mission under
Nigeria's First Lady, Dame Patience Jonathan.

Recalling the euphoria that heralded the establishment of the
organisation in 1995, Ada said it had justified its existence.

He said that the organisation had rendered assistance to people,
especially women and children in conflict areas.

The minister urged the new AFLPM president to improve on the
achievements of her predecessor and thanked the other first ladies for
their contributions and support to Mrs Jonathan.

The News Agency of Nigeria ( NAN) reports that the AFLPM is an
umbrella body of wives of African heads of state and governments .

It has the mandate to play a support role to the AU, regional
organisations and national governments in fostering peace and
mitigating conflicts on the continent.

FMC Owerri Staff Call For Removal Of Medical Director

The feud between the management and staff of the Federal Medical
Centre, Owerri took a new dimension on Friday when hundreds of staff
of the medical centre took to the streets of Owerri the Imo State
capital.

Carrying placards with various derogatory inscriptions calling for the
removal of their Medical Director, Dr Angela Uwakem, they alleged
financial misappropriation and virement, high-handedness and
victimization.

The protesting staff who gathered under 3 different unions; National
Union of Allied and Health Professionals, Medical and Health Workers
Union of Nigeria and National Association Of Nigeria Nurses And
Midwives, FMC chapter, alleged that the personnel funds released by
the Accountant-General of the Federation in 2014 for the 2013/2014
promotion arrears meant for workers' welfare was vired into capital
projects in the centre knowing fully well that virement is a serious
offence in the Nigerian constitution.

They also accused her of victimizing staff who did not support her
proposal of privatizing some departments and units in the centre.

While explaining to newsmen the cause of their grievances, the
Chairman of the FMC chapter of the National Union of Allied and Health
Professional, Clifford Ezeukwu, accused the Medical Director of
financial misappropriation, victimization, high-handedness and
non-payment of staff promotional arrears which has been approved by
the federal government.

He went further to allege that through a dubious means, the Medical
Director vired the promotional arrears of staff into capital projects
which is an offence under the law. She was also accused of
high-handedness, victimization and employment racketeering.

It was not the first or second time staff of Federal Medical Centre
Owerri would be protesting against their management. To paint a more
serious scenario this time, they were all clad in black attire.

Before ending-up their protest at the hospital premises, they walked
the streets of Owerri causing heavy traffic gridlock, chanting songs
and showing off red cards and whistles connoting 'time up' for the
Medical Director.

The protesters called on the outgoing government of President Goodluck
Jonathan and the incoming president, General Muhammadu Buhari to probe
the activities of the Medical Director.

They also advised that she resigns her job honourably, adding that as
at time of the protest, members of the various unions have embarked on
an indefinite strike until the federal government intervenes in the
matter.

The Medical Director, Dr Angela Uwakwem, was not available to respond
to the allegations, having being told that she was in a board meeting.
The Acting Board Chairman of FMC Owerri, Senator Onyeka Okoroafor, who
was about joining the board meeting, addressed the protesters on
behalf of the management.

He said that a committee would be set up to look into all the
allegations levelled against the Medical Director saying no matter the
circumstance, no action will be taken unilaterally without the consent
of the union.

However, for peace to reign on the centre, he urged the workers to go
back to their duty posts as all matters would be addressed
accordingly.

hometown said she was a very "understanding, caring and loving lady"
and also expressed joy that his family supported him to remarry.

PDP To Change Name, Merge With APGA, Labour Party And Others

According to a Premium Times report, leaders of the Peoples Democratic
Party, PDP, are plotting to change their name and merge with smaller
parties who possess similar ideologies following its loss at the
recent national elections.

A source reportedly said the PDP is planning to merge with the All
Progressive Grand Alliance, Labour Party, Kowa, Hope Party and others
to form a mega opposition party to challenge the APC.

"There will be a special convention after the handover on May 29 where
a formal merger process will start," he said

Governors Sule Lamido, Godswill Akpabio, Muazu Aliyu and a few other
governors are championing the push towards forming an alliance with
other parties, it is believed.

Stella Oduah's Security Murders Three In Anambra

A report by The Nation says a security official in the convoy of the
immediate past Minister of Aviation, Princess Stella Oduah, has shot
and killed three persons in Umuodu, Ochuche in Ogbaru local government
area of Anambra State.

Several people were also reported to have sustained injuries during
the incident. The tragedy which have been confirmed by the Anambra
State Police Command, however, took a new twist as the police claimed
no one died and only two people were injured.

Although, witnesses say the police claims are flawed. According to
Ekekee.com, it is not yet known if Oduah was in the convoy when the
incident happened.

Meanwhile, the state Police Public Relations Officer (PPRO), DSP Uche
Ezeh, has revealed that the individual who carried out the dastardly
act have been apprehended by the police.

He also added that the attack was carried out by a member of a
vigilante group attached to Oduah's security, and not a policeman.

The two individuals injured in the attack which Ezeh gave their name
as Chuka Okechukwu and Chukwuebuka, have been taken to the hospital
for treatment.

He said the police decision is based on information from members of
the community, but he added as the force is not relenting on the case
as investigations are ongoing to ascertain the cause of the incident.

Oduah was elected as a senator in Anambra on the Peoples Democratic
Party(PDP) platform and she is one of eight female senators to join
the 8th Senateof the federation.

