CAF Names Equatorial Guinea New Hosts Of AFCON 2015

CAF has announced Equatorial Guinea as the new host of the 2015 Africa
Cup of Nations, AFCON following the withdrawal of designated hosts,
Morocco.

The African football governing body said in a statement that
Equatorial Guinean President Teodoro Obiang had accepted a request
from CAF president Issa Hayatou to stage the tournament from 17
January to 8 February as originally scheduled.

Morocco had asked for a shift in date if they are to stay on as hosts
but the request was turned down by CAF.

New host Equatorial Guniea are not new to hosting CAF tournaments
having successfully hosted the Women's Nations Cup and jointly hosted
the 2012 edition of the AFCON.

Nigeria are the reigning African champions but interestingly failed to
qualify for the edition held in Equatorial Guniea last term.

Many will pray the same situation doesn't repeat itself this term yet again.

CAF Bans Morocco From Next Two Nations Cups

Morocco will be barred from the next two Africa Cup of Nations as
punishment for refusing to host the 2015 edition in January-February,
Confederation of African Football president Issa Hayatou said today.

"We are going to stick to the rules, that means elimination from the
next two Nations Cups," Hayatou told France's L'Equipe sports daily.

"On top of that there will be the financial and moral damages to calculate."

Morocco are facing a 20 million dollar fine for refusing to host the
2015 Cup in its scheduled January 17-February 8 slot over fears of the
spread of the deadly Ebola epidemic to the popular tourist
destination, Morocco's Le Matin newspaper suggested this week.

There are 12 qualifiers scheduled for today with defending champions
Nigeria needing a victory in Congo Brazzaville to have a realistic
chance of qualifying.

No PVC, No Pension, Okorocha Warns Retirees As Community Raises Alarm Over Snatched Voting Items

Governor Rochas Okorocha has warned Imo State Pensioners at all levels
that henceforth any pensioner who does not present his Permanent
Voters Card (PVC) would not be paid any sum as pension.

Although the pronouncement did not go well with the senior citizens,
the governor who realized the resentment of his audience to the
statement quickly added that the order would not start immediately.

He was addressing retired state and local government workers yesterday
(Wednesday) at the auditorium of the Imo international Conference
Centre (IICC) Owerri after the senior citizens had suffered pains
while waiting for him to come and flag off the exercise as has been
orchestrated on air by a state owned medium. Most of the retirees who
had arrived the venue to honour the government's invitation for the
payment of the gratuity were highly disappointed because of the shabby
treatment given them.

The pensioners numbering over 2000 came around 10am as the were
instructed through government press release but unfortunately IICC
entrance door was locked as a result, the old men and women became
stranded and at a point some of them started crying but when finally
the door was opened, the whole auditorium was jam-packed as people
inside were suffocating and sweating because of lack of ventilation
there.

Some of the old men and women who have health challenges almost
fainted at the hall. While those who became very serious at a point
were rushed to Hospital.

Nothing was done by Government officials who were at the venue to help
the old men and women and at a point some started going home.

One of the aggrieved senior citizens who managed to speak to Trumpeta
under strict anonymity expressed disappointment on the action of Imo
Government over the pensioners.

In his words "We came here since morning for our pension money and
there is nobody to attend to us. Even to give us water is a problem,
moreover there is no light here", the old man complained.

Trumpeta reports that Governor Okorocha invited the pensioners to
fulfill his promises on pension and gratuity. It was slated that those
who submitted their data to the accountant General's office were
slated for payment while others who could fill not their forms got
their names omitted.

One of the Government officials who spoke to Trumpeta reporter but do
not want his name to be mentioned revealed that the meeting was for
primary school teachers who retired since 1993-2000 and not for all
the retired workers. He also disclosed that only those who retired
within this period will get their cheques for now. Others slated for
payment were those on state pension between 1998-2001 and bulk pension
pay deceased workers in 2000

It was further reported that most of the names announced at the Hall
were not physically present to collect their money , at a time people
started wondering if they are ghost pensioners.

Governor Okorocha recently at the ICC flagged off the payment of
accumulated pension and gratuities of the Imo retired workers but due
to irregularities as we gathered, the full payments have not been
actualized because of power play between the office of the accountant
general and that of head of service.

Investigation revealed that the whole thing was politicized as some of
the top civil servants want to jump the rope and favour their
relatives who did not fall within the stipulated period.

Concerned citizens of the state are now appealing to Governor Rochas
Okorocha to shine his eye and not to allow the Accountant General and
Head of Service to confuse him on the payment.

Meanwhile, the ongoing Permanent Voters Card (PVC) distribution in Imo
has recorded another set back in some communities.

Trumpeta reporter who monitored the exercise in Imo said the turn out
was low initially but thereafter, the numbers started increasing as
hoodlums stormed some centres in Mbaise and snatched voters card from
the owners.

Further information revealed that party agents are going round
villages and distribution centres to buy voters card from people with
the intention to rig 2015 election.

Trumpeta gathered that attempts were made in some distribution centres
in Akpodim and other parts of Ezinihitte Mbaise to bribe INEC
Registration officers and that people are registering and presenting
fake names just to collect many PV Cards in preparation for the
upcoming election.

In Okwu Nguru, Aboh Mbaise local government area information has it
that a particular party agent (names withheld) for security reasons,
was going from House to House collecting peoples PVC for business. The
young man as we learnt is an agent to one of the opposition parties.

It was believed that he is working in favour of one of his principals.

