Foremost diplomat and Nigerian Ambassador to the United States of
America, Prof. Adebowale Ibidapo Adefuye is dead. He died on Thursday
after suffering a seizure while being driven by his chauffeur in
Washington D.C., the U.S. capital.
Sources said before he could get to the hospital, he gave up the ghost.
Last month, Adefuye, among several other Nigerian envoys, had been
recalled by the Ministry of Foreign Affairs. He was expected to
handover to the Consular General this month, pending the appointment
of a new ambassador.
One of his last major assignments was to receive President Muhammadu
Buhari and his delegation during the president's three-day official
visit to the U.S. last month.
Embassy officials, who confirmed his demise, said a send off reception
was planned for him next Wednesday, but this will now be turned to a
memorial service.
A former professor of History, Prof. Adefuye has been Nigeria's
ambassador to the U.S since March 2010.
Born in Ijebu-Igbo, Ogun State, circa 1947, Adefuye received his first
degree in History at the University of Ibadan, Nigeria in 1969, and in
1973 earned a Ph.D. in History there, with a dissertation on "The
Political History of the Palwo, 1400-1911."
As a Fulbright scholar he studied at Columbia University, the
University of North Florida and the University of Florida in
Gainesville.
Adefuye started his academic career as a lecturer at the University of
Lagos, where he rose to the position of professor, published books and
articles, and served as Head of the History Department from 1985 to
1987.
Among the books he has written are "History of the Peoples of Lagos
State" (1987) and "Culture and Foreign Policy: The Nigerian Example"
(1993).
He received his first diplomatic posting as High Commissioner to
Jamaica, with concurrent accreditation to Haiti and Belize, a job he
kept from 1987 to 1991.
From 1991 to 1994, he served as Deputy High Commissioner at the
Nigerian Embassy in London, U.K., from where he was hired by the
Commonwealth (formerly the British Commonwealth of Nations) as Deputy
Director of Strategic Planning.
After fourteen years with the Commonwealth, Adefuye took a job with
the Economic Community of West African States (ECOWAS), where he
served as an Advisor for two years, from 2008 to 2010.
As U.S. ambassador, Adefuye helped to persuade the U.S. to remove
Nigeria from its "country of interest" terrorism watch list. Nigeria
was placed on the list following the December 25, 2009 failed attempt
by Umar Farouk Abdulmutallab to blow up a Northwest Airlines flight
headed from Amsterdam to Detroit.
Describing relations between Nigeria and the U.S., Adefuye once told
the New African, "Historically, we've had a love-hate relationship
with the United States. We are of strategic importance to America;
that no one can deny. They want us to be a bastion of democracy, a
peaceful nation. If we're not, they get very angry."

Messi Named Best Player In Europe For Second Time
Lionel Messi has been named the UEFA Best Player in Europe for the
2014-15 season for helping Barcelona to a treble of trophies.
The Argentine accepted the trophy from Mitchel Platini, president of
UEFA, at the Grimaldi Forum in Monaco.
Messi, recipient of the inaugural prize in 2011, finished ahead of
Real Madrid's Cristiano Ronaldo and club-mate Luis Suarez in a live
poll of 54 journalists who selected, via an electronic system, their
favourite from the three-man shortlist announced on August 12.
The 28-year-old thanked his Barca teammate afterwards.
"We're a unified squad who worked very hard to achieve the goals we
did. I'm very happy and I would like to thank my team-mates – without
them I wouldn't have achieved this," he said.
Messi broke Telmo Zarra's record for Liga goals last term and ended
the season with 58 in all competitions, a total increased by a double
in the Blaugrana's Copa del Rey final triumph over Athletic Club.
The Barcelona's No10 was also the ten-goal joint-top scorer in the