Two weeks ago, a Federal High Court in Lagos ordered Coscharis Motors
Limited to release information regarding the controversial purchase
of two bulletproof carsby the Nigerian Civil Aviation Authority
(NCAA) for Oduah, in 2013.

Boston Bomber Sentenced To Death

Dzhokhar Tsarnaev, also known as the Boston Bomber has been sentenced
to Death for his role in the 2013 bombing of the Boston Marathon.

The 21-year-old naturalised American, was sentenced by a 12 man jury,
the same jury who found him guilty had to take three days to determine
his sentence, with the other choice being life without parole.

The jury used the full arm of the law, sentencing Tsarnaev to death on
6 of the 17 counts. The defendant was said to have comported himself
with composure and propriety despite hearing the death sentence being
handed out.

The US Attorney General, Loretta Lynch said: "We know all too well
that no verdict can heal the souls of those who lost loved ones, nor
the minds and bodies of those who suffered life-changing injuries from
this cowardly attack, But the ultimate penalty is the fitting
punishment for this horrific crime and we hope that the completion of
this prosecution will bring some measure of closure to the victims and
their families."

Meanwhile, Amnesty International has cried out against the death
sentence, which it said is not justice.

"It is outrageous that the federal government imposes this cruel and
inhuman punishment, particularly when the people of Massachusetts have
abolished it in their state. As death sentences decline worldwide, no
government can claim to be a leader in human rights when it sentences
its prisoners to death," the group said.

Tsarnaev had in 2013 alongside his older brother Tamerlan, detonated
two homemade pressure cooker bombs packed with nails and BBs.

The bomb killed three people, whose names were given as Martin
Richard, 8, Lingzi Lu, 23, and Krystle Campbell, 29. The bomb also
injured 264 other people, while more than a dozen of the victim lost
their legs.

Tamerlan was killed during a shootout with the police in Watertown,
Massachusetts, four days after the bombings, while Dzhokhar was
apprehended hours later.

actions, a development that allegedly turned Dzhokhar and he has
failed to show remorse.

Boko Haram Recaptures Borno Border Town, Arms 600 Women With Suicide Bombing Kits

The Boko Haram insurgents, yesterday, recaptured Marte, a border town
in Borno State which was recently recovered from it by the Nigerian
Army. Marte, a distance of some 177 kilometer from Maiduguri, the
Borno state capital, was the first to be captured in 2013 by the
fundamentalists.

The recapturing of the town yesterday by the Islamic fundamentalists
group coincided with the second day that the federal government
imposed a dusk to dawn curfew on the troubled state.

Military authorities however said that the 24-hour curfew imposed on
the city on Thursday would continue until it is sure that some 600
suspected female suicide bombers working for the insurgents have not
infiltrated the state capital.

The curfew which was relaxed for five hours starting from noon to

LEADERSHIP reports that impeccable military and hospital sources, say
that at least six soldiers, three members of the Civilian-JTF and 27
other civilians believed to be members of the Boko Haram insurgents
have been killed during the aborted attack on Maiduguri on Wednesday.

It was reliably gathered that the insurgents have hoisted their flags
on the recaptured territory.
Borno state deputy governor, Alhaji Zannah Umar Mustapha, had
confirmed the situation in Marte as well as the feared influx of 600
female suicide bombers when he spoke to journalists on Thursday on why
the curfew had to be sustained. "It is sad as we have been made to
understand that Marte is today completely fallen under the control of
the insurgents, which to us is a very huge set back", he said.

A hospital source had reliably informed LEADERSHIP Weekend that at
least six soldiers and three operatives of the Civilian-JTF had been
killed during the attack by Boko Haram at the outskirts villages of
Kayamla, Balle and Wadia, all located some few kilometres away from
Maiduguri.

Boko Haram terrorist, according to soldiers who participated in the
Wednesday operation, were not only using women as cannon fodders, but
also using them for suicide attack during such operations. "Some of
the Civilian-JTF operatives that were died during the attack were
killed by female suicide bombers whom we earlier thought were
villagers in distress", said a soldier who would not want his name
mentioned because it was an offence for him to speak directly to the
press.

"It was later we realised that most of the women that were with the
Boko Haram were suicide bombers. That was how our men suffered deaths
in Sambisa when our troops began to storm the forest weeks back. Some
of the terrorists that were injured had informed our officers that
there were over 600 of such women that were billed to storm Maiduguri
on suicide mission", said the soldier.

The soldier also confirmed that "we lost six of our men and some
others were injured as well, but many of the insurgents too died". A
hospital security worker, Abba Shehu, had confirmed to our reporter
that "many corpses of civilians have been deposited at the University
of Maiduguri Teaching Hospital morgue.

"More than 20 corpses were brought in to the hospital on Thursday
afternoon and all were victims of the Wednesday attack. Many others
were injured and have been receiving treatment.

A secretary of the local hunters group, known as Vigilante Group of
Nigeria, Borno state branch had also confirmed to our reporter in a
phone interview that "more than 20 persons were killed apart from the
soldiers and the civilian-JTF. Our officers in Wadia and Balle areas
which are all close to Kayamla had informed us that more than 20
civilians residing in Wadia have been killed by military artillery.

