Efforts by the detained Managing Director of the Capital Oil and Gas
Limited, Ifeanyi Uba, and four of his company's executives to secure
their bail, yesterday, suffered a setback as a Federal High Court,
Lagos, refused their ex-parte application.

Uba and his officials had approached the court through an ex-parte
application, praying it to grant them bail from police detention.
In his ruling, Justice Okon Abang, refused their ex-parte application
while directing them to put the respondents on notice through a motion
on notice. The matter is expected to be heard today.
Those who joined Ubah to ask for bail are Nsikan Usoro (Head of
Trading), Godfrey Okorie (Depot Manager), Chibuzor Ogbuokiri (General
Manager, Operations) and Orji Joseph Anayo (Executive Director,
Operations).
Joined as respondents in the case are the Inspector General of Police,
IGP, Commissioner of Police, SFU and Francis Idu Alonyenu, a Chief
Superintendent of Police.
Their counsel, Joseph Nwobike, SAN had argued that the court should
release them pending the determination of a substantive suit
challenging their continued detention.
They urged the court to grant them an order directing the respondents
to admit the applicants to bail or release them from detention pending
the determination of the substantive suit.
They also prayed for an order of interim injunction restraining the
respondents and their agents from further arresting and detaining the
applicants in relation to the same fuel subsidy issue pending the
determination of the substantive suit.
It will be recalled that the applicants were arrested on September 9
by men of the Police's Special Fraud Unit (SFU), Ikoyi, Lagos, for
allegedly defrauding the country of N43.291billion in fuel subsidy
fund.
A Magistrate Court at Tinubu, Lagos presided over by Magistrate
Martins Omowunmi, had last Thursday, a granted a request for remand,
brought pursuant to Section 264 of the Administration of Criminal
Justice Law of Lagos by the police, while he ordered that they be kept
in police custody for 14 days.
The police said they were being investigated for offences bordering on
economic sabotage, obtaining money by false pretences and stealing.
They were accused of defrauding the Federal Government, "by falsely
pretending that the company had imported and sold 538, 74 million
litres of Premium Motor Spirit during the 2011 fiscal year through 26
transactions."

Okorocha’s Political Abracadabra In Imo
IMO State does not have a State Executive Council, SEC, as of press time.
Following this scenario and because Governor Rochas Okorocha has kept
mum over the issue, speculations are rife in the state over why the
governor is foot-dragging.
A school of thought believes that since the Governorship Candidate of
the Peoples Democratic Party, PDP, in the last general election, Chief
Emeka Ihedioha, approached the Election Tribunal for redress, Governor
Okorocha decided to play for time because of the uncertainty
associated with litigations.
Careful political watchers in the state have, however, pooh-poohed
this line of thought, especially as both the Election Tribunal and the
Court of Appeal sitting in Owerri, gave the Governor the green light
to continue in office.
A chieftain of the ruling All Progressives Congress, APC, who pleaded
anonymity, hinged the Governor's inability or unwillingness to
constitute the SEC on two platforms.
These, according to the obviously angry politician, include but no
limited to the current cash crunch bedeviling the state and the
apparent and self-imposed confusion, the Governor foisted on his
administration.
"It is no longer news that the state government ran into a financial
mess and could not pay its workers. This pushed workers to down tools.
The same is also true of pensioners, who are owed several months of
pensions. It is not even clear if government has fully cleared
workers' salaries as we talk now", the man reasoned.
He therefore submitted that "because the governor never believed that
money would not continue to flow the way he found it, he never slowed
down in spending", adding that he only tried to apply the brakes when
the federal allocations nose-dived.
The man recalled that soon after Okorocha came on board, he introduced
the Community Government Council, CGC, which is unknown to the
Nigerian Constitution. Since the establishment of CGC, Imolites can
hardly point to the benefits of the political contraption and how it
is funded.
Currently, Governor Okorocha has set up 37 task forces and no fewer
than 10 zonal head committees", instead of constituting the State
Executive Council.
Having established these task forces, the state is, from all intents
and purposes, now administered by members of the task forces. Much as
the setting up of task forces has been a regular occurrence in
Nigeria, it is an aberration to run the affairs of the state via task
forces.
The governor named his sister, Mrs. Ogechi Ololo, as the head of the
Task Force Committee on City Beautification and has turned lawmakers
to task force operators. The Speaker, Mr. Acho Ihim, heads the
three-man task force in charge of motor parks.
Since Imo lawmakers appear to have become appendages of the executive
arm of government, through membership of the many task forces, it is
now open for speculation how they can effectively carry out their
oversight functions in the state.

that members of the Governor's immediate family, in-laws and a handful
of trusted friends, run the affairs of the state.
They are the power brokers that would continue to shape and possibly
populate the expected cabinet. The same persons, the respondents

from one public office to the other.

87 Die In Mecca Crane Collapse
No fewer than 87 persons on Friday died after a crane collapsed on the
Grand Mosque in the Muslim holy city of Mecca, the Saudi Arabian
government has said.
Over 80 persons were injured in the accident, the country's civil
defence authority said on Twitter.
Mecca is currently preparing for the annual Muslim Hajj pilgrimage.is
Hundreds of thousands of people are expected to arrive in the Saudi
city from all over the world later this month.
Reports suggested that the crane fell on the East side of the mosque
following high winds and rain. The Arabian peninsula has been hit by
strong sand storms over the past week.
A video posted on YouTube, which could not be independently verified,
appeared to record the moment the crane fell, with a loud crash heard
in the background followed by panic and shouting.
The mosque is the largest in the world and the destination for
millions of Muslims undertaking the Hajj pilgrimage every year.
Saudi authorities began a major expansion of the site last year to
increase the area of the mosque by 400,000 square metres (4.3 million
square feet), to allow it to accommodate up to 2.2 million people at
once.
More than three million people undertook the Hajj pilgrimage to Mecca
in 2012. Saudi authorities have taken steps in 2013 to limit the
number of people involved. Large numbers of people have resulted in
several tragedies over the years, including a stampede in 2006 that
killed nearly 350 people.
At the heart of the Grand Mosque is the Kaaba, Islam's most sacred
site, a black cube-shaped building which Muslims all over the world
face when they pray.
Islam requires that every Muslim capable of doing so performs a
pilgrimage to the site at least once in their lifetime. Once at the
mosque, pilgrims perform "tawaf" – walking seven times around the
Kaaba in a counter-clockwise direction.

Woman Who Bit Off Neighbour’s Nipple Lands In Kirikiri Prison

A woman, Bola Olowolagba, who fought with one of her neighbours and
bit off one of her nipples in Akowonjo area of Lagos, has been
remanded in Kirikiri Prison.
Bola bit more than she could chew on September 2, 2015, when she and
her husband attacked one of their co-tenants at Shasha.
While her husband, Abiodun, allegedly availed himself with his most
handy weapon – his bare hands – during the attack, his wife, resorted
to the use of her teeth, which she sank into the right breast of
38-year-old Taiwo Adelowo.
By the time the fight was over, Taiwo was missing a nipple and
screaming in pain as she bled profusely in the backyard of the
'face-me-I-face-you' building in which they live.
When our correspondent visited the victim on Wednesday, it was noticed
that the Olowolagbas' room is just three doors away from that of the
Adelowos.
Taiwo's commercial bus driver husband, Kazeem, alleged that on three
different occasions in the past, he had got home to learn that his
wife had been assaulted by the Olowolagbas.
"These couple fight my wife over little things and I cannot pack out
of my apartment because of them. I always report them to the police
but we usually settle the disagreement after that. This last attack
was the height of it," Kazeem said.
Saturday PUNCH learnt that on Sunday, August 30, the Olowolagbas held
a birthday party on the premises of the house and used the backyard to
prepare food for their guests.
By Wednesday, the trash allegedly left in the backyard from the party
had not been packed away and Taiwo decided to do something about it.
She spoke with our correspondent as she lay in bed. It was obvious she
was still in pain.
Taiwo said, "We all use the same backyard and since I had other things
to do there and did not think it was appropriate to leave the backyard
so dirty, I decided to clean the place up.
"I swept the area and tried to pack the remaining wood they used to
cook in a corner of the backyard when he (Abiodun) came in.
"He challenged me for touching the wood. I told him they could not
just leave it all over the place and he first punched my face, then he
held my neck against the wall.
"He called out to his wife and as the wife came out of their room, she
just charged at me and grabbed my right breast and sank her teeth into
it."
By the time Bola let go, Taiwo's severed nipple was in her mouth, it was learnt.
Taiwo's agonising screams reportedly attracted neighbours in a
building nearby, who quickly intervened to save her. She spent one
week in an intensive care ward at the Igando General Hospital.
The case was reported to the police and the Olowolagba couple were
subsequently arrested.
Saturday PUNCH later learnt that Bola has been arraigned and remanded
in Kirikiri Prison, Lagos, pending the time she would be able to meet
her bail conditions.