Imo LGA Election Suffers Setback, Govt Running Foul Of Law --PDP

The Peoples Democratic Party, PDP, in Imo State has come hard on the
Imo State government over its attempt to organize LGA elections on
January 30th 2015.

After several postponements, the Imo State Independent Electoral
Commission, ISIEC announced and release guidelines for conduct of the
primaries.

No sooner than the regulation was released that the PDP and other
opposition parties kicked against it.

According to the new PDP spokesman, Hon Kizito Onuoha, the decision to
undertake the exercise is ultra vires since the matter is still in
court and next hearing was fixed for the same next year.

"The Imo state government is attempting to run foul of the law again
by mentioning conduct of LGA elections in Imo. The matter is still in
court and it would amount to contempt and disregard to rule of law and
course of justice for the pending suit to be ignored when judgment has
not been delivered", Onuoha stated.

The proposed local government election in Imo is now generating a lot
of ripples in the state.

Barely 24 hours after a release of the Imo State Independent Electoral
Commission (ISIEC) guidelines for the proposed election, the
opposition group have began to raise eyebrows and are now threatening
a boycott.

According to the aggrieved group mainly PDP chieftains, the release
has sparked a lot of controversies in Imo because Governor Rochas
Okorocha and his Rescue Mission team want to use tricks to consolidate
power, "Okorocha has secretly positioned his men to succeed them
selves as Executive chairmen of LGAs" Bar Akolisa declared.

The chairman of ISIEC Hon Bar. Amaechi Nwoha has insisted that the
election to produce the council executives must surely take place on
January 31st 2015, adding that the LGA elections is a rescheduled one,
therefore it is mandatory and compulsory that every party should
partake in the election as no excuse will be accepted again from any
party.

Reason is that the Church edifice, ST. Michael's Catholic Parish built
by a frontline contractor and business mogul, Chief Tony Chukwu
(Onweghihekariri Chineka) will be officially dedicated to the Almighty
God.

Briefing newsmen, the parish priest, Rev. Fr. Kenneth Nwosu narrated
that the new building sited at St Michael's Catholic Church premises
in Umueze 1were the brain concepts of Chief Tony Chukwu following his
desirous decision to build for God.

"The old structures in this parish were demolished between December,
2012 and January, 2013.

It was targeted that new structures (buildings) will be completed
within a space of one year, but unforeseen, circumstances delayed the
completion of the project. Every structure in this Church is now
wearing a new look. The floor of the parish premises is now designed
with marble model called onics stone which Bible reveals is found in
Heaven. I am aware that Chief Tony Chukwu who built and furnished this
edifice did not use such unique stone in his compound", the parish

Rev. Fr. Nwosu described Chief Tony Chukwu as a rare personality who
had touched lives of the poor in the community and Nigeria at large.

According to him, Chief Tony Chukwu has sponsored several scholarship
schemes for youths and empowerment programme where 60 people received
five hundred thousand naira each.

He however revealed the plan of Chief Chukwu to roll out another
empowerment programme where 100 people will benefit five hundred
thousand naira cash each.

Soldiers Moves To Take Over Sambisa

While the battles raged in Chibok and Gwoza, a large number of
soldiers were seen in Maiduguri yesterday moving towards the dreaded
Sambisa forest, the fortress of the terrorist Boko Haram sect in Borno
State, thus signaling the commencement of an operation, which military
sources said was aimed at recovering the forest from the insurgents.

The push for Sambisa forest started early in the morning with hundreds
of soldiers seen on Damboa Road, Maiduguri, in several military trucks
driving military equipment towards the forest which has been a no go
area for some time now.

Though no military personnel was ready to give information on the
deployment which held traffic up for hours within the Maiduguri
metropolis, but the looks of the soldiers showed that they were battle
ready.

THISDAY checks revealed that following the Mubi debacle, the military
had vowed to adopt more aggressive but tactical and effective approach
to strike back at the heart of the terrorists.

A top intelligence source disclosed that Mubi attack was a total shock
to the military, especially as they lost many soldiers including some
respected officers with others fatally wounded in the incident.

"The first priority was to liberate Mubi because of its strategic
nature and its symbolic importance as the town of the Chief of Defence
Staff, Alex Badeh. Consequently, our next target is Sambisa forest to
strike back at those boys. You know we lost some officers and others
were injured including a Lieutenant-Colonel. So, we have mobilised our
air and ground forces for an attack. Air crafts have been mobilised
and we are ready to dislodge them from their enclave", the source
said.

THISDAY had reported early this week that the military would embark on
a ferocious drive to recapture the lost territories and since then
Mubi had been recaptured.

Findings revealed that the military authorities would be more decisive
and unsparing in their approach at dealing with the Boko Haram menace
and restore the country's territorial integrity.

The source lamented that the constant intervention from the political
class and as well as barrage of criticisms from Amnesty International
and other human rights groups affected military operations, citing how
the former Chief of Army Staff (COAS) Lt-Gen. Azubuike Ihejirika was
maligned for his aggressive approach, which was effective.

"The moment you are suspected and later confirmed of being a terrorist
or their sponsors, you are gone. The moment you are aiding and
abetting terrorism or found with weapons, you are gone within 12-24
hours because the military are being provoked.

"We no longer care about what the Amnesty international or politicians
say. You cannot harbour criminals/terrorists that harm the country and
expect the military to spare you", the source said early this week.