Borno state deputy governor, Zannah Umar Mustapha, who had to cut
short his official engagements in Abuja to return to Maiduguri
yesterday, had explained to journalists why residents must be patient
and allow the curfew to go on for some days.

"It is unfortunate that we are experiencing yet another attack in
Maiduguri at this time that we are thinking that the insurgency should
have subsided following the taking over of Sambisa forest by the
military", said the deputy governor.

How NYSC Corp Member Almost Lost His Life To Torture At Nasarawa Camp

Bunmi Adeyera, a Corp member in Nasarawa state orientation camp,
yesterday almost lost his life at the camp after being severely
maltreated by security operatives.

According to an eye witness who pleaded anonymity,"Bunmi is sick and
today locked-up in the guard room for hours until he collapsed and
became unconscious in the Guard room".

A call through to Bunmi Adeyera who confirmed the incident.

"To all my fellow NYSC corp members around Nigeria, today, I witnessed
how one of my colleagues, Adeyera Olubunmi (State code:
NS/15A/0134)(Call-up no.: NYSC/NIJ/2015/061287) almost died due to
maltreatment in Nasarawa state NYSC camp by security officials.

What happened this morning was that Bunmi Adeyera who is also Platoon
4 leader and was obviously sick went to the Camp clinic to collect
some drugs to combat his ailment and was approaching the camp market
to get food (since food was no longer available in the camp kitchen)
in order to use his drugs when he was stopped by security operatives
(Nigerian Police force and Man'O War) and was asked to go back into
the camp hall for lectures.

He tried explaining to them that he was sick and needed to take his
drugs but they did not listen to him, rather he was told to start
'frog-jumping'.Bunmi quietly explained to them that he might not be
able to 'frog-jump' because of his health status.

The next thing I saw was that the security operatives (who were
obviously Hausas, because they communicated fluently in Hausa
language) told asked him if he was Hausa or Yoruba. When he told them
he was Yoruba and he hails from Lagos state, they seized his NYSC
identification tag and marched him straight to the 'Guard room'
allegations of 'being stubborn' without giving him any chance of
speaking in his own defense.

This place called Guard room is a bathroom located at the entrance
gate of the Nasarawa Camp where soldiers urinate at all time and with
no cross-ventilation.

We all watched them take the poor sick Corp member to the Guard Room,
and was detained there going to three hours. The next thing I saw was
people from the camp medical unit running towards the gate with
stretcher in their hands.

Behold Bunmi had collapsed and fainted in the so-called guard room.

Even while the Red Cross team was trying to rescue the situation, the
soldiers sent them back saying that all was pretence and that when he
wakes up, he will return to the guard room.

The doctors battled for his life for about an hour before Bunmi
Adeyera became conscious again and was later stabilized.

Every Corp member on Camp including NYSC officials know Bunmi to be
easy-going, obedient and friend to all which is more reason he emerged
the leader of Platoon 4.

The population of those who went to the clinic to check on him is one
that I have never seen on camp although they wouldn't allow us take
pictures of this ugly incidence.

But my question is this why is it that we Corp members who have in
good faith and humility come to serve our father land are being
maltreated even to the extent of someone fainting. This should not
continue. All these security agents should be careful in performing
their duties and should remember that the pen is powerful than the
sword..."

19-Yr-Old Boy Kills Father, Chases Mother, Siblings Away

The Fegge Divisional Police, Onitsha, has arrested 19-year-old Joshua
Uzochukwu Ezirim, for allegedly using a kitchen knife to stab his
father, Mr. Sampson Ezirim, a book seller at Onitsha Main Market, to
death. Vanguard reports.

A source revealed that late Ezirim, who is from Imo State, was stabbed
more than 30 times by Joshua, his last son, after he chased away his
mother and siblings from their flat and locked the doors.

The source said the incident happened on Saturday, and it was reported
to the police by one Chimdike Ezirim, the suspect's brother.

The suspect had been threatening the entire family before the incident.

The source added that DPO of Fegge Police Station, Mr. Rabiu Garba,
deposited the corpse at St. Charles Boromeo Hospital, Onitsha,
mortuary, while the DCO, James Etum, arrested the suspect as he was
said to have locked himself and his father's corpse in, before
policemen used teargas to smoke him out.

NIMC Sacks 24 Staff Members In Imo

The National Identity Management Commission (NIMC) in Imo said it
sacked 24 members of staff involved in certificate fraud and illegal
conversion.

The State Coordinator of NIMC, Basil Ihejirika, said in Owerri on
Wednesday that the affected staff failed to prove the authenticity of
their certificates and mode of conversion to various grade levels in
the office.

He stressed that the issue of certificate falsification and mode of
conversion of the affected staff had lingered on for over two years
hence the management's decision to sack them.

Ihejirika said a panel was set up to investigate claims by those
concerned but that they refused to turn up.

"There is the issue of certificate falsification and it was also
observed by the management that their conversion to various levels did
not follow due process.

"For over two years, they have been called to explain to the panel but
they refused to appear before it," he said.

Ihejirika added that those mainly affected were former staff of
Department of National Civic Registration under the Ministry of
Internal Affairs.

"Those whose sack letters were to be handed to them on Tuesday got
wind of the plan and embarked on a demonstration and locked out other
members of staff."