Oluchi Saw Her Death Coming –Family Of Electrocuted UNILAG Student
Oluchi Anekwe
Long faces, broken spirits and an atmosphere filled with grief welcome
you to the home. Tucked in a reserved part of Okota, a sprawling
suburb in the heart of Lagos, the neighbourhood has perhaps seen more
visitors over the last few days than at any previous time in its
history. Since the tragic demise of Oluchi Anekwe, a 300 level
accounting student of the University of Lagos who was electrocuted on
campus last Tuesday evening, the flow of sympathisers has swelled by
the minute – men, women and even children – everybody has turned up to
commiserate with the household. It is the most difficult period for
the Anekwes, a catholic family from Aku in Igbo-Etiti Local Government
Area of Enugu State.
A promising, God-loving and talented young lady, Oluchi had everything
going for her. At barely 22 (she could have attained that age on
December 5); she was on top of her academic and social life. A high
flying student of accounting with an envious grade in school – first
class – her dream of becoming a renowned investment banker in the
future was gradually taking shape. To further cement her future and
enrich her resume, Oluchi was already preparing to sit for the
Institute of Chartered Accountants of Nigeria exams later this month
in her bid to become chartered before graduating from the university.
Such was her love for excellence. But last Tuesday, all those lofty
dreams went up in flames after tragedy struck. Oluchi would now be
buried on the week she was supposed to sit for the ICAN test – an
ambition she had pursued with unflinching passion and determination in
recent months.
"It still feels like a dream that my daughter is gone," Chief Basil
Anekwe, her distraught father told our correspondent on Thursday at
the family home. Days of shedding tears had taken toll on him. His
eyes were a bit swollen while his skin had become unusually pale – a
testament to how heartbroken his daughter's tragic and sudden demise
had left him.
"She was the star of the family," he continued. "Always striving to
become the best at her academics. Even as a first class student, she
wasn't satisfied, she wanted to break records and was already
discussing where she would prefer to do her Master's degree. That was
who Oluchi was.
"I remember that last Sunday, she called and asked me to send her some
money since her elder sister, Nkem, was staying with her at her
apartment behind the school because of the distance from Okota to her
office. I promised that she was going to get some money from me by
Wednesday at most. So, on Wednesday morning that I had planned to go
send her the money, I got a call from my eldest son that Oluchi was
very ill and that she was in the hospital. Suddenly, I saw my driver
show up at my apartment in Ogun State where I work; I was surprised to
see him. Not quite long, my son called and told me that he had sent
the driver to pick me to come to Lagos as a result of Oluchi's
sickness. At that point, I became restless. The driver didn't utter a
word to me.
"When I finally got to Lagos, I asked to be taken to the hospital to
see her. I insisted on seeing her at the hospital because I assumed
she was alive. But when we got to LUTH and the driver was going
towards the mortuary, I began to think that the girl might have died
after all. I insisted on seeing her and they wheeled her out of the
morgue, she was almost laughing. One of my daughters brought out holy
water and rubbed it on her mouth, telling her to stand up that we were
here to take her home. Her neck was still lose, it wasn't stiff yet.
In fact most parts of her body were still not stiff after staying
there throughout the night. My wife wasn't even aware at that point.
It was later that evening that the news was broken to her.
"Her death is a big loss to us," he said before breaking down in tears.
Oluchi's immediate elder sibling, Nkem – a practising lawyer – gave a
vivid account of her last moments before the sad incident. The
26-year-old told PUNCH that the accounting undergraduate could have
survived had staff of the UNILAG medical centre attended to her
immediately she was rushed to the facility. She said they insisted on
seeing her Identity card before checking her. Nkem also revealed that
her sibling had a premonition of something terrible happening a few
days before the sad incident. She battled to contain her emotions
while pouring out her heart to our correspondent.
"Last Sunday while at one of our prayer meetings in church, the man of
God asked us to rebuke every monitoring spirit assigned to follow us
about. Immediately, Oluchi got on her knees and started praying
seriously, crying for God to rebuke evil away from her. I had never
seen her pray like that before. It was as if she knew death was around
the corner," Nkem said.
Maybe the accounting undergraduate truly had an inkling of the
calamity to befall her. In one of her last few posts on her Facebook
page, Oluchi had given an insight into perhaps what was to come.
She wrote: "Many are born great but die unknown…everything that makes
us human is vain."
Nkem believes that maybe the aspiring accountant could have survived
had staff at the UNILAG medical centre attended to her promptly
immediately she was rushed into the facility last Tuesday.
"Oluchi was still alive by the time she was rushed to the medical
centre of the school but the doctors and nurses refused to attend to
her until they saw her identity card and confirmed that she was a
student. They refused to attend to her and that was how the girl died
there. The most shocking part was that when I got there, Oluchi wasn't
even placed on a bed; they had wrapped her body and placed it on the
floor. I told the doctor that it was wrong for them to have done that
because sometimes the person could still be alive at that point. It
was an indirect statement from them that nothing was done to save her
life. Even Uju, our last born who was with Oluchi when the incident
happened, wasn't attended to even with the injuries she sustained. It
was after I confronted the doctor for not being sensitive enough that
Uju was only given panadol and one small tablet. This was around
8:00pm. You can imagine how long she was abandoned from the time the
cable fell on them.
"At the mortuary at LUTH that night, the officials refused to honour
the death certificate issued for Oluchi, insisting that it was not
valid because the doctor did not sign it. He probably didn't sign it
because he knew he didn't examine her at all before pronouncing her
dead. The ambulance that brought us from UNILAG had to take the nurse
back to get the doctor to sign the death certificate while the body
was wheeled to a corner outside the mortuary. It was until about
11:30pm that her body was finally taken into the morgue.
"Oluchi was brought to the medical centre alive but she died because
they refused to treat her. It's a shame that an ordinary school ID
card would be more valuable than the life of a human, a promising
young lady," she said.
Several days without a sign of Oluchi has left a sour feeling on the
lips of every member of the household. Oluchi's mother, Augustina, a
business woman, has remained inconsolable while relatives and close
friends of the family are still grappling with the reality, wondering
how death could have snatched one of their brightest away. Their grief
is such that even the slightest memory of her leaves them in tears.
"An alarm clock Oluchi set to wake her up for prayers and studies
every midnight rang on Thursday, everybody in the house woke up and
started crying," Ugo, eldest child of the family, told Saturday PUNCH.
"It brought back her memory into the hearts of everyone of us. We
cried till morning. To imagine that she would not be here with us
again is really heartbreaking," she said.
According to Ugo, a bank worker, the fashionable and very friendly
Oluchi was born on a Sunday after their mother fell into labour during
a church service. Given a pet name for that reason, she grew up
becoming everybody's favourite in the home especially for her calm
approach to issues that needed her input. Ugo, whose wedding had been
fixed for October 17, wonders what that day would now look like
without the charming and loveable Oluchi in the picture.
"She told me some months back that she wanted to become a chartered
accountant before she graduated from the university and was working
very hard towards achieving that dream. We were all very happy for
her. The last time we saw, she told me that the dress she was going to
wear on my wedding in October was ready and that she couldn't wait to
put it on. But rather than wait to put that fine dress on, the earth
is going to be Oluchi's cloth now. It is so painful to lose her at
such a time in her life. I am really in pains," she said.
The family pains could have been more severe had God not preserved
Uju's life. The 19-year-old who was with Oluchi at the time of the
tragedy managed to escape with her life but not without some injuries
to the face and hand. She could barely speak when our correspondent
visited the family on Thursday.
On Wednesday morning, enraged students of UNILAG blocked major
entrances into the school and shut down academic activities while
registering their frustrations at the incident. Many of them blamed
the university's authorities for not doing enough to improve
facilities on campus especially at their hostels. It took spirited
attempts from top management officials and an address by the vice
chancellor, Prof. Rahman Bello, who blamed the incident on electric
cables belonging to the Power Holding Company of Nigeria, for the
rampaging students to sheathe their swords.
A delegation from the institution among them Prof. Tunde Babawale and
Dr. Karo Igbinaka visited the family on Thursday. They had come to
commiserate with the family and assured them of their total support.
Oluchi's body was moved to her native Enugu on Friday where she would
be buried next weekend.