HIV-Positive Man R*pes Lover's Daughters In Benue

A 32-year old mason, Terkula Iorpuur, of Behind Hemko Hospital,
Kanshio, was on Thursday remanded in prison by a Makurdi Magistrates'
Court for allegedly defiling two sisters.

Iorpuur is charged with r*pe punishable under Section 284 of the Penal Code.

The prosecutor, Insp Terzungwe Kajo, told the court that the uncle of
the victims reported the matter at 'B' Division Police Station,
Makurdi, on Oct. 6.

Kajo said the victims' mother complained that the two children, aged
eight and six years respectively, were not walking properly.

"They took the girls to the hospital for treatment and the doctor
discovered that someone forcefully had s*x with them.
"When questioned, the victims revealed that the accused, who was their
mother's lover, had s*x with them".

Kajo stated that the medical examination further revealed that the
accused was HIV positive and had been on drugs.

However, for lack of jurisdiction, no plea was taken when the case
came up for mention.

The prosecutor said investigation into the matter was ongoing and
asked the court for another date for mention.

The Magistrate, Mrs Lillian Tsumba, adjourned the matter till Dec. 4
for further mention.

Boko Haram Seizes Chibok, Hometown Of Kidnapped Schoolgirls

Boko Haram has seized the town of Chibok in Borno state, northeast
Nigeria, from where 276 schoolgirls were kidnapped more than six
months ago, a local pastor and a senator told AFP on Friday.

"Chibok was taken by Boko Haram. They are in control," said Enoch
Mark, a Christian pastor whose daughter and niece are among the 219
teenagers still being held.

Mark and the senator for southern Borno, Ali Ndume, said the militants
attacked at about 4:00 pm (1500 GMT) on Thursday, destroying
communications masts and forcing residents to flee.

Meanwhile, Nigeria said Friday that three servicemen were killed in a
military helicopter crash in the restive northeast, while Boko Haram
rebels raided two more towns and vigilantes and hunters clawed back a
key militant stronghold.

The second crash in a week happened late on Thursday in Yola, the
capital of Adamawa, which is one of three states that has been under
emergency rule since May last year.

The military said the aircraft involved was a ground attack helicopter
on an armed patrol.

"The crew of three was lost in the ill-fated accident," a statement
said, adding that an investigation will be carried out.

There was no immediate indication that the armed Islamist movement was
responsible for the crash, though there has been an increase in Boko
Haram activity in the state in recent weeks.

Boko Haram has reportedly taken over more than two dozen towns in
Adamawa, Borno and Yobe states, including the commercial hub of Mubi,
some 200 kilometers from Yola.

Last week, the extremists, who have been waging a five-year insurgency
to create a hardline Islamic state, renamed Mubi "Madinatul Islam" or
"City of Islam" in Arabic, residents said.

Nigeria's chief of army staff, Major General Kenneth Minimah, told a
Senate defense committee on Thursday that the loss of territory was
"painful" but promised that troops would recapture lost ground.

Locals and a government official said later that about 200 vigilantes
and hunters armed with home-made guns, spears, clubs, bows and arrows,
and machetes took back Mubi.

"It is true Mubi has fallen back into the hands of Nigerian soldiers
with the help of local vigilantes and hunters," Chibado Bobi, chief of
staff in the Adamawa state governor's office, told AFP.

"It is however too early for residents who fled to move back to Mubi
because the security and vigilantes need to mop up all remnants of the
group that may be lurking in nearby areas."

Boko Haram had introduced its strict version of Islamic law in the
town, including amputations for accused thieves, according to
residents who fled.

- Fear of attack -

The hunters captured the Boko Haram-appointed emir, or leader, of Mubi
after the attack, while militant fighters fled.

But instead of pulling back to other territory it is reported to
control, locals said Boko Haram fighters invaded Hong, 50 kilometers
south on the way towards Yola, and Gombi, to the northwest of Mubi.

In both Hong and Gombi, the militants were said to have razed the
towns' police stations.

The move towards Yola will raise concerns about safety in the city,
where thousands of people have taken refuge to escape the violence.

Thursday's chopper crash near a hall of residence at the Modibbo Adama
University of Science and Technology caused panic among students, as
weapons said to be on board apparently exploded.

"We heard a huge thundering sound which made us rush out of the
hostels, thinking the school was under Boko Haram attack," said one
student, Harisu Abdulaziz.

Another student said there was chaos as residents at the hostel tried
to flee but were prevented by soldiers guarding the gates.
The university has been under military protection after a spate of
Islamist attacks against schools in the region.

Kyari Mohammed, a lecturer at the university and a specialist in Boko
Haram, said the downed helicopter was one of two that flew over the
campus.

"The crash was followed by a series of intermittent explosions inside
the chopper, which people believed to be from weapons the chopper was
ferrying," he said.

On Monday, the military said another helicopter made an emergency
landing near Yola airport. No casualties were reported.

The International Institute for Security Studies assesses that
Nigeria's air force has limited combat capability because of an ageing
fleet and funding issues.

This week, the United States said it had refused to transfer some
Cobra helicopters to Nigeria because of concerns about the military's
ability to use them.

Police Begins Manhunt For Kidnappers Of Ribadu's Brother

The Adamawa State police command on Monday said efforts were being
made to ensure that Sani Ribadu, the younger brother of the pioneer
chairman of the Economic and Financial Crimes Commission, EFCC, Malam
Nuhu Ribadu, is rescued from his abductors.