He said the sack took effect from May 7.

Ihejirika explained that the office had notified the Commissioner of
Police in the state who ordered staff to enter their offices to
continue their work.

"Those affected should look at the Act that set up the commission,
which the management is following before engaging on their illegal
agitations.

"The commission carries out thorough screening before engaging its
staff because it wants to ward off people with questionable character
and those who do not have the required and relevant certificates.

"We have been paying them without engaging them in any form of work
for over two years and we don't want that to continue," Ihejirika
said.

Those protesting had anticipated their inclusion in the disengagement
due to the query issued to them last year.

Secretary of Association of Senior Civil Servants of Nigeria in the
state, Gamaliel Agbara, said they had commenced nationwide sympathy
strike with those affected with effect from Tuesday.

"That is why the premises of the commission is locked.

"Since the commission does not want to respect the court and decided
to sack our staff members nationwide, we don't have any option but to
embark on this strike.

"Already, 1000 of our men have been sacked nationwide and 4,500 staff
members have been disengaged since the present management of MIMC came
on board," Agbara said.

attendance as Governor Adams Oshiomhole of Edo State, Friday,
exchanged marital vows with his heartthrob, former Miss Iara Fortes.

The Governor and his bride signed the dotted lines at a private
marriage registry attended only by family and a few friends at his
Iyamho residence after which top dignitaries in the country were led
by the President-elect, Muhammadu Buhari, to the wedding reception
held at the People's White Hall in the governor's country home.

Among other top dignitaries who also graced the ceremony were the Vice
President-elect, Prof Yemi Osinbajo and his wife Dolapo.

All Progressives Congress' chieftains were led by its National
Chairman, John Odigie-Oyegun; governors and governors-elect across the
country, Senators Bukola Saraki, Domingo Obende and a host of others
and Senators-elect from across the country were also in attendance.

Speaker of the House of Representatives, Aminu Tambuwal led members of
the House of Representatives and incoming ones to the wedding
reception.

Captains of Industry, who were led by to the ceremony by Aliko
Dangote, included Jim Ovia, Femi Otedola, Noggie Meggisson, Hosa
Okunbor, among others.

Royal fathers were not left out as they attended the ceremony in their numbers.

The Oba of Benin was represented by high ranking palace chiefs who

Parents of the bride, Mr and Mrs Fortes flew in from their home in the

The governor's children Steve, Adams, Jane and two of his
grandchildren were also on hand to show love and support for their
father and his wife.

The governor's marriage is coming about five years after the painful
death of his first wife, Clara Oshiomhole, following+g a protracted
battle with cancer.

Iara, a lawyer by profession and top model, is from the Cape Verde
Islands. She is a former staff of Emirate Airlines, and is in her
early thirties, aides of the governor say.

The chairman of the ceremony, former Head of State, Yakubu Gowon, said
the governor's wife completes and complements him and he admonished
the couple to show true love and have patience in their dealings with
one another.

Mr. Oshiomhole lost his wife, Clara, to cancer in 2010 at age 54, and
had remained single ever since.

Ndigbo And 2015 Elections: The Correctness Of A Mistake

THE 2015 general elections have come and gone but the echoes are
getting louder by the day with parties celebrating, taunting, warning
or even blaming one another depending on the side of the divide one
belongs to. This trend has not been limited to the principal actors of
the elections; it has also taken the dangerous and unhelpful dimension
of tribal diatribes among citizens.

From the outburst and threat of the Oba of Lagos, Oba Rilwan Akiolu,
against the Ndigbo resident in Lagos should their voting not follow a
particular pattern in the last gubernatorial election, to the several
and severe harassment of the people of the South East by all manner of
people including those who voted for their choice of candidates based
on the same considerations they turn around to accuse Ndigbo of in
their massive votes for President Goodluck Ebele Jonathan, Ndigbo have
continued to be victims of their free choice in a multi-party
democratic dispensation like ours.

A lot of analysts and commentators have derided the Igbo race and
warned them in advance of likely not going to enjoy federal presence,
support or projects because of their recalcitrant refusal to vote for
Buhari who eventually won the election.

Before we go further, let it be reiterated for the benefit of all
those who hold this view against Ndigbo, that the Igbo race does not
regret its choice of candidate in the recently concluded elections. In
fact, given the same scenario, the Igbo people will vote for President
Jonathan again. This is because, as have been roundly and unabatedly
accused of, Ndigbo are known to be highly independent and stubborn to
the extent of running the risk of going it all alone once they are
strongly convinced of a cause.

It does not matter if the candidate is from Otuoke, Daura, Umuahia or
Ogbomosho, once the Igbo nation is convinced about him/her, they are
ready to go the whole hog with the person even if it means them going
it all alone. Ndigbo does not give in to prevarications, they only
follow leanings that are evidently defensive of their cause in truth;
they do not succumb to the money or sophistry of any one man. This is
why some uninformed analysts and commentators have continued to vilify
the Igbo people for choosing to be on their own in the last elections
by voting for a man who in the eye of these analysts is not popular.

But the question is, what other choice was left for Ndigbo? None
really! How could anyone in his right senses expect Ndigbo to sing the
praises of a man who hardly did anything for them while he was a
military Head-of-State?