enrich her resume, Oluchi was already preparing to sit for the
Institute of Chartered Accountants of Nigeria exams later this month
in her bid to become chartered before graduating from the university.
Such was her love for excellence. But last Tuesday, all those lofty
dreams went up in flames after tragedy struck. Oluchi would now be
buried on the week she was supposed to sit for the ICAN test – an
ambition she had pursued with unflinching passion and determination in
recent months.
"It still feels like a dream that my daughter is gone," Chief Basil
Anekwe, her distraught father told our correspondent on Thursday at
the family home. Days of shedding tears had taken toll on him. His
eyes were a bit swollen while his skin had become unusually pale – a
testament to how heartbroken his daughter's tragic and sudden demise
had left him.
"She was the star of the family," he continued. "Always striving to
become the best at her academics. Even as a first class student, she
wasn't satisfied, she wanted to break records and was already
discussing where she would prefer to do her Master's degree. That was
who Oluchi was.
"I remember that last Sunday, she called and asked me to send her some
money since her elder sister, Nkem, was staying with her at her
apartment behind the school because of the distance from Okota to her
office. I promised that she was going to get some money from me by
Wednesday at most. So, on Wednesday morning that I had planned to go
send her the money, I got a call from my eldest son that Oluchi was
very ill and that she was in the hospital. Suddenly, I saw my driver
show up at my apartment in Ogun State where I work; I was surprised to
see him. Not quite long, my son called and told me that he had sent
the driver to pick me to come to Lagos as a result of Oluchi's
sickness. At that point, I became restless. The driver didn't utter a
word to me.
"When I finally got to Lagos, I asked to be taken to the hospital to
see her. I insisted on seeing her at the hospital because I assumed
she was alive. But when we got to LUTH and the driver was going
towards the mortuary, I began to think that the girl might have died
after all. I insisted on seeing her and they wheeled her out of the
morgue, she was almost laughing. One of my daughters brought out holy
water and rubbed it on her mouth, telling her to stand up that we were
here to take her home. Her neck was still lose, it wasn't stiff yet.
In fact most parts of her body were still not stiff after staying
there throughout the night. My wife wasn't even aware at that point.
It was later that evening that the news was broken to her.
"Her death is a big loss to us," he said before breaking down in tears.
Oluchi's immediate elder sibling, Nkem – a practising lawyer – gave a
vivid account of her last moments before the sad incident. The
26-year-old told PUNCH that the accounting undergraduate could have
survived had staff of the UNILAG medical centre attended to her
immediately she was rushed to the facility. She said they insisted on
seeing her Identity card before checking her. Nkem also revealed that
her sibling had a premonition of something terrible happening a few
days before the sad incident. She battled to contain her emotions
while pouring out her heart to our correspondent.
"Last Sunday while at one of our prayer meetings in church, the man of
God asked us to rebuke every monitoring spirit assigned to follow us
about. Immediately, Oluchi got on her knees and started praying
seriously, crying for God to rebuke evil away from her. I had never
seen her pray like that before. It was as if she knew death was around
the corner," Nkem said.
Maybe the accounting undergraduate truly had an inkling of the
calamity to befall her. In one of her last few posts on her Facebook
page, Oluchi had given an insight into perhaps what was to come.
She wrote: "Many are born great but die unknown…everything that makes
us human is vain."
Nkem believes that maybe the aspiring accountant could have survived
had staff at the UNILAG medical centre attended to her promptly
immediately she was rushed into the facility last Tuesday.
"Oluchi was still alive by the time she was rushed to the medical
centre of the school but the doctors and nurses refused to attend to
her until they saw her identity card and confirmed that she was a
student. They refused to attend to her and that was how the girl died
there. The most shocking part was that when I got there, Oluchi wasn't
even placed on a bed; they had wrapped her body and placed it on the
floor. I told the doctor that it was wrong for them to have done that
because sometimes the person could still be alive at that point. It
was an indirect statement from them that nothing was done to save her
life. Even Uju, our last born who was with Oluchi when the incident
happened, wasn't attended to even with the injuries she sustained. It
was after I confronted the doctor for not being sensitive enough that
Uju was only given panadol and one small tablet. This was around
8:00pm. You can imagine how long she was abandoned from the time the
cable fell on them.
"At the mortuary at LUTH that night, the officials refused to honour
the death certificate issued for Oluchi, insisting that it was not
valid because the doctor did not sign it. He probably didn't sign it
because he knew he didn't examine her at all before pronouncing her
dead. The ambulance that brought us from UNILAG had to take the nurse
back to get the doctor to sign the death certificate while the body
was wheeled to a corner outside the mortuary. It was until about
11:30pm that her body was finally taken into the morgue.
"Oluchi was brought to the medical centre alive but she died because
they refused to treat her. It's a shame that an ordinary school ID
card would be more valuable than the life of a human, a promising
young lady," she said.
Several days without a sign of Oluchi has left a sour feeling on the
lips of every member of the household. Oluchi's mother, Augustina, a
business woman, has remained inconsolable while relatives and close
friends of the family are still grappling with the reality, wondering
how death could have snatched one of their brightest away. Their grief
is such that even the slightest memory of her leaves them in tears.
"An alarm clock Oluchi set to wake her up for prayers and studies
every midnight rang on Thursday, everybody in the house woke up and
started crying," Ugo, eldest child of the family, told Saturday PUNCH.
"It brought back her memory into the hearts of everyone of us. We
cried till morning. To imagine that she would not be here with us
again is really heartbreaking," she said.
According to Ugo, a bank worker, the fashionable and very friendly
Oluchi was born on a Sunday after their mother fell into labour during
a church service. Given a pet name for that reason, she grew up
becoming everybody's favourite in the home especially for her calm
approach to issues that needed her input. Ugo, whose wedding had been
fixed for October 17, wonders what that day would now look like
without the charming and loveable Oluchi in the picture.
"She told me some months back that she wanted to become a chartered
accountant before she graduated from the university and was working
very hard towards achieving that dream. We were all very happy for
her. The last time we saw, she told me that the dress she was going to
wear on my wedding in October was ready and that she couldn't wait to
put it on. But rather than wait to put that fine dress on, the earth
is going to be Oluchi's cloth now. It is so painful to lose her at
such a time in her life. I am really in pains," she said.
The family pains could have been more severe had God not preserved
Uju's life. The 19-year-old who was with Oluchi at the time of the
tragedy managed to escape with her life but not without some injuries
to the face and hand. She could barely speak when our correspondent
visited the family on Thursday.
On Wednesday morning, enraged students of UNILAG blocked major
entrances into the school and shut down academic activities while
registering their frustrations at the incident. Many of them blamed
the university's authorities for not doing enough to improve
facilities on campus especially at their hostels. It took spirited
attempts from top management officials and an address by the vice
chancellor, Prof. Rahman Bello, who blamed the incident on electric
cables belonging to the Power Holding Company of Nigeria, for the
rampaging students to sheathe their swords.
A delegation from the institution among them Prof. Tunde Babawale and
Dr. Karo Igbinaka visited the family on Thursday. They had come to
commiserate with the family and assured them of their total support.
Oluchi's body was moved to her native Enugu on Friday where she would
be buried next weekend.