The State Police Public Relations Officer, Othman Abubakar, a deputy
superintendent of police, who made this known in a chat with
journalists in Yola, also pleaded with the general public to assist
the security agencies with relevant information that would lead to the
arrest of the kidnappers.

DSP Othman said the abduction was carried out by three gunmen around
6:30p.m, Sunday.
"The three gunmen accosted the former chairman to his farm along
Yola-Fufore road and asked him, alongside 12 of his workers, to lie
down", Mr. Othoman said. "But four out of the workers managed to flee
the scene leaving Ribadu and eight workers".

According to him, the gunmen had initially bundled Mr. Ribadu, a
former chairman of Yola South LGA, into his Toyota Tundra but suddenly
changed their minds. The gunmen transferred him to a white Toyota
Starlet instead and escaped through the route leading to Mayo Belwa
Local Government.

The police spokesperson said surveillance had intensified around the
area where the crime took place even though they were yet to make any
arrest.

Rihanna's Life In Danger, Judge Calls Her Stalker 'A Ticking Time Bomb'

A New York City judge ordered a man to stay away from pop star Rihanna
after he was arrested for lurking outside her Manhattan apartment
building and sending threatening letters.

According to MSN Money, Kevin McGlynn in September was found unfit to
stand trial on stalking charges and committed to a psychiatric
hospital in Staten Island. He has filed a petition seeking release.

In a decision released earlier on Friday, Judge Orlando Marrazzo said
the order would allow police to arrest McGlynn if he goes near the
singer's home, instead of having to wait for him to do something more
dangerous. McGlynn is also barred from contacting Rihanna by phone,
mail or computer. Marrazzo said McGlynn, 54, wrote a series of notes
to the singer that made references to murder and s*xual assault. He
also accused Rihanna and other artists of using his material in their
songs, the judge said. In his decision, Marrazzo compared McGlynn to
Mark David Chapman, who shot and killed John Lennon.

"He appears to be a ticking time bomb who is wholly fixated on
(Rihanna), and poses a direct threat of serious physical harm or death
to her and anyone around her," he wrote.

McGlynn's attorneys, who work for a state-run mental health agency,
did not return requests for comment. Rihanna, 26, is one of the
best-selling musical acts of the last decade and has won seven Grammy
awards. The case is In the Matter of the Application for the Release
of Kevin M., New York State Supreme Court, Richmond County, No.

Canada's Milos Raonic has withdrawn from the remainder of the ATP
World Tour Finals citing injury.

The World number eight, who lost his two opening Group B matches to
Roger Federer and Andy Murray, will not take further part in the
tournament at London's O2 Arena having suffered a quad tear.

competition, due to a low grade tear in my quad. It was a hard

Dismissed Police Officer Stole N20m, Earned Salaries From 15 Different Commands --IG Tells Court

A Federal High Court sitting in Lagos yesterday heard how a dismissed
Nigerian Police officer, Victor Afam Banor, earned salaries illegally
from 15 different police commands in the country.

The accused also allegedly stole N20 million meant for salaries of
officers of the Enugu State Police Command, the Inspector-General of
Police, Suleiman Abba, told the court.

Banor was dismissed while serving at the Umunede Police Division in
Delta State for allegedly stealing an exhibit vehicle in a criminal
case under investigation.

He, however, escaped from police detention and turned up at the Enugu
Command with a falsified signature, claiming to still be a Deputy
Superintendent of Police (DSP).

Following the retirement of the officer-in-charge (O/C) of the
command's Mechanised Salary Section (MSS), Banor resurfaced and
assumed office as the O/C MSS.

It was while holding this position, albeit illegally, the suspect
allegedly absconded with the said amount in March 2011.

"While absconding from office, Banor dropped a note stating that
nobody should look for him because he had resigned to join militant
groups at the creeks of the Niger Delta region", Abba told the court.

Abba stated these in a counter-affidavit filed in opposition to an
application by Banor praying the court to release him from police
detention.

Banor said he had been held for over eight months without charge, and
prayed the court presided over by Justice Chukwujekwu Aneke, to either
order his release or direct the police to charge him to court.

The applicant noted that his continued detention violated his
fundamental rights as enshrined in the 1999 Constitution.

Joined as respondents in the case are the IGP, the Commissioner of
Police, Federal Special Anti-Robbery Squad, Adeniji Adele Road, Lagos,
and the Investigating Police Officer (IPO), DSP Solomon Igwe.

In the counter-affidavit filed on Tuesday by the Officer-in-Charge of
the Legal Department (O/C Legal), Zone 2, Mr. Justin Enang, the police
authorities prayed the court not to release Banor because he could
tamper with ongoing investigation into his alleged crime.

According to the police, several officers under Banor complained that
their salaries were diverted, [but] he did not turn up until he was
arrested in Onitsha, Anambra State on April 15.

When he was arrested, he was said to have claimed to be a Chief
Superintendent of Police (CSP) flashing a police warrant card and
demanding to be shown respect as a "senior officer".

In his ruling on the bail application sought by Banor, Justice Aneke
adjourned till November 21.

Yobe Bomb Blast: How Suicide Bomber Sneaked Into Potiskum School

The bomb that exploded on the Assembly ground of the Government Senior
Science Secondary School, Potiskum that claimed the lives of at least
48 students and injured many others on Monday was detonated by an
unknown suicide bomber who sneaked into the school dressed like a
student, witnesses said.

In a phone interview with LeaderShipNews-Paper, a teacher who spoke on
condition of anonymity revealed that the bomber was dressed in the
black and white school uniform of the school, and was dropped off by
an unidentified car at 7:30am on Tuesday morning.