How could anyone expect Ndigbo to have supported and voted for a man
who showed his clear disdain for them when he had all the opportunity
to prove he was a statesman above tribal and religious considerations
during his tenure as Chairman of the Petroleum (Special) Trust Fund
(PTF) wherein he located a whooping over 70% of the Fund's projects in
the north while the entire south consisting of the Southeast,
South-south and Southwest shared the remaining less than 30% projects
among themselves? Muhammadu Buhari executed his assignment as head of
the Fund as if there was no southern Nigeria! For example, only
4,440.43 kilometres of road were constructed in the entire southern
part of Nigeria representing a paltry 24% compared to the 13,870.47
kilometres representing 76% of roads done in the north. Of these
figures, the Southwest got 10.5% while the Southeast and South-south
together got 13.5%.

As if that was not enough, under the National Health and
Rehabilitation Programme (NHERP), while the entire south got 0%
allocation, the north got 100% in the tertiary programme. In the
vocational programme, the entire south had only 3% while the north had
97%. The same was for the primary side where the south had only 12%
but the north was allocated 88%. The secondary area was not different.
While the north had 86% percent allocation, the south had just 14%.

The question, therefore is, with these antecedents of Buhari, would
anyone still want to blame Ndigbo for their choice in the 2015
elections? There is a proverb in Igboland that anyone who allows what
killed his father to also kill him is foolish. In the two periods he
had the opportunity to prove himself a statesman, Buhari fluffed the
chance. Ndigbo will not let what killed their father to also kill
them.

They made their choice based on experience which is unarguably part of
the considerations in an election. They might have made a mistake in
the opinion of others, but this, no doubt, is a correct mistake.
Rather than mortify the Igbo people for their choice, it is Buhari
that should be strongly advised to show some strength in leading
Nigeria and not a section or some sections of it.

Drone Puts White House On Lockdown

This small unmanned aerial vehicle was spotted flying near the White House.

It's red and black and not much larger than a brick.

But the unmanned flying device, that looked more like a toy than a
drone, was a big enough problem to put the White House, executive
mansion and surrounding area on lock down for about an hour while it
was checked out.

The small "unmanned aerial vehicle" was spotted flying 100 feet above
Lafayette Park at lunchtime Thursday afternoon, according to the U.S.
Secret Service. The park is right across the street from the White
House.

"An individual was detained by USSS Officers and instructed to land
the small UAV," reads a statement from the Secret Service. "The
individual complied and the small UAV was recovered in Lafayette
Park."

Then, as a precaution, the device was swept by police and declared
safe. The president was not at the White House at the time.

"The individual was turned over to the custody of the U.S. Park
Police," the statement continues.

There was no word on whether the individual was an adult with bad
intentions or a 10-year-old boy with an iPad.

Back in January, a larger "quad-copter" crashed on the White House
lawn. In that case, the pilot was a government employee who had been
drinking and lost control of the craft.

At around the time the drama was unfolding at the White House
Thursday, up on Capitol Hill, the House Committee on Oversight and
Government Reform was beginning a hearing into a March incident where
a Secret Service agent, who at the end of an evening of drinking,
drove into an active suspicious package investigation scene.

to a higher ranking agent, especially given concerns within the agency

Patience Jonathan Beats Aisha Buhari in Court

On Thursday, 15th May, an Abuja High Court threw out an application
filed to stop first Lady Patience Jonathan from holding an emergency
meeting of African First Ladies Peace Mission (AFLPM).

Nana Module Onwodi, Ekemma Ugborough Arisa, Louisa Ono Eikhomun and
Deborah Oboh who filed the case on behalf of Aisha Buhari claimed that
the said emergency meeting called by Mrs. Jonathan was called in "bad
faith" as it was aimed at scuttling any chance of Aisha Buhari
becoming the President of AFLPM.

THIS DAY reports that trial judge, Justice Baba-Yusuf, yesterday
refused to stop the meeting because the two affidavits filed by the
plaintiffs were contradictory and incompetent.

I Haven't Got Useful Tips From Jonathan -- Buhari

President-elect Muhammadu Buhari has accused the outgoing Goodluck
Jonathan government of not giving him "tips" on how to kick-start his
administration on May 29.

He spoke on Thursday when a committee from the Centre for Human
Security of the Olusegun Obasanjo Presidential Library, presented a
five-point policy document to him at the Buhari Support Organisation
office in Abuja.

Hours before the event which held behind closed doors, the All
Progressives Congress, insisted that the Federal Government was not
cooperating with the transition committee set up by the
President-elect.

"Buhari regretted that the outgoing government that is supposed to
give him tips on how to take off has done nothing so far," Garba
Shehu, the Director of Media and Publicity of the All Progressives
Congress Presidential Campaign Organisation, told journalists after
the presentation by the committee.

Shehu added that the President-elect "thanked the Obasanjo initiative
for the gesture, assuring the committee that his incoming
administration will be needing advice as time goes on."

Areas covered by committee in the document include the economy,
security, power, education and infrastructure.

He said that Obasanjo had set up a think tank to carry out a study on
the challenges facing the country in the five key areas.

The study, he added, was started four months ago "so that the outcome
will be made available to the incoming administration after the
election."