Lack Of Funding: Contractors Abandon 184 Federal Road Projects
Contractors handling over 184 federal road projects have abandoned the
various sites due to lack of funding from the Federal Government and
the huge debt owed them by the Federal Ministry of Works.
PUNCH reliably learnt that following the decisions of the contractors
to abandon the sites, N1.76trn federal road projects across the
country had suffered setback.
The amount is the total cost of ongoing federal road projects across
the six geo-political zones of the country.
The President, Federation of Construction Industry, the umbrella body
for construction companies, Mr. Solomon Ogunbusola, in an interview
with PUNCH, said all federal roads that had not been completed had
been abandoned.
The contractors said they were owed over N600bn, adding that although
part of the sum was owed by state and local governments, over 80 per
cent of the amount was owed by the Federal Government.
This, according to them, was largely the reason why they decided to
abandon the various project sites across the country.
They explained that their decision was not in protest against the
government, but was purely because they could not function without
funds.
The contractors could not state the exact number of ongoing federal
road projects abandoned across the country, but findings showed that
184 projects were classified as ongoing by the Federal Government as
at September 2014.
The North-Central Zone had 29 projects with a total length of
1,201.81km and a cost of N294bn; North-East had 26 projects,
1,219.65km long and cost N314bn; North-West had 20 projects,
1,040.22km long and cost N188bn; while the South-East had 45 projects
stretching 1,251.4km with a worth of N357bn.
The South-South had 33 ongoing projects, 739.57km long costing N245bn;
while the number of ongoing projects in the South-West was put at 31,
stretching 1,072.63km at a total cost of N365bn.
The total number of ongoing projects at the time this report was done
by the FMW in September 2014 was 184, and the projects were meant to
cover a cumulative length of 6,525.63km across the country at a total
cost of N1.765tn.

Explaining why they abandoned the various sites where they work,
Ogunbusola told one of our correspondents that the contractors had no
fund to work with.
He said, "All federal roads awarded by the Federal Ministry of Works
that have not been completed have been abandoned. They have not paid
anybody anything, let alone improving our payments. That is why we are
not on sites. Maybe by the time the President forms his cabinet, we
will start getting payments. It could be possible that the President
wants the ministers to handle the matter. We are owing a lot of banks,
so how can we work when we are not paid? Virtually all contractors
have to abandon project sites.
"It is not that we are protesting against government policies or its
anti-corruption crusade, we are only waiting for our payments. As soon
as contractors get their payments, you will see that infrastructural
development will pick up. We are happy with this administration's
policies, but the truth is that we have not been paid and there is no
way we can go back to site when we don't have money to pay workers
after the construction industry has already laid off close to 10,000
employees due to issues of funding."
Many roads are less than 30 per cent completed –Investigation
Further findings showed that as at September last year, only seven
federal road projects out of the 51 contracts awarded in 2013 had
recorded up to 40 per cent completion. Many of the projects were far
less than 30 per cent completed.
In fact, one of the projects, the construction of Jarmai Basha Road in
Plateau State, was zero per cent complete even after it was awarded in
2013. Many others had similar stories as they were less than 10 per
cent completed one year after they were awarded.
Major projects like the reconstruction and expansion of the two
sections of the Lagos-Ibadan dual carriageway, which passes through
Lagos, Ogun and Oyo states, were only 11 and eight per cent completed,
according to the ministry.
Also the rehabilitation and reconstruction of the two sections of the
Enugu-Port Harcourt dual carriageway in Abia State were just eight and
3.5 per cent completed after being awarded one year earlier.
These project sites and many others had been abandoned by contractors
working on them due to paucity of funds from the Federal Government.
In the Federal Capital Territory, virtually all sites that used to
have heavy construction work on them about four months ago have been
abandoned.
For instance, contractors like Julius Berger, CCECC, Dantata & Sawoe,
as well as many others had stopped work on project sites like the
Lugbe-Airport road, the bridge linking Byazhim and Kubwa market, the
major bridge linking the central business district with Nyanya, and
many others in the FCT.
Ogunbusola further explained that although the former government of
President Goodluck Jonathan gave out many contracts, it did not pay
for most of the jobs, a development that had made many construction
firms distressed.

companies across the country, he replied, "It is over N600bn. I can
mention over three companies that were owed over N200bn. The financial
director of Julius Berger said at their AGM that they were being owed
over N90bn. And out of the N90bn, over N70bn is owed by the Federal

"MCC is owed over N70bn too, Setraco over N80bn. So all the companies
are being owed. Even Dantata, they owe them and I will not tell you
what I don't know. How can you continue to owe all these companies?
For over a year or two years now, we have never had it so bad! Because
the payments are not coming, we don't know what to do. We cannot carry
placards."
A senior official with one of the major construction firms confided in
one of our correspondents that it was unfortunate that the government
was faced with so much financial challenges.
He stressed that the sector would collapse if the government failed to
pay the companies.
The official who pleaded not to be named, as he was not authorised to
speak on the matter, said, "Over 10,000 workers have been retrenched
as a result of this challenge. We are aware that the President is
complaining, but the truth is that he has to sort out the issue in the
construction sector if he doesn't want this industry to collapse.
"We cannot go back to site, go back to do what when you have no money
to work on projects? It is beyond begging us to return to work. They
(government) have to show some seriousness, pay your contractors and
work will commence on the projects."

When contacted, officials of the FMW told one of our correspondents
that the ministry's Permanent Secretary, Mr. Dauda Kigbu, met with
major contractors last month to discuss the challenges confronting the
road sector.
The Director of Information, FMW, Mr. 'Bisi Agbonhin, said the meeting
considered the pressure on the national budget and the country's
dwindling revenue, adding that contractors resolved to maintain some
level of presence at project sites to ensure good motorable roads.
Agbonhin said, "It was agreed that the FMW would swiftly resolve the
outstanding issues in order to enable the contractors to execute the
various projects they were handling."
It said the meeting was attended by not less than 10 major contractors
including Julius Berger Nigeria Plc, CCECC Nigeria Limited, Setraco
Nigeria Limited, CGC Nigeria Limited, Gitto Construzioni General
Nigeria Limited.
Contract debts linked with revenue decline
It was learnt that government's failure to pay the contractors might
not be unconnected with non-release of capital votes and the fall in
the country's revenues.
The PUNCH had exclusively reported on August 5 that the Federal
Government had not released capital votes in the last 14 months.
The Presidency had told The PUNCH that capital votes would not be
released until the government's revenue generation improved.
The Special Adviser to the President on Media and Publicity, Mr. Femi
Adesina, had said that capital votes had not been released since the
second quarter of 2014, meaning that in all, there had been no release
of budgeted capital votes for 14 months.
Adesina said the implication was that the administration of former
President Goodluck Jonathan did not release capital votes for three
quarters while the present administration had not released for one
quarter.
He was, however, hopeful that the present administration would release
the capital votes of at least one quarter this month "once the
nation's revenue increases."
The President's spokesman said, "Since the second quarter of last
year, capital votes have not been paid. This means that the outgone
administration did not pay for three quarters.
"We are, however, hopeful that revenue normally goes up mid-year. If
revenue goes up this month, the government will pay for at least one
quarter."
The 2015 budget is targeting a gross federally collectible revenue of
N9.78trn to be shared by the three tiers of government.
The figure when spread over a 12-month period upon which the amount is
to be generated, translates into a monthly revenue of N815bn or
N2.44trn per quarter.
But figures obtained from the Federal Ministry of Finance revealed
that between January and May this year, the country has only been able
to generate the sum of N1.74trn as gross revenue.
When the actual N1.74trn revenue is compared to the budgeted target of
N4.07trn that should have been earned within the five months period,
it translates into a revenue shortfall of 42.5 per cent or N2.3trn.
A breakdown of the actual revenue revealed that the sum of N416.04bn
was generated in January, N401.46bn in February while the months of
March, April and May had N315.04bn, N282.06bn and N324.96bn
respectively.

would lead to total elimination of violent crimes in the state.

who has arrested members of two notorious robber gangs that terrorised
some residents of the Aladimma area in Owerri shortly on assumption of
duty, said that he was poised to creating a crime-free environment
that would make economic and business activities to thrive in the
state without hindrance.
He said, "The state police command had commenced the replacement of
structures that would deal decisively with crime and criminality.
"We have emplaced strategic training, re-training and re-organisation
of the personnel of the Nigeria Police Force with a view to improve
professionalism in police performance, service delivery, ethics and
conducts."
Lakanu pledged to work in tandem with various communities in the state
by co-opting them into the activities of his command and making them
part of the policing strategies in order to achieve the stated goals.
He urged the citizens of the state to remain law-abiding at all times.