He Said..

"Many of us sighted him as he was dropped off by the car and watched
how he confidently walked up to the assembly ground pretending to be
one of the students. But unfortunately, he was immediately spotted by
one of the duty teachers who noticed his odd appearance amongst other
students, by carrying a bag to the assembly ground, even though the
school is a boarding school.

"The teacher on duty called his attention, asking him why he had to
bring his bag to the assembly ground, but the bomber remained silent,
ignoring the teacher. His attitude towards the teacher drew the
attention of other students who milled around him to find out who he
was. The teacher then moved closer to him, thinking he might be a new
student on transfer since most of the students could not recognise
him.

"The teacher and some of the senior prefects who were not pleased with
the rudeness of the fake student who continued to ignore the teacher,
decided to force him to kneel down.

"It was during the process of asking him to observe the punishment of
kneeling down that the explosive in the bag went off and unfortunately
killed many of the students including the teacher who had inched
closer to the scene to see what was happening...

"I thank God that I am alive; but the deafening sound of the bomb
affected my auditory system for several hours...even from the distance
that I stood before the blast, I found myself sprawling on the ground
after the blast; that made me believe that the blast might have come
from a huge explosive device..."

CAF In Race Against Time To Find CAN Hosts

The Confederation of African Football (CAF) are set to announce the
new hosts for the 2015 Africa Cup of Nations in the next two or three
days after Morocco was stripped of the right to stage the tournament
on Tuesday.

Morocco had said since early October that its call for a postponement
was due to the deadly Ebola pandemic, but CAF, led by long-serving
President Issa Hayatou, lost patience with the North Africans and
threw them out as hosts and participants with a heavy fine likely to
follow.

The fact that Morocco are also set to host the Club World Cup, only 25
days before the scheduled January 17 kickoff, threw further doubts
over Morocco's reasons prompting Hayatou and his members to pull the
plug.

"To postpone the CAN would be like stopping African football dead,"
Hayatou told France 24.

"Once you postpone this event, it will open the door for everybody to
ask for a delay of any competition and we will no longer be credible."
added the 68-year-old Cameroonian who has been in office since 1988.

Now, the question is who has the capacity to step in at such a late
hour with organisation and logistics thrown into chaos, just weeks
ahead of the 30th rendition of the competition.

Angola, who hosted the 2010 tournament that was marred by a
separatists' gun attack on the Togo team bus, are in the running as
are Gabon who co-hosted the 2012 edition with Equatorial Guinea.

There are also rumours that the three-week continental showpiece could
be moved outside Africa with 2022 World Cup hosts Qatar an
unprecedented option.

Angola, with their extensive resources of petrol have the money and
the stadiums in place, but the attacks on Togo which led to two deaths
in the restless northern enclave of Cabinda may work against their
bid.

South Africa, Ghana and Algeria have declined the CAF's approaches
while Nigeria's name has been whispered although the country is in the
midst of an unstable political climate.

The Ebola disease has claimed almost 5,000 lives, essentially in
Guinea, Liberia and Sierra Leone, ironically countries with whom
Morocco have maintained incoming and outgoing flights, unlike many
other countries.

Morocco have also hosted Guinea's qualifying matches with the Western
African nation banned from staging matches in their own country.

The CAF also confirmed that qualification matches for the tournament
will go ahead as planned on November 14-15 with the final round of
matches set four days later.

Those matches will determine which 15 teams will join the new hosts
for the final stages which are set for January 17 to February 9, dates
that CAF have adamantly said will not be changed.

Moroccan officials and fans reacted with mixed feelings on the shock
announcement but sports minister Mohamed Ouzzine defended their stance
and said they had simply asked for a postponement, until the disease
was brought under control.

"The CAF statement said we refuse to organise the Nations Cup, and
it's wrong. We want the tournament in our country, but we maintain our
demand to postpone it," Ouzzine told parliament.

"Morocco has not breached any contract because of the force majeure
(Ebola epidemic). We will not rush to answer, but everyone should know
that we are prepared for all eventualities,".

"The WHO (World Health Organisation) says that every country has the
right to take the necessary measures to protect its citizens. The
whole world is incapable to find some treatment or some solution for
that disease (Ebola), so isn't it a force majeure?

"We can talk about sanctions now, but we should not forget what would
happen in case we have not taken our decision."

Morocco's stance is set to see them face further sanctions, notably
financial but there is also the threat they could be banned from
further CAN competitions.

CAF executive committee member Constant Omari defended the decision to
strip the 1976 winners of the right to stage what would have been
their second tournament, after 1988, when they reached the
semi-finals.

"The CAF put no pressure on Morocco but they are a member who belong
to the CAN. We signed an agreement that the CAN would be organised
between January 17 and February 8 and there was no talk of
postponement during the inspections.

"Then two months before the tournament, Morocco decide they want to
change the dates. These dates have not been decided randomly, it is a
season when all of Africa has a period of more or less dry weather. We
have incorporated these dates into the universal FIFA calendar and it
is our showcase event.

10 Killed As Bomb Blast Rocks Teachers College

At least 10 people were feared dead on Wednesday after an suspected
suicide bombing rocked a teacher training college in northwest Nigeria
as students were sitting exams, police and a student said.

The blast happened at the Federal College of Education in the town of
Kontagora, Niger state, some 150 kilometres (90 miles) from the state
capital, Minna.