He also revealed that Nigeria's former High Commissioner to the United
Kingdom, Dr. Christopher Kolade, who headed the power committee, gave
various stages of the proposed power sector development plan to
include short-term, medium-term, long-term solutions.

Under the short-term solution, the plan seeks to raise the country's
power generation to 10,000 MW within a very short period of time.
He added that the president-elect described the intervention of
Obasanjo and his team as a great impetus for the incoming government.

The vice-chairman of the committee, who is a former Minister of
Finance, Kalu Idika Kalu, said, "We have looked at education,
security, economy, power and Infrastructure. Those are the areas we
have made recommendations and which we hope the new administration
would be able to work on."

He further explained that the president-elect was very happy that they
had been thinking about how to help him hit the ground running.

The Chairman of the centre's governing board, Akin Mabogunje. who
also spoke to journalists after the event, said the committee had been
working on a number of critical issues for the development of the
country.

According to him, a delegation of the committee members involved in
the preparation of the policy document was sent to present the report
to the President-elect.

Earlier on Thursday , the APC described as untrue, a statement
credited to the spokesman for the Peoples Democratic Party, Oliseh
Metuh, that the Jonathan administration was cooperating with the
transition committee constituted by the President-elect.

It also described Metuh in a statement signed by its National
Publicity Secretary, Lai Mohammed, as a man with "an incurable disdain
for truth."

The PDP spokesman had in the said statement accused the APC of
raising a false alarm over happenings within the Jonathan and the
Buhari transition committees.

However, Mohammed insisted that the uncooperative attitude of the
Jonathan team had continued despite its public posturing.

The APC statement Read, "We say with all sense of responsibility
that as of today, May 14, 2015, just about two weeks to the May 29
handover date, no shred of information as to the status of governance
from any ministry, department or agency of government has been given
to our transition committee."

"If that qualifies, in Metuh's lexicon, as cooperation, then there is
a problem somewhere. We dare Metuh or anyone for that matter, to
controvert the fact that not a line of handover note has been handed
over to our transition committee."

The APC also restated its earlier call to Metuh to urgently undertake
a course on how to be an opposition party spokesman so that he would
not talk or write himself into avoidable troubles in the days ahead.

It equally admonished him to always verify information available to
him in order to separate rumours from facts.

I'm Travelling Out Of Nigeria With My Family After May 29 -- Jonathan

President Goodluck Jonathan has told the leadership of the Peoples
Democratic Party (PDP) that he plans to take a short break outside the
country with his family to rest and recuperate.

The president is likely to take this break shortly after handing over
power to the incoming administration of Mohammadu Buhari on May 29.

According to Vanguard, Jonathan revealed this at a closed door meeting
with the leadership of the party at the Presidential Villa on
Wednesday, May 13.

The meeting was meant to end the lingering crisis in the party after
the general elections in which some PDP governors, party leaders,
stakeholders and members have been calling for the sacking of the
present National Working Committee, under Alhaji Adamu Mu'azu.

President Jonathan urged the National Working Committee (NWC) of the
party to put behind them the defeat the party suffered during the
March 28 presidential election. He also vowed to return stronger to
help rebuild the party after taking a short break outside the country
with his family.

Jonathan thanked the members of the NWC for their support and heaped
blame on his very close aides for the loss the party suffered.
However, he promised that the PDP would bounce back to winning ways.

Meanwhile, some associates of President Jonathan decamped to the All
Progressives Congress (APC)following the electoral woes the PDP
suffered in the just concluded general elections. The defectors are
lawmakers representing the president's constituency at the National
and State Assembly.

Reverend Father Dragged To Okija Shrine

Rector, Imo State Polytechnic, Umuagwo, Ohaji/Egbema Local Council
Area of the state, Rev. Fr. Wence Madu has been dragged to the dreaded
Okija Shrine in Anambra State, reports have said.

According to a letter conveying the invitation of the Rector to the
shrine, signed by one Ukaegbu N. Ogidi, there is a report of
injustice, collaboration and conspiracy made against the Rector by an
innocent and outraged staff of the Institution.

"Be informed also that you must come to the Ogwugwu with clean hands.
The Ogwugwu kills but only those whose hands are not clean, especially
those who committed evil against their fellow human beings at work
places, Churches, Mosques, Markets and other public places. You know
very well about the issue at stake but turned round to conspire and
deal with an innocent person.

"You should feel free to come whenever you are invited to answer the
report against you. You should also feel free to reverse the injustice
with your conspirators and collaborators against the complainants
before the invitation, to avoid coming to the Ogwugwu and other
unpleasant consequences.

"However, you will not incur the wrath of the deity if your hands are
clean in the matter brought to the Ogwugwu. On arrival at the
invitation, you will look for the Chief Priest for briefing and other
formalities. But where you fail to come because of any reason, we
shall come to your residence or office. The truth must be uncovered at
all cost," the letter read.

The custodians of the shrine informed the Rector that once he gets to
the shrine, he should look for the Chief Priest for briefing and other
formalities.

Diocese Of Oxford Fails To Elect A New Bishop

The Archbishop of Canterbury has issued a pastoral letter to the
Diocese of Oxford saying that the search for the new Bishop of Oxford
continues.