Soundcity has fired back at P-square's manager Jude Okoye again after
Jude warned the station not to blackmail his artistes and the
channel's job is to play videos.
Soundcity released a statement saying Jude should not be a Judas. Read

Two Arrested At Nekede Poly Over N1.6m Fraud
THE authorities of the Federal Polytechnic, Nekede, Owerri, Imo State,
have arrested two persons for alleged defrauding over 24 persons, with
the promised of securing jobs for them in the institution.
Similarly, the Rector of the institution, Dr Celestina Njoku, has
denied directing members of staffer and management to contribute to
church building completion, as being rumour by some persons.
According to a statement made available to The Guardian yesterday in
Owerri by the Special Assistant on Media Matters to the Rector, Fidel
Onyeneke, the suspects were apprehended based on the information
received by the management on their fraudulent practices. He added
that the culprits had been handed over to security operatives.
The statement reads: "The Management of the Polytechnic has alerted
members of the public on the activities of fraudsters who dupe people
of huge sums of money with a promise to offer them employment in the
Federal Polytechnic, Nekede, Owerri.
"Recently, two persons were arrested and apprehended in Owerri
following reports that they collected sums totaling over N1.6 million
from more than 24 persons under the pretext that they would secure
jobs for them in the polytechnic.

friend's penis after the later tried to forcefully sleep with her,

Professor Abdulrasheed Garba, Delta State came out best in the Senior
School Certificate Examination results released on Thursday in Minna.
Of the 22,388 candidates that sat for the examination, 18,698 got five
credits and above in five subjects including English and Mathematics.
Edo and Lagos States came second and third respectively while Yobe
State candidates performed the least in the examination which took
place nationwide between May and June this year.

Nigerian Senator Jailed In Saudi Arabia

Hassan Barata, is in detention in Saudi Arabia, The Nation says.

Decaying Corpse Of INEC Staff, 3 Other Ladies Discovered At A Room In Anambra
The decomposing corpse of an INEC staff and three other ladies have
been evacuated from a room in a building along Olisa Onyeka Crescent,
Commissioner's quarters, Ifite, Awka, by the state police command.
According to the state Commissioner of Police, Hassan Karma, the
policemen got wind of the incident following a tip off, The Sun
reports.
The four ladies reportedly died on Saturday night in a room without
any injury on their bodies.
One of the deceased, identified as Mrs. Chinwe Obi, said to be the
owner of the room, was a staff of Anambra State Independent Electoral
Commission INEC, Awka.
Neighbors said awful water was emitting from her (deceased's) room,
adding that she had not picked her phone since Sunday.
The landlady revealed that the deceased had lived in the building for 11 months.
Her husband had died the previous Friday.

We’ll Sell Ronaldo For €1bn – Real Madrid
Real Madrid have no intention of selling Cristiano Ronaldo for
anything less than his €1bn buyout clause, according to club president
Florentino Perez.
Ronaldo, 30, has been a reported target of Paris Saint-Germain in
recent months, with El Mundo Deportivo reporting earlier this week
that Real rejected a €150m bid from the French champions this summer
for the Portugal captain, according to Soccernet.
Asked about PSG's interest in Ronaldo, Perez said in an interview with
Spanish radio station Cadena Cope, "Here in Spain everybody has it
easy because, unlike in England, a release clause exists. If you want
to sign a player you pay his buyout clause and get him.
"In the case of Cristiano it's €1,000m (£725m). If they don't pay
that, they don't want him. Whenever I've wanted a player, I've gone
for him paying the release clause."
Ronaldo has three years left on his contract at the Bernabeu, and
Perez says a Madrid team without the forward is out of the question.

Pope Francis To Skip Nigeria During Visit To Africa
Pope Francis will visit Africa for the first time in November.
The Pope will be visiting Kenya, Uganda and the Central African
Republic, the Vatican said. He will visit Kenya from November 25 to
27, spend the next two days in Uganda, and travel on to the Central
African Republic, where the trip will wind up on November 30; TIMES

In Uganda, Pope Francis will commemorate the canonization by Pope Paul
VI in 1964 of the first African saints - 22 young people killed in
1878 on the orders of the local ruler because they refused to renounce

NECO Releases 2015 SSCE Result; 68.6% Pass, Debtor States’ Results Withheld
National Examinations Council, NECO, has released the 2015 Senior
School Certificate Examination, SSCE, with candidates scoring 68.56
percent with five credits and above, including English Language and
Mathematics, which is an appreciable improvement over the past,
especially last year's result.
A total number of 975,991 registered for the various examinations out
of which 969,491 sat for the papers with 664,747 or 68.56 percent
passing with five credits and above; in 2014, by comparison, 978,886
sat for the examinations with 511,931 or 52.29 percent passing with
five credits and above.
The new Registrar/Chief Executive of NECO, Professor Abdulrashid
Garba, who announced the release at Council's head Office, Minna
Thursday, said the results were an improvement of 12 percent compared
to that of last year.
Centres de-recognized
He remarked that though the NECO examinations were not completely
devoid of malpractices in some centres and schools, where such cases
were established, results of such schools or centres were either
withheld or cancelled, while those apprehended will also be prosecuted
to show the council's zero tolerance for examination malpractices and
add credibility to the examinations in future.
Professor Garba stated that besides the cancellation, the centres and
schools already established to be involved in the malpractices, had
been de-recognized indefinitely, while some were suspended or totally
de-recognized.
Seven centres across the country have been discovered and sanctioned
accordingly.
He said already, some of the ad hoc staff linked to any form of
malpractice or for other negligence had also been disengaged from the
services of the council.
On debtor states
The Registrar, while answering questions on debtor states, said
results of such schools were being withheld and would be released if
commitments were shown by the affected schools.
Garba said: "t is not only government schools that owe. I can tell you
that only 13 schools, including private schools, owe us and already
most of them are showing commitments to settle and we will release
such results once we reach an agreement."
He attributed the considerable improvement in this year's results to
the commitment of various governments at all levels to the funding
education and NECO's curriculum, which he described as more
"indigenous and homely."

Record For Longest Reigning British Monarch Set Today By Queen Elizabeth II
Queen Elizabeth II became Britain's longest-reigning monarch. The
Queen have reigned for 63 years and seven months - calculated at
23,226 days, 16 hours and approximately 30 minutes at about 17:30 BST.
The
Queen, who is 89, will spend the day on official duties in Scotland.
The exact moment the Queen reaches the milestone is not known because
her father, George VI, passed away in the early hours of 6 February
1952.

Capital Flight Looms, As JP Morgan Delists Nigeria
Current economic policies may result in the isolation of Nigeria by
the global community, going by emerging indications.
Respected global financial services institution, J.P Morgan on Tuesday
announced plans to remove the country from its Government Bond
Index-Emerging Markets (GBI-EM) series beginning this month.
Although the institution noted that the measure would not impact
Nigeria's status in the Emerging Market Bond Index (EMBI) or its
Corporate Emerging Markets Bond Index (CEMBI), financial analysts
expressed fears that the decision could result in massive capital
flight.
JPMorgan Government Bond Index-Emerging Markets (GBI-EM) indices are
comprehensive emerging market debt benchmarks that track local
currency bonds issued by Emerging Market governments.
However following a series of administrative measures which according
to J.P Morgan impeded the ability of foreign investors to replicate
Nigeria's weight in the GBI-EM suite of indices, in January 2015,
Nigeria was placed on Index Watch.
According to J.P Morgan, foreign investors who track the GBI-EM series
continue to face challenges and uncertainty while transacting in the
naira due to the lack of a fully functional two-way FX market and
limited transparency. They noted that a series of administrative
measures by the Central Bank of Nigeria impeded the ability of foreign
investors to access the Foreign exchange market.
"As a result, Nigeria will be removed from each of the six GBI-EM
indices starting September 30th. The weight change will be implemented
linearly over a two-month period with half of the adjustment applied
on September 30th, 2015, and the remaining on October 30th, 2015.
It noted that currently, the weight of Nigeria in the GBI-EM Global
Diversified (the most frequently used EM local treasury index) is 1.50
per cent.
Once the removal process is completed the institution noted, Nigeria
will not be eligible for re-inclusion into the GBI-EM indices for a
minimum of 12 months.
"Nigeria's index eligibility after this period is contingent upon a
consistent track record of satisfying the index inclusion criteria,"
stated J.P Morgan.
GBI-EM, is a restrictive index that limits inclusion to only those
countries that are readily accessible and where no impediments exist
for foreign investors.
Nigeria entered the GBI-EM series in October 2012 after the Central
Bank of Nigeria removed the one year lock-in period for foreign
investment in government bonds.
As of November 2013 the following 18 emerging market economies were
part of the GBI-EM Broad index: Brazil, Chile, China, Colombia,
Hungary, India, Indonesia, Malaysia, Mexico, Nigeria, Peru,
Philippines, Poland, Romania, Russia, South Africa, Thailand, and
Turkey.
The Nigerian economy has continued to take a battering in recent
weeks, showing that it is not immune to global headwinds and signaling
an imminent relapse into a recession.
Nigeria's woes aren't particularly unique as more and more emerging
economies continue to struggle under the harsh realities of dipping
commodity and capital markets. However, economists are unanimous in
their verdict that the managers of the Nigerian economy seem to be
making a fine job of hiding their heads in the sand. In isolation, the
Naira's 27% fall against the dollar over the last 18 months may
highlight the nation's fiscal weaknesses, but when placed side by side
other commodity backed economies, there is a trend that indicates that
Nigeria may just have not seen the worst.
The Russian Ruble has also seen a loss of 52% in the same period;
Brazil's Real lost 37%, with Colombia's Peso dipping by 41%. Since
July 2014, crude oil has fallen steadily from $100 per barrel to its
current price of about $53.13 per barrel. Much of the price decline
has been driven by Organisation of the Petroleum Exporting Countries
(OPEC) strategy of creating an oversupply situation in order to
deliberately drive prices down and stifle US shale production.