There was no immediate claim of responsibility but the explosion
happened just two days after nearly 50 students were killed in a
suspected Boko Haram suicide bomb attack at a school in the
northeastern state of Yobe.

That massacre was one of the worst in the five-year insurgency against
a school teaching a secular curriculum, to which the Islamists are
opposed.

Niger State police spokesman Ibrahim Gambari confirmed the blast by
telephone from Minna, saying commanders were awaiting further details
from officers on the ground.

"We have dispatched our teams from here," he told AFP.

According to report, Jay.Z & Beyonce has now been hit with a $50
million dollar lawsuit which accuses the couple stealing music lyrics
and not paying the alleged songwriter.

Jeffney Phillips filed a federal lawsuit against the couple on October
31st in Florida.

Phillips claims that while in prison, he met a man by the name of
Chucky who just happened to be friends with Jay-Z and told him he
could introduce him to the rapper through the mail.

According to the lawsuit, Jeffney claims that he allegedly began
communicating with Jay and eventually started sending him lyrics, on
which he can get feedback from him. Mr. Carter in turn allegedly told
him that his lyrics were going to be used and he was going to get paid
for that.

A little while later, Phillips states that he heard a song off Watch
The Thronewith Kanye West which featured his lyrics, but according to
him, he never received a dime for his work.

The prisoner is now accusing Jay Z of stealing his music, his rap
style and image through the letters he submitted.

Jeffney claims he also communicated with Beyonce and sent her lyrics
too, which she then, in turn, used in her albums.

He is now suing the power couple for $50 million.

13,000 Nigerian Refugee Flee To Cameroun Over Insurgency --UN Reports

The UN Refugee Agency on Tuesday said violence by Boko Haram
insurgents in Nigeria's northeast continues to send thousands of
refugees across the border into neighboring Cameroun, urging the
country to keep its borders open for Nigerian refugees.

UN High Commissioner for Refugee(UNHCR), said that some 13,000
Nigerian refugees crossed from Adamawa state after insurgents attacked
and captured the town of Mubi in late October.

The refugees fled to the towns of Guider and Gashiga in the North
region of Cameroun and to Bourha, Mogode and Boukoula in the Far
North.

According to local authorities in Cameroun, the vast majority of these
13,000 Nigerians have now returned to Nigeria, saying that their final
destination was Yola, the capital of Adamawa state, south of Mubi.

However, in the days immediately following the attack on Mubi, it was
reported that refugees arrived in Cameroun in over 300 vehicles
including many personal vehicles, as well as some trucks and rented
cars.

The Cameroonian authorities reported that they facilitated onward
transit movements and provided escorts to ensure the safety of those
transiting through Camerounian territory.

On the Nigeria side, a UNHCR team confirmed that thousands of
Nigerians are now being hosted at Girei in Gombe State and at the
National Youth Service Centre in Yola.

Meanwhile, newcomers were receiving assistance from the State
Emergency Management Agency (SEMA), the National Red Cross Society and
the International Rescue Committee.

In Yola, UNHCR has interviewed some of the people who transited
through Cameroun before re-entering Nigeria.

The report added that the vast majority of them were women and children.

UNHCR said that many families were forced to flee on foot, taking few
belongings with them and walking tens of kilometres before finding
safety in Cameroun.

"We are also examining claims that some of these refugees may have
been forced to return to Nigeria. We are seeking assurances from both
Nigeria and Cameroun that the return of these people was done on a
voluntary basis.

Cameroun is hosting thousands of refugees from Nigeria and Central
African Republic and we encourage Cameroon to continue with its policy
of welcoming refugees," UNHCR said.

In its statement, UNHCR urged states to keep their borders open for
Nigerians fleeing the country and who may be in need of international
protection.

According to the UN agency, its advisory seeks to ensure that
humanitarian and asylum principles are upheld in light of the ongoing
insecure situation in north-eastern Nigeria.

The Monday explosion occurred at the Government Science Secondary
School in Potiskum, Yobe State.

13 Arrested As Admission Seekers Protest In Kwara Poly

Scores of admission seekers out of 51,000 Kwara State Polytechnic
applicants for the 2014/2015 academic session on Thursday stormed the
gate of the institution in protest against their non-inclusion in the
institution's admission list.

The protesters, our correspondent learnt, barricaded the gate of the
institution as early as 8.30am and prevented vehicular and human
traffic around the area while they sang war songs. They also attempted
to mount road blocks on the old Ilorin-Jebba Road but the police
prevented them from causing mayhem.

Some of the motorists that ply the route made a detour to avoid being
caught in the melee.

The Police Public Relations Officer, Kwara State Command, Mr. Ajayi
Okasanmi in a telephone interview with our correspondent on Thursday
said 13 of the protesters were arrested by the police during the
protest.

The Deputy Registrar, Information and Publications Division, Mr.
Moshood Amuda in a statement said the Polytechnic management was
disturbed by the action of the protesters.

Jonathan Unveils Commemorative N100 Note

President Goodluck Jonathan on Wednesday formally unveiled the new
N100 commemorative note at the Presidential Villa, Abuja.

President Jonathan was joined by Vice President Namadi Sambo and
Governor of Central Bank of Nigeria (CBN), Mr Godwin Emefiele at
unveiling during the Federal Executive Council.

Mr Emefiele, after the unveiling, said the new note was issued to
commemorate of the amalgamation of the northern and southern
protectorate in 1914.

He listed some countries that had before now issued currencies to mark
epochal events to include Morocco, Russia and Costa Rica among others.