ICRC Briefs Buhari On Why Construction Of Second Niger Bridge Has Been Put On Hold
The Infrastructure Concession Regulatory Commission (ICRC), has
briefed President Muhammadu Buhari, on some of the reasons why the
construction of the Second Niger Bridge has been slowed down.
The Director-General of the Commission, Aminu Dikko, who spoke to
State House correspondents after briefing the President, said the ICRC
was currently withholding its Certificate of Compliance for the
project because of many issues regarding the project that the
Commission was not comfortable with.
Mr Dikko said the Commission was engaging the Ministry of Works on how
to resolve the issues and therefore had asked the ministry to review
the cost of the project.
He also identified the clamour for compensation by owners of the land,
where the project is being sighted as one of the pending issues.
The Director-General said he has no idea of the present state of the
project, where the groundbreaking was done with fanfare by the
administration of former president, Dr Goodluck Jonathan.
He, however, said it was normal for projects under the Public Private
Partnership to take time, calling on Nigerians to be patient with the
Commission.
He urged Nigerians who had been insisting on the completion of the
project to be patient, adding that PPP projects could not be completed
speedily like normal contracts where money is made available to
contractors after they are awarded.
"For the Second Niger bridge there will be a lot of studies that needs
to be done on the integrity of the bridge itself which will take time.
It is not something we can see being completed in the next six months.
"I will like us to be patient about it, we know that it is a critical
road, we also know how Nigerians suffer during festive holidays and we
hear people sleep on that old bridge.The time has come for us to bring
succour to Nigerians", he maintained.
Dikko said the President issued two directives on the 33 silos built
across the country and the need for MDAs to include project
development in their budgets.
"What the President has directed is that we should involve the state
governors to see how best they can encourage their farmers to utilise
these silos when they come into effect.
"The President directed that MDAs should ensure that they have
adequate funding for development of project in their budgets, and if
they don't they should look for alternative ways of getting such
funding", he said.

Anglican Primate Suggests Part-Time Legislature To Reduce Cost Of Governance
The Primate of the Anglican Church of Nigeria, Arch-Bishop Nicholas
Okoh, has called for the adoption of a part-time legislature as a
measure to reduce the cost of governance in Nigeria.
This according to him will pave way for more developmental projects in Nigeria.
Speaking in Abuja on Wednesday, the clergyman lamented the alleged
huge waste incurred in carrying out government activities.
Arch-Bishop Okoh recommended the part-time sitting for assembly
members and also a slash in the remunerations of those in government.
The Primate maintained that "to reduce the cost of governance requires
more than reducing salaries.
"I think it requires a structural adjustment; that is to say, should
the people in parliament be there on permanent basis or on part time
basis. If they are there on part time basis, they earn allowances.
"But as it is now, they are employed in the business of law making".
Arch-Bishop Okoh insisted that "the country has to choose, if really
we want to reduce the cost of governance".

The Nigeria Drug Law Enforcement Agency (NDLEA) has recovered 243.2
kilograms of Cannabis Sativa, otherwise known as "Igbo" in Nigeria in
two warehouses in Onitsha Main Market, Anambra State.
In one of the warehouses belonging to Chidiebere Nneziewhere 130.4
kilograms of cannabis was recovered, the Commander of the NDLEA,
Anambra State Command, Mr Sule Momodu, said.
According to him, the suspect brought in the dangerous drug into
Anambra state from Delta state through the waterways.
"Through intelligence reports the officials of the agency were able to
trace the drug to the suspect's warehouse inside the market where the
suspect was also arrested," he said.
The second suspect, Uche Baron, a notorious drug baron who escaped
from the NDLEA officials, was declared wanted in the state due to his
high profile activities in drug trafficking in Onitsha.
The command also alleged that he is the highest distributor of
cannabis in Anambra and its environs, adding that they recovered 109.8
kilograms of cannabis from his warehouse in Onitsha main market during
the raid.
Explaining the need to fight drug traffickers, the Commander said the
fight against drug would be a continuous one, as "drugs gives
criminals impetus to commit crime".
In the same vein, the command declared Uche Baron wanted in the state
for high profile drug trafficking.
According to Mr Momodu, the suspect is the highest drug baron in the
entire Anambra state and environs.
The fleeing suspect escaped arrest on August 20 but the agency
arrested his ally, Mr Ugochukwu Chukwu, who upon arrest was found with
the 109.8 kilograms of cannabis sativa.
While commending the State government for supporting the agency in
several ways to fight drug trafficking in the state, the Commander
also made a passionate appeal to the State government to assist them
put the agency's speed boats in order for water patrols.