The Crown Nominations Commission (CNC) met over two days in May.
However the meeting concluded without a nomination. This means that
the See of Oxford will be considered again early next year, because of
the number of other vacant Sees. Meanwhile Bishop Colin will continue
in his role as Acting Bishop of Oxford.

Vacancy in the See of Oxford

An update from the Archbishop of Canterbury - Chair of the Commission

You will be aware that the Crown Nominations Commission met on the
11th and 12th May to consider the nomination of the next Bishop of
Oxford and to meet with possible candidates.

I am writing to advise that the Commission has been unable to discern
the candidate whom God is calling at this stage to be the next Bishop
of Oxford. Under the election rules under which we operate, no
candidate received the required number of votes for nomination.

The Crown Nominations Commission already has a number of meetings in
place for the rest of this year. The Oxford CNC will reconvene on the
4th February 2016 with the second meeting on the 7th/8th March 2016.
Bishop Colin will continue to provide oversight to the diocese as he
has done over the past few months during the interregnum and I am very
grateful to him for this.

Many of you will have had the Crown Nominations Commission in your
prayers and I thank you for them. I will continue to keep the diocese
in my prayers over the next months.

This will not be the news that you wanted to hear but please take this
as a sign of our commitment to find the right person to be your next
bishop.

God-fatherism: Obasanjo Submits Report On How To Run Nigeria To Buhari

Former President Olusegun Obasanjo has submitted a report on the way
forward for Nigeria to Muhammadu Buhari, president-elect.

VANGUARD reports that Obasanjo through his think-tank group, studied
critical areas of the economy and prepared the report which was
submitted to Buhari.

Acknowledging the report, Head of Buhari's Media team, Mallam Garba
Shehu said, ''the whole idea was that Obasanjo set up his own think-
tank with the aim of carrying out a study on challenges facing the
country in five key areas of Education, Power sector, Economy,
Security and Infrastructure. The study was commissioned four months
ago so that the outcome will be made available to the incoming
administration after the election''

PDP Rigged in the South-East,South-South --Buhari

Muhammadu Buhari, Nigeria's president elect on Wednesday said that
elections in the south-east and south-south were rigged by the Peoples
Democratic Party, PDP.

According to PUNCH, Buhari stated this when members of the Delta State
chapter of the All Progressives Congress members visited him in Abuja.
He also explained why he had challenged the 2003,2007 and 2011
election results in court.

He said, ''Going through the court is not easy, both materially and
physically, and I maintained that consistency because my view about my
country is that Nigeria should be truly free.

''Whether you get it or not, the most important thing is that you
believe in the system and you should continue to try until the system
is perfect. As our submission to the tribunal in respect of the
governorship and state assembly elections will demonstrate, in truth,
the majority of Deltans were ready for the change you represent and
were geared to vote massively for you and APC.

''Unfortunately, a grand design executed by the PDP in the South-South
and South- East and particularly in Delta, Rivers and Akwa Ibom made
sure that no proper elections took place.

Burundi Coup Leaders Arrested And President Back In Charge

Leaders of the attempted coup in Burundiwere being arrested on Friday,
reports said, after armed forces loyal to President Pierre Nkurunziza
overpowered an attempt by generals to seize power while he was out of
the country.

The rival groups had battled for control of the Burundi capital after
a former intelligence chief launched a violent bid to take charge.

The efforts to overthrow Nkurunziza, who has sparked widespread unrest
by trying to run for a third term, were apparently popular with the
public but met with heavy armed opposition from military loyal to the
president. A deputy leader of the coup admitted by Thursday night that
it had failed. The president, in Tanzania when the uprising was
launched, was said to have returned to the country to take charge.

On Friday morning the leader of the coup attempt, former intelligence
chief General Godefroid Niyombare, told AFP by phone as troops
approached him: "We have decided to surrender ... I hope they won't kill
us."

The coup leaders' spokesman, Venon Ndabaneze, also spoke to AFP
confirming they had decided to surrender. Loyalist troops were
arresting him, deputy coup leader Cyrille Ndayirukiye and others, he
said.

On Thursday heavy gunfire rang out in Bujumbura and it was difficult
to determine who was in control of the capital, with periods of
relative calm broken by bouts of gunfire in the evening. Five soldiers
were reportedly killed in clashes.

Late on Thursday a deputy leader of the coup, General Cyrille
Ndayirukiye, told AFP: "Personally I recognise that our movement has
failed ... We were faced with an overpowering military determination to
support the system in power."

Power struggle in Burundi - the Guardian briefing

Burundi became a tinderbox when Niyombare, a former intelligence chief
who was fired three months ago, announcedthat Nkurunziza had been
ousted after weeks of civil unrest triggered by the president's
attempt to stand for a third term.

Early on Thursday the army chief of staff, General Prime Niyongabo,
announced on state radio that he did not support the attempted coup -
a signal that not all of the military forces were aligned. Niyongabo
said he had negotiated with those supporting the coup but if they "did
not understand talking we will make them understand by force".

Reports afterwards said Nkurunziza had returned to Burundi from
Tanzania. A text message from the presidency said: "President
Nkurunziza is back in Burundi after the attempted coup. He
congratulates the army, the police and the Burundian people."