4,658 Voter Cards Stolen In Edo --REC

The Independent National Electoral Commission on Tuesday announced
that 4,658 Permanent Voter Cards were snatched during last week's
distribution of the cards in nine local government areas of Edo State.

It explained that a total of 3,661 PVCs were snatched in eight polling
units in Orhionmwon Local Government Area of the state.

The Resident Electoral Commissioner in the state, Mr. Baritor Kpagih,
who made this known while briefing journalists on the outcome of the
distribution exercise, said that the commission also lost 997 of the
cards in Etsako West and Ovia North-East local government areas of the
state.

Kpagih, who decried the cases of card theft despite warnings by the
commission that the PVCs could only be useful to their rightful
owners, however, stated that the matter had been reported to the
police, while the commission would also commence an internal
investigation.

"We also want to put it on record that we were a bit disappointed that
in spite of our appeal to all our people to recognise the fact that
stealing and snatching of cards will be of no use because these cards
can only be used by the card holder, such events still took place in a
number of local government areas.

"The most disturbing is the one that took place in Orhrionmwon Local
Government Area, where a total number of 3,661 cards were snatched
from eight polling units.

"The case has been reported to the police and we believe that the
Police will do a good job," he said.

The resident electoral commissioner attributed some of the challenges
recorded during the exercise to lateness of INEC workers at the units
and delayed training of members of staff.

He explained that the total number of cards meant for the state could
not be disclosed, as some of the cards brought to Edo were originally
meant for eligible voters in Jigawa, Kogi and Delta states.

While noting that the technical hitch might also be responsible for
the non-availability of the cards at some polling units in the state,
he assured the people that the commission would follow up so that
affected voters would get their cards.

Kpagih said that the continuous voter registration schedule to begin
on Wednesday (today), would be held at the various ward collation
centres in the state for persons who have turned 18, but have not
registered before or those who could not find their names in the
voters register.

Microsoft Corp (MSFT.O) said it would roll out its Lumia 535
smartphone this month with an affordable price tag in its key markets,
dropping the Nokia name just months after buying the Finnish company's
handset business.

Loaded with its latest Windows Phone 8.1 operating system, the Lumia
535 and Lumia 535 dual SIM will be priced at around 110 euros (about
$137) before taxes and subsidies, Microsoft said in a statement.

The phone will feature a wide-angle 5 megapixel front-facing camera
and a 5-inch qHD display screen, the company said.

Smartphones run on Microsofts' Windows software, mostly Lumias,
captured only 2.7 percent of the global smartphone market in the
second quarter, down from 3.8 percent the year before, according to
research firm Strategy Analytics.

Microsoft completed its $7.2 billion deal to buy Nokia's (NOK1V.HE)
handset business in April. Nokia continues as a networks, mapping and
technology licensing company. It owns and manages the Nokia brand and
only licenses it to Microsoft.

Microsoft had said in the past it planned to license the Nokia brand
for its lower-end mobile phones for 10 years and to use the name on
its smartphones only for a "limited" time, without saying how long

Morocco has been expelled from the 2015 African Cup of Nations after
refusing to host the football tournament due to fears over it helping
to spread the deadly Ebola virus.

The North African country failed to meet yesterday's deadline to
announce it would be hosting the tournament, with the Confederation of
African Football saying it is now considering other nations.

The news comes after Morocco's Ministry of Sport demanded the
tournament be postponed for a year amid the world's worst ever Ebola
outbreak - with the virus already infecting more than 13,000 people
and killing almost 5,000 in the three worst-hit countries, Sierra
Leone, Guinea and Liberia.

Unrest Spreads After More Killings In Israel

An Israeli soldier and a woman have been killed, and two others
injured in separate stabbing incidents in Tel Aviv and the occupied
West Bank, Israeli police have said.

Monday's incidents came amid a wave of unrest in parts of Israel and
the occupied Palestinian territories following the storming of the
Al-Aqsa Mosque by Israeli soldiers last Wednesday.

The violence began in Tel Aviv where a Palestinian teenager from the
northern West Bank stabbed a 20-year-old soldier, leaving him in
critical condition. The soldier died of his wounds in hospital late on
Monday night.

Police spokesman Micky Rosenfeld, said officers had arrested the Tel
Aviv attacker, who stabbed the soldier several times, adding that he
was from the town of Nablus in the occupied West Bank.

"He is currently under interrogation," Rosenfeld said.
In the second attack, a Palestinian man stabbed three Israelis at the
entrance of the Alon Shvut settlement in the West Bank on Monday
evening, Israeli police said, adding that the attacker was then shot
by the guard.

A 25-year-old Israeli woman died in the incident and the other two
victims have been hospitalised for minor injuries.

Al Jazeera's Imtiaz Tyab, reporting from Jerusalem, said: "One of the
guards stationed at the entrance shot the attacker. There are
conflicting reports whether the Palestinian attacker was killed or is
being treated in hospital."

"Settlements are gated communities with armed guards and high walls
with high protection," our correspondent said, referring to
residential areas in the southern West Bank where Israelis live.

Moyes Back In Business As Real Sociedad Boss

David Moyes has been named as the new coach of Real Sociedad on a
year-and-a-half deal, the La Liga side announced on Monday.

Real Sociedad needed a convincing performance and David Moyes needed
convincing. There were about 10 minutes to go until kick-off against
Atlético Madrid on Sunday when the club's president, Jokin Aperribay,
spoke to a reporter from Canal Plus, the channel broadcasting the
game. He said that he hoped to announce the new manager the following
day and that there were two candidates: David Moyes and Pepe Mel.
Aperribay hit his target, but only just.