in the second quarter of the year," he said. "When you take all these
and add trade shocks and global headwinds to it, we should be taking
urgent steps to curb the economy's slump. The GDP numbers particularly
are a ten year low and it is unlikely that much will change for the
third or even the fourth quarter, if the nation continues at such a
pace."
Research analyst, Sola Oguntade, believes that the nation may have
squandered its international goodwill as it concerns foreign
investors.
According to him, while the federal government's much publicised
anti-corruption initiatives are laudable, they should not be the
reason to neglect the state of the economy.
"Global investors will invest in any economy they understand," he said.
"Look at the unstable parts of Africa, or even loan defaulting Greece,
investors will still go there, because to a large extent, they can
predict the direction of the economy and easily price their risk. In
Nigeria, we are facing challenges on multiple fronts – crude
oil/revenue challenges, while there is still that foreign exchange
dark cloud hanging over the CBN. So, in my opinion, the president
needs to place his cards on the table (as it concerns economic
management), so that investors can take a position."

Respected global financial services institution, J.P Morgan on Tuesday
announced plans to remove the country from its Government Bond
Index-Emerging Markets (GBI-EM) series beginning this month.
Although the institution noted that the measure would not impact
Nigeria's status in the Emerging Market Bond Index (EMBI) or its
Corporate Emerging Markets Bond Index (CEMBI), financial analysts
expressed fears that the decision could result in massive capital
flight.
JPMorgan Government Bond Index-Emerging Markets (GBI-EM) indices are
comprehensive emerging market debt benchmarks that track local
currency bonds issued by Emerging Market governments.
However following a series of administrative measures which according
to J.P Morgan impeded the ability of foreign investors to replicate
Nigeria's weight in the GBI-EM suite of indices, in January 2015,
Nigeria was placed on Index Watch.
According to J.P Morgan, foreign investors who track the GBI-EM series
continue to face challenges and uncertainty while transacting in the
naira due to the lack of a fully functional two-way FX market and
limited transparency. They noted that a series of administrative
measures by the Central Bank of Nigeria impeded the ability of foreign
investors to access the Foreign exchange market.
"As a result, Nigeria will be removed from each of the six GBI-EM
indices starting September 30th. The weight change will be implemented
linearly over a two-month period with half of the adjustment applied
on September 30th, 2015, and the remaining on October 30th, 2015.
It noted that currently, the weight of Nigeria in the GBI-EM Global
Diversified (the most frequently used EM local treasury index) is 1.50
per cent.
Once the removal process is completed the institution noted, Nigeria
will not be eligible for re-inclusion into the GBI-EM indices for a
minimum of 12 months.
"Nigeria's index eligibility after this period is contingent upon a
consistent track record of satisfying the index inclusion criteria,"
stated J.P Morgan.
GBI-EM, is a restrictive index that limits inclusion to only those
countries that are readily accessible and where no impediments exist
for foreign investors.
Nigeria entered the GBI-EM series in October 2012 after the Central
Bank of Nigeria removed the one year lock-in period for foreign
investment in government bonds.
As of November 2013 the following 18 emerging market economies were
part of the GBI-EM Broad index: Brazil, Chile, China, Colombia,
Hungary, India, Indonesia, Malaysia, Mexico, Nigeria, Peru,
Philippines, Poland, Romania, Russia, South Africa, Thailand, and
Turkey.
The Nigerian economy has continued to take a battering in recent
weeks, showing that it is not immune to global headwinds and signaling
an imminent relapse into a recession.
Nigeria's woes aren't particularly unique as more and more emerging
economies continue to struggle under the harsh realities of dipping
commodity and capital markets. However, economists are unanimous in
their verdict that the managers of the Nigerian economy seem to be
making a fine job of hiding their heads in the sand. In isolation, the
Naira's 27% fall against the dollar over the last 18 months may
highlight the nation's fiscal weaknesses, but when placed side by side
other commodity backed economies, there is a trend that indicates that
Nigeria may just have not seen the worst.
The Russian Ruble has also seen a loss of 52% in the same period;
Brazil's Real lost 37%, with Colombia's Peso dipping by 41%. Since
July 2014, crude oil has fallen steadily from $100 per barrel to its
current price of about $53.13 per barrel. Much of the price decline
has been driven by Organisation of the Petroleum Exporting Countries
(OPEC) strategy of creating an oversupply situation in order to
deliberately drive prices down and stifle US shale production.
It also appears that Nigeria has so far lost all of its US crude oil

Keyamo Is A Desperate Political Sycophant Looking For Appointment – Ohanaeze

Ndigbo, has demanded an unreserved apology from Mr. Festus Keyamo, for
dismissing the outrage by Ndigbo over their exclusion in federal
appointments as "mere noise".
The human rights lawyer had while defending the recent appointments by
President Muhammadu Buhari, said those criticising the president "are
political job seekers".
He also said with the appointment of the Group Managing Director of
the Nigerian National Petroleum Corporation, NNPC, Dr. Emmanuel Ibe
Kachikwu, though from Delta State but an Igbo, the Ndigbo were the
greatest beneficiaries of Buhari's appointments so far, and had no
justification to allege marginalisation.
His words: "We, the elite, should not be moved by this noise and
selfish agenda. Imagine a whole ethnic group campaigning for a
position! Initially, they said Chief of Staff, then Secretary to the
Government of the Federation.
"Now, with all the noise they have been making since May 29, imagine
if one person from that region is appointed to that position. That
person will then see himself as a champion of his ethnic group and his
kinsmen will descend on that office in the area of contracts and
gifts".
In a terse response, the group described Keyamo as "a desperate
political sycophant who sees insulting the Ndigbo as the fastest way
to get the attention of Buhari for consideration for a political
appointment".
A statement by the National President of the Ohanaeze Youth Congress,
Okechukwu Isiguzoro, said the human rights lawyer only resorted to
attacking the Ndigbo to gain cheap relevance.
The statement issued on Monday in Umuahia, Abia State, regretted that
"the likes of Keyamo will shamelessly deny obvious truths for selfish
interest and political patronage".
The statement read in part, "Ordinarily, we would not like to take
issues with the likes of Keyamo as doing so will dignify him but we
only want to warn him against the dangers of fighting a whole tribe.
"It is a pity that a lawyer like Keyamo, who should know better, has
decided to see nothing wrong with the deliberate exclusion of a whole
geopolitical zone from the over 30 key political appointments so far
made by Buhari since he came on board".
The OYC, therefore, warned Keyamo to tread with caution over his
remarks on issues affecting the Igbo nation.