The rival factions struggled throughout Thursday for control of public
and private radio stations. In the afternoon Nkurunziza announced on
state radio, from an unknown location, that he condemned the coup,
while thanking the soldiers who had remained loyal. "I condemn that
group of coup plotters. I thank soldiers who are putting things in
order, and I forgive any soldier who decides to surrender," Reuters
reported him as saying.

Heavy fighting flared around the state broadcasting headquarters,
forcing radio transmissions to halt briefly. They resumed after the
shooting eased to announce that state radio was still in the hands of
forces loyal to the president. The state broadcaster is seen as a
strategic asset for both sides to reach the population.

Earlier the African Public Radio station, which was shut down during
the weeks of protests and reopened after the coup attempt, was set
alight and prevented from broadcasting. Heavy plumes of smoke rose
from the building. Radio Bonesha, another private station, was also
attacked by people with grenades and gunfire. Burundi's international
airport, meanwhile, was shut then reportedly reopened and taken over
by party loyalists.

"President Pierre Nkurunziza is now in Burundi," the president's
senior communications adviser, Willy Nyamitwe, told AFP on Thursday
night. "That's all we can say for now because of security reasons."

The violence left the country facing its biggest crisis since the end
of a 12-year ethnically charged civil war in 2006. Hundreds of
thousands of people died in the conflict and the subsequent peace
accord ensured that the future army would be split 50-50 between
minority Tutsis and majority Hutus.

Gunfire is heard on Thursday morning in the Burundian capital of Bujumbura.

Jonathan Approves 12 Community Radio Stations

President Goodluck Jonathan has approved the operation of 12 community
radio stations in the country.

The Director General of the National Broadcasting Commission, Mr.
Emeka Mba, disclosed this during a press conference on Nigeria's
transition from analogue to digital broadcasting in Abuja on
Wednesday.

Mba disclosed that the regulatory agency has proposed an extension of
the country's switch over from analogue to digital broadcasting by 18
months.

He also disclosed that 11 companies have been licensed for the local
manufacture of set-top-boxes after the payment of N550m (N50m each).

Set-top-boxes are antennas that enable analogue television sets to
receive signals from digital transmitters.

Mba said the President approved two community stations for each of the
six geopolitical zones in the country, thereby bringing the number to
12.

A community station can be seen as a radio or television station owned
and operated by a community for the benefit of a community and in the
language understood by the community.

The NBC regards community radio as the third tier of broadcasting
which further democratises the society, by encouraging people to speak
among themselves about issues that concern them.

Community broadcasting has been lingering for some time. The Federal
Government had in 2010 announced its decision to widen the broadcast
space by approving the take-off of community broadcasting in the
country.

Despite the announcement, there had been delays in executing the
policy which had been accepted in principle.

On digital broadcasting, the International Telecommunications Union
had in 2006 set a deadline of June 17, 2015 for countries to switch
off analogue broadcasting in favour of digital broadcasting.

Although the country had earlier set a deadline of June 17, 2012 for
its own switch-off, Mba said the Nigeria actually started preparation
for the switch-off in 2012 and thus the apparent inability to meet the
deadline set by the global body.

Given the proximity of the deadline without enough on ground for the
switchover, Mba said the regulatory agency had proposed extending the
deadline by 18 months.

He, however, added that the commitment to realise the switchover and
the political will to muster the resources required, put at about
N60bn, was with the Federal Government.

Towards a smooth transition, Mba said a number of new licences would
be issued. These include 14 national channels and six regional
channels, all Free-to-Air channels.

It is also considering licensing a new carrier as broadcast stations
in the new era would serve as only content providers which are to take
the services of transmission service operators.

Already, two transmission operators have been licensed to serve as
carriers to content providers. While ITS emerged from the Nigerian
Television Authority, Pinnacle which was licensed by NBC in 2014 had
taken the regulatory agency to court for some clauses on its licence.

Mba said although the deadline of ITU was important, achieving a
successful transition was more important as mismanagement of the
process could kill television and advertising as had happened in some
jurisdictions.

He said, "The commission has introduced a National Common Set-Top-Box
system based on the Inview Middleware Technologies which will provide
a platform for the introduction of Conditional Access, Electronic
Programme Guide and many new value added services, such as interactive
services, interactive advertising, and e-Government services.

"Additional STB peripherals such as Personal Video Recording and Wi-Fi
enabling devices will also be governed under these national standards.

Why German Radio Journalist's Aso Villa Accreditation Tag Was Withdrawn -- Minister

The Minister of Information, Senator Patricia Akwashiki, on Wednesday
promised to take up the expulsion of German Radio, Deutsche Welle
correspondent to the Presidential Villa, Musa Ubale, with the office
of the Chief Security Officer to President Goodluck Jonathan.

Ubale's accreditation was withdrawn on Monday after he asked visiting
President Idriss Deby of Chad a question the administration considered
embarrassing.

Since then, Ubale has not had access to the Presidential Villa to do his job.

Fielding questions from journalists at the end of the Federal
Executive Council (FEC) meeting, Akwashiki said: "I am not aware of
it, I was in Jos on official assignment. I read about it like you did.

"You know everything about security is controlled by the Chief
Security Officer to the President.

"He has his reasons but I don't know the reason why he did that. I
will ask him when I see him", the minister promised.