A few minutes before midnight on Monday, 24 hours after they had
defeated the league champions, Real Sociedad made an official
announcement. The presentation is expected to follow on Wednesday but
Moyes has agreed to become the coach at the Estadio Anoeta for the
rest of this season and the next one. His deal will run until 2016.

If the headline was inevitable, it was accurate too. In reality, there
had been one outstanding candidate and it was the Scot. The problem
was that Moyes had yet to be fully convinced, or at least to say so.
Conversations went back well over a week but the former Everton and
Manchester United manager had not yet said yes - he had actually said
no at one point - and some at the club were growing pessimistic.

Mel was the back-up option whose appointment became more likely. Then
as time slipped away on another deadline and Sociedad began to lean
Mel's way, Moyes at last communicated the decision that they wanted to
hear.

The meticulousness with which he contemplated this move was typical.
After the experience of United, Moyes needed to be sure that this was
the right decision, based not just on this move but on the next move
too. He had to emerge from this experience a better manager, both in
his own eyes and in those of others. He wanted to minimise the risk
and to ensure that he was aware of all of his options. Why open one
door if it closes others? If that meant waiting, so be it. He
carefully canvassed information and studied the squad, the club and
the city, asking about expectations and his prospects of success.

In the meantime, Real Sociedad defeated Atlético Madrid 2-1, under the
caretaker manager, Asier Santana. Moyes was not at Anoeta to see the
game but he surely watched it. The performance would have helped to
answer some of the questions he had posed, an eloquent comment on what
Sociedad were, are and may become.

They began the weekend in the relegation zone, with a solitary win in
10 games. The victory, secured with superb goals from Carlos Vela and
Imanol Agirretxe, saw them climb four places and demonstrated that
they should never have been so far down the table in the first place.
This was only their second win of the season, yet the other came
against the European champions,
Real Madrid. The gap between potential and position was laid bare once
again. Imagine what they could do with a real manager.

Real Sociedad have declined quickly and alarmingly but arresting the
slide should not be impossible. Under the French coach, Philippe
Montanier, they qualified for last season's Champions League. He
departed, leaving the team in the hands of Jagoba Arrasate, his
assistant. Arrasate never convinced and his passivity alarmed. Fans
did not believe in him and, more damagingly, nor did the players. The
team lost identity and lost their way. Good footballers stagnated,
bereft of leadership.

They finished seventh last season but they have already been knocked
out of the Europa League and the slide continued. Little was done to
prevent it. It is Moyes's job to do so. His success at Everton, a club
in which Sociedad's president sees similarities to his own, is his
great calling card.

Moyes may look carefully at the goalkeeping position, vacated by
Claudio Bravo, and it seems likely that he will want greater width
and a more robust midfield, but there is talent in the team - Iñigo
Martínez and Vela are just two examples - even if some of it needs
teasing out once again. There is also the promise of more talent
emerging for a manager who will take satisfaction in development.
Fourteen members of the current first-team squad played for Real
Sociedad B. Much is expected of the central midfielders Jon Gaztañaga
and Rubén Pardo.

Over the last 18 months Sociedad have sold Asier Illarramendi and
Antoine Griezmann, plus Bravo, to Real Madrid, Atlético Madrid and
Barcelona respectively.

South Africa Police Probe Zuma For Corruption

South African police have launched an investigation into corruption
allegations linked to President Jacob Zuma's $24m state-funded upgrade
of his house, according to parliamentary papers.

In a written police response to lawmakers published on Monday, police
confirmed that a probe into accusations that the leader misused public
funds to refurbish his house in the rural village of Nkandla "has been
initiated".

Zuma, who was re-elected in May, has insisted that he had no knowledge
of the work on his home, including the construction of a swimming
pool, private clinic and amphitheatre.

His government has insisted all the refurbishments were security related.

The issue has become a lightning rod for criticism of Zuma's
administration, which is seen by many South Africans as tolerant of
corruption and incompetence.

South Africa's national assembly erupted in August with lawmakers
chanting "pay back the money", demanding Zuma return the millions of
dollars spent on his home.

Opposition leader, Mmusi Maimane, of the Democratic Alliance said "now
the police must do their jobs".

Maimane and other opposition politicians had called for Zuma to be the
subject of a criminal investigation over the issue, and have demanded
he resign.

The public ombudsman Thuli Madonsela in March ruled that Zuma had
"benefited unduly" from the construction, ordering him to pay part of
the cost.

Zuma has faced both political and public wrath of the excessive
spending, in a country battling rampant unemployment and inequality.

INEC Suspends Creation Of Additional Polling Units

The Commission met today, Tuesday, November 11th, 2014, and reviewed
reports sent in from States by Resident Electoral Commissioners(RECs)
on reconfiguration of the polling unit structure and creation of
additional polling units.

The Commission, nevertheless:

1. Will continue with the use of voting POints, where necessary, to
mitigate population pressure in overcrowded polling units during the
forthcoming elections.

Taking everything into consideration - especially the controvery over
creation of additional polling units that has been overheating the
polity, and the apparent inadequacy of time for the exercise - the
Commission took a decision to suspend the exercise until after the
2015 general elections.

2. Relocate polling units from unsuitable locations; and

3. As much as possible ensure that polling units are located in
enclosures such as classrooms, rather than in open spaces.