penalty of death. According to the Syrian Observatory for Human
Rights, Christians in the captured town will have to pay the jizyah or
jizya tax imposed on non-Muslims, in addition to the other
commandments issued by the extremist group's leader, Abu Bakr
al-Baghdadi.
The watchdog group listed the 11 stipulations, which prohibit: the
establishment of churches, the displaying of crosses, making Muslims
hear Christian prayers or rituals of worship, the hiding of spies,
offending Islamic religious beliefs, the carrying of weapons, the sale

Post-UTME Candidates Battle UNILAG Over Withheld Results

Scores of candidates who sat for the post-Unified Tertiary
Matriculation Examination of the University of Lagos have cried foul
over the alleged refusal of the university to release their results
after experiencing an outage while writing the examination.
The candidates, who sat for the computer-based test last month,
claimed that officials did not rectify the outage which occurred
minutes into the examination, a situation which led to their results
being withheld.
About 32,000 candidates sat for the examination which held in August
at various centres within the institution. The university's management
had since announced that 17,935 candidates passed the examination with
a minimum score of 40 per cent. .
One of the candidates, Adeola Adebisi, however, said she was not able
to log in again after the outage, despite assurances from the
invigilators.
She called on authorities at the university to release her results
without further delay.
"My schedule time was 7:30 am but I started my examination around
11:30 am due to delay connected with the sitting arrangements and
screening. The examination was computer-based and the duration was 30
minutes. But 27 minutes after the commencement of my exam, the system
took away the question and displayed Connection Failed, which actually
happened to almost every candidate in the hall at that particular
time. So, we had to notify the invigilators and they asked us to log
in again. This was not successful. We told them we could not log in
again and they collected our examination schedule and told us they
would have to reload our questions," she said.
Another candidate, Oluwasola Ogunbuyide, who claimed she was allowed
to rewrite the examination the day after the outage disrupted the
examination, said she was disturbed that the university had yet to
release her result.
"My registration number is 56185060HB and I did not engage in any
malpractice. I was scheduled to sit for the test on August 12, 2015.
But the arrangement was truncated when I was writing the exam. The
officers in charge rescheduled my test for the following day. But my
result has been withheld. I am appealing to UNILAG to please release
my result," she said.
But, while admitting that there was outage in all the examination
centres, the Head, Information Unit of the university, Mr. Olagoke
Oke, said power was restored and candidates were given extra time to
finish the examination.
Oke, who also admitted that some results were withheld by the
authorities, maintained that the withheld results had nothing to do
with the outage.
"It (outage) was a general complaint. Power was restored and they were
given extra time. About 32,000 candidates sat for the examination.
Some candidates had problems because they were not familiar with
online tests. Some were challenged because there was no paper test.
All the results were released except for the results of less than 200
candidates," he said.

Buhari Belongs To North Alone — Ezeife
A former Governor of Anambra State in the Third Republic, Dr.
Chukwuemeka Ezeife, has accused President Muhammadu Buhari of reneging
on his promise of commitment to all Nigerians, in the light of the
President's 100 days in office.
Buhari, in his May 29 inaugural speech, had said, "Having sworn by the
Holy Book, I intend to keep my oath and serve as President to all
Nigerians. I belong to everybody and I belong to nobody."
But Ezeife told The PUNCH that the President's loyalty lay only with
the North, based on his appointments since assuming office.
Of Buhari's appointments so far, the North-West has 10, while the
North-East and North-Central each have seven; the South-South has
five; the South-West, three; and the South-East, none.

South-East has got not one appointment and 30 appointments have been
made."
According to Ezeife, the appointments suggest that the South-East is
no longer wanted in Nigeria. He added that with the office of the SGF
gone, there was no remedy to the situation but to withdraw the
appointment.

President's 100 days in office.

DSS Invasion Is A Plot To Assassinate Gov Udom – A’Ibom Reps Caucus

of the Department of State Service (DSS) is part of a grand plot to
assassinate Governor Emmanuel Udom, members of Akwa Ibom State caucus
in the House of Representatives have said.
Leader of the House caucus, Hon. Emmanuel Ekon who briefed
journalists yesterday in Abuja, challenged the leadership of the DSS
to make public, details of what it recovered during the raid.
The Abak/Etim Ekpo, Ika Federal Constituency representative threatened
that the caucus would explore legal options in the event that the DSS
fails to make public their findings.

said the recent attack on a state under the control of the Peoples
Democratic Party (PDP) was designed to silence ethnic minorities in
the country, especially those from the South-south region.
"You will recall that a couple of months ago, the DSS started
harassing state Resident Electoral Commissioners (REC) in Rivers and
Akwa Ibom states. The DSS is harassing them so that they can fabricate
evidence against elected officers in both states.
The elections tribunals of these states are crumbling because of
their activities.
"Now, as if that is not enough, residents of these states are no
longer guaranteed of their safety. It has progressed up to the point
that last week, the constitutionally elected governor of Akwa Ibom
State, Emmanuel Udom was violated by the political tool called DSS.
They invaded the Government House in Uyo without a search warrant.
"Before you carry out a search, you must have a search warrant. They
are supposed to have two neutral people to observe. In this case, none
of those provisions were observed. The DSS broke in forcefully and
carried out their illegal operation," Ekon lamented
Speaking specifically on alleged plot to kill the governor, Ekon said:

Lagos Govt Bans Trailer Between 6AM & 9PM To Prevent container Accidents
The Lagos State Government on Sunday restated its determination to
restrict trailers and articulated vehicles from plying the metropolis
between the hours of 6 a.m. and 9 p.m. to prevent accidents.
Mr Oluseyi Whenu, the Permanent Secretary, Ministry of Transportation,
disclosed this at a meeting in Lagos with the leadership of the
various transport unions in the State.
He explained that the restriction was to ensure strict enforcement of
the Road Traffic Law, which, according to him, was often violated by
the trailer drivers.
The News Agency of Nigeria (NAN) reports that the meeting was prompted
due to the fatal accident involving a container-laden trailer on Sept.
2 at Ojuelegba.
Whenu said the trailer contravened Section 2 (i) and 2 (ii) of the
Road Traffic Law 2012.
He said that government would henceforth go tough on any trailer and
long vehicle that contravenes the law.
Whenu said that such vehicle would be impounded and made to pay the
stipulated fine accordingly.
The scribe, however, clarified government's position on the new
directive given to Lagos State Traffic Management Authority (LASTMA)
to adopt the system of booking traffic offenders, rather than
apprehending their vehicles.
He said the new directive would place more emphasis on flawless flow
of traffic, while traffic offenders would be expected to pay their
fines within the stipulated period.
Whenu, therefore, solicited the co-operation and support of all
transport operators in ensuring the success of this laudable
initiative.
"The State Government has also directed that all commercial passenger
vehicles should obey all traffic rules and regulations by stopping
only at designated bus-stops and close bus doors while in motion,'' he
said.
Responding, Alhaji Musa Muhammed, the State Chairman of Road Transport
Employers Association of Nigeria (RTEAN), expressed the unions'
readiness to comply with the laws to prevent accidents.
Muhammed, who spoke on behalf of other union leaders, pledged their
members' readiness to cooperate with the government in maintaining law
and order as well as sanity in the transport sector.
NAN also reports that other union leaders at the meeting included Mr
Tajudeen Adetoro, State Chairman of the Taxi Cab Operators, and Alhaji
Musiliu Akinsanya, State Treasurer, National Union of Road Transport
Workers (NURTW), among others.

Trader Gives Seven-year-old Daughter N10 After Rape

Seven-year-old Ngozi (pseudonym) is no longer a child. Her innocence
has been stolen by her 41-year-old father, Emeka Igwe, who not only
raped her, but got her addicted to masturbation.
It was gathered that anytime Ngozi felt sexual urge and her father was
not around to stimulate her, she would invite boys into her parents'
apartment in the Federal Housing Estate, Meiran, Ojokoro, Lagos State,
to "play with her private parts".
PUNCH Metro learnt that the victim's mother first detected the act in
January, 2015, and after reporting to policemen at the Ojokoro Police
Division, the case was dismissed as a family matter.
The police reportedly threatened to detain her, while her husband's
family accused her of inciting her four children against their family.
Emeka, a trader, allegedly continued to defile his daughter in their
apartment until August, when the matter got to the attention of the
estate executive.
The Orlu, Imo State indigene, was apprehended and reported to the
Project Alert on Violence against Women, a non-governmental
organisation, from where the case got to the Area F Police Command.
Ngozi, who is in primary 3, told PUNCH Metro that her father had been
assaulting her since 2014.
She explained that after inserting his fingers into her private parts,
he would press her head down and force his manhood into her mouth,
adding that he always gave her N10 after the act.
She said her nine-year-old brother, Emeka, sometimes watched from a window.
She said, "My dad does it anytime; in the morning and in the
afternoon. My mum always goes to the market. He will then give me N10
to buy something.
"He will open his leg and press my head down and put his private parts
into my mouth. After that, he will say I should scratch his body. He
will now carry me down and put his fingers in my private parts again.
"He started it last year when my mother was washing clothes and I went
to buy something. He asked me to come into the parlour and told Ebuka,
Chioma and Chibuike (her siblings) to go into the bedroom. I did not
know that Ebuka was watching from the window."
Her mother, Endurance, told PUNCH Metro she had been married to the
suspect for more than 10 years, without knowing he was capable of such
act.
The 40-year-old said her first child, Ebuka, had been telling her that
Ngozi masturbated, but she never believed it.
"The first time she did it in my presence was sometime in January,
while I was preparing a meal and I saw her. I beat her up and asked
her to stop it because it was bad.
"I later told my husband my observation and he said nothing was wrong with her.
"My four-year-old neighbour's son came to our apartment and Ngozi took
her to our bedroom and asked the boy to put his fingers in her private
parts. It was the boy's mother that saw them.
"I called her and asked if anybody had been playing with her private
parts and she said no."
Endurance said Ebuka later told her what had been happening between
father and daughter.
The other children were said to have corroborated Ebuka's account,
before Ngozi also confessed to her mother.
She said she confronted her husband with the allegation, adding that
he got angry and started beating the children for every slight
offence.
She said when she could no longer bear it, she reported at the Alakuko
Police Station, from where she was referred to the Ojokoro Police
Division.
PUNCH Metro learnt that a test was conducted on the victim at the
General Hosptal, Ile Epo, which showed there was an opening in Ngozi's
private parts.
Endurance said she was advised to run an infection test on her
daughter, before her in-laws asked her to withdraw the case.
She said the Divisional Police Officer at Ojokoro threatened to lock her up.
"The DPO said I deliberately set up my husband because he had not been
treating me well. I was in tears," she added.
She said they all returned home and things went back to normal until
in August when her first child reported to her that their father had
started "playing with Ngozi's private parts" again.
"I called Ngozi and she told me that her father had started playing
with her private parts. She said he asked her to kneel down and forced
her to suck his private parts.
"Then, two weeks ago while I was washing clothes, Ebuka came and said
their father gave Ngozi N20 and did not give him anything. After he
left, Chioma also came and said the same thing.
"Later, I called Ngozi to know what made her father gave her the
money. She told me it was N10, adding that he played with her private
parts."
The neighbours were said to have challenged the suspect, but he denied
doing anything to the child.
The community youth leader, Olaitan Adebiyi, told PUNCH Metro that he
got to know about the case after eavesdropping on a conversation in
the street.
He added that he later met the victim's mother, who narrated her ordeal to him.
He said, "The estate executive met and we decided to go to his house
to investigate. His co-tenants confirmed that he had been doing it for
a long time. We decided to get him arrested.
"He came into his apartment around 12.30 on Thursday night, and we
decided to keep vigil at his door step till day break. He was about
leaving the house on Friday when we apprehended him and told him he
had a case to answer."
The suspect, however, denied assaulting his daughter.
He said, "I did not do anything to Ngozi. The day I called her and
gave her N10 to buy biscuit, her siblings asked me for their own, but
I said I was not the one that gave her the money.
"I have touched her private parts only once. I did not know the time
it happened. I touched her last year. I said, 'Amaka, remove your
pants. Why did you soil your pants?' I then took water and washed her.
That was all."
The Director of Project Alert, Mrs. Josephine Effah-Chukwuma, said the
group was ready to take up the case.
"This is a clear case of sexual abuse, and we are having an epidemic
in our hand. Hardly a week goes by without us having cases of children
between the ages of three to seven being defiled.
"It is clear that this woman and her children can no longer live with
him. The victim is seven and she has a five-year-old younger sister,
and if this is not well handled, this man will move on to the little
girl as well."
The Police Public Relations Officer, Lagos State Command, Patricia
Amadin, confirmed the incident.
She said, "The case is confirmed. The suspect has also confessed to
the crime, especially after his first son said he saw him.
"We will be transferring the case to the Area G Command, Ogba.
Investigation is ongoing, and justice will be done."

Ohanaeze Slams Buhari For Reinstating Zakari Biu
The youth wing of the apex Igbo socio-cultural organisation, Ohanaeze
Ndigbo, has condemned the reinstatement of the dismissed Commissioner
of Police, Mr. Zakari Biu.
Biu was on Friday reinstated and statutorily retired by the Police
Service Commission, nearly three years after he was dismissed for
allegedly aiding the escape of Boko Haram mastermind, Kabiru Sokoto.
Sokoto, who is now serving a jail term in Abuja, was convicted for the
bombing of St. Theresa Catholic Church, Madalla, Niger State.
It will be recalled that no fewer than 44 worshipers of the church
lost their lives on the eve of 2011 Christmas.
The Ohanaeze Youth Council accused the President Muhammadu Buhari- led
Federal Government of pursuing a northern agenda.
In a statement issued by the National President of the OYC, Okechukwu
Isiguzoro, on Sunday, the group said the action of the Police Service
Commission had confirmed that "Buhari's administration indeed belongs
to the North and not to everybody."
The group said, "The manner and impunity with which the Buhari
administration is reversing some laudable actions and policies of his
predecessor without minding the security implications calls for
concern. The decision of the PSC is very worrisome and against all
known norms and true justice."
The OYC said that by reinstating Biu, President Buhari had
demonstrated that he had no regard for the lives of the innocent
worshipers who perished in the bomb blast masterminded by Sokoto.
The statement partly read, "Before now, we were shouting over the
recent lopsided appointments made by the President, where the
South-East was deliberately ignored, but the worst has come by
rewarding a man who aided Kabiru Sokoto after he snuffed life out of
over 44 Igbo indigenes and left over 70 others critically injured.
"Our questions are these: What effort has the present administration
made to know the situation of the victims of that bomb blast? What
effort has the government made to know the condition of the bereaved
families, considering that most of the victims were their bread
winners?
"It is obvious that Mr. President cares less about the Ndigbo in this
country; we are saying that the current administration is dragging
this country into ethnic chaos and it will not yield any good fruit."

Sokoto, who is now serving a jail term in Abuja, was convicted for the
bombing of St. Theresa Catholic Church, Madalla, Niger State.
It will be recalled that no fewer than 44 worshipers of the church
lost their lives on the eve of 2011 Christmas.
The Ohanaeze Youth Council accused the President Muhammadu Buhari- led
Federal Government of pursuing a northern agenda.
In a statement issued by the National President of the OYC, Okechukwu
Isiguzoro, on Sunday, the group said the action of the Police Service
Commission had confirmed that "Buhari's administration indeed belongs
to the North and not to everybody."
The group said, "The manner and impunity with which the Buhari
administration is reversing some laudable actions and policies of his
predecessor without minding the security implications calls for
concern. The decision of the PSC is very worrisome and against all
known norms and true justice."
The OYC said that by reinstating Biu, President Buhari had
demonstrated that he had no regard for the lives of the innocent
worshipers who perished in the bomb blast masterminded by Sokoto.
The statement partly read, "Before now, we were shouting over the
recent lopsided appointments made by the President, where the
South-East was deliberately ignored, but the worst has come by
rewarding a man who aided Kabiru Sokoto after he snuffed life out of
over 44 Igbo indigenes and left over 70 others critically injured.
"Our questions are these: What effort has the present administration
made to know the situation of the victims of that bomb blast? What
effort has the government made to know the condition of the bereaved
families, considering that most of the victims were their bread
winners?
"It is obvious that Mr. President cares less about the Ndigbo in this
country; we are saying that the current administration is dragging
this country into ethnic chaos and it will not yield any good fruit."