in connection with the kidnapping and trafficking, Faith Nuhu and her
accomplice, Chigozie Goodwill kidnapped the three children but
discarded Grace Musa Idris along Abuja Jos highway.
The paraded suspects Faith Nuhu, Chigozie Goodwill, Mrs. Evelyn
Ojiaku, John Ojiaku, Dr Amadi Uzoma and Elizabeth Oyemoabi were said
to be operating a child trafficking outfit under the guise of a
private hospital known as Royal Maternity/Clinic and Child Care
Service around Umuiyi Akaba Ikeduru, off kilo meter 6, Owerri-Okigwe
Road in Imo state.
Police spokesman, Ojukwu said the suspects operated an illegal child
trafficking syndicate involved in the buying and selling of abducted
children and in turn sell them out to unsuspecting citizens in need of
children for adoption.
Luck ran out of a child trafficking syndicate when eagled eyed police
detectives began investigation into the abduction of the three
siblings and uncovered the activities of the syndicate.
According to Ojukwu, investigation into the reported kidnapping of the
siblings by detectives of the Force Analytical Tracking and
Interception Centre (ATIC) traced the GSM contacts of the suspects to
Owerri in Imo state.
He said further analytical tracking led to the arrest of the first
suspect Faith Nuhu and second suspect Chigozie Goodwill in Edo state.
They confessed how they kidnapped the three victims in Kafanchan,
Kaduna state and discarded Grace Musa Idris the oldest victim along
Abuja-Jos highway.
"While the two minors Philip Musa Idris and Paul Musa Isaac were
delivered to the third suspect Mrs. Evelyn Ojiaku at the cost of N600,
000," Ojukwu said.
The PRO said Evelyn Ojiaku used her facility for trading children with
the connivance of another suspect John Ojiaku her biological son.
He added that the fifth suspect a medical doctor, Dr Amadi Godwin
Ozuma provided medical services in the Evelyn's hospital.
Ojukwu said Evelyn Ojiaku has confessed that she earlier bought a day
old biological male child of the first suspect Faith Nuhu at the cost
of N100, 000 in September 2014, before she later supplied her two
cousin brothers Philip Musa Idris and Musa Isaac for N600, 000.
He said Evelyn Ojiaku admitted selling the first child sold to her by
Faith Nuhu to one Angele a female resident of Lagos State at the cost
of N300, 000 in September 2014, and confessed to buying five more
children and has sold them to different families.
Ojukwu said Ojiaku also confessed to have been assisted in selling the
children by the 6th accused person Mrs. Onyemuobi Elizabeth, an
Auditor in the Imo state civil service.
He disclosed that all the children have been traced and recovered from
their adopted parents, some of who adopted the children without
knowledge of the illegal activities of the fake child-care centre.
Ojukwu caution Nigerian seeking to adopt children to follow approved
channels and not to patronize 'child harvesters,' stating that

Pensioners And Workers Protest Non-Payment Of Salaries In Owerri
WORKERS in various Imo State ministries, agencies and parastatals
yesterday disrupted major streets in Owerri, shutting down economic
activities over unpaid salaries and pensions allegedly spanning 23
months.
They had barricaded the entrance to the Imo State House of Assembly,
preventing legislators and officials from entering the premises, but
later moved to the Freedom Square in the heart of the city.
Chairman of the Nigerian Labour Congress (NLC), Austin Chilapku, and
his Trade Union Congress (TUC) counterpart, Paul Akalazu, expressed
disgust at the development, lamenting that workers could be owed
salaries for so long.
They further stated: "The organised labour in Imo notes with dismay
the clandestine moves by the lawmakers to repeal and or amend the laws
establishing parastatals for purposes of commercialising them.
"Our claims are verifiable. Workers in the state civil service are
owed over 23 months salaries and we demand that we should be paid.
Schools will soon resume and fees will be paid, rents are due and yet
no salary has been paid. The workers are suffering.
"We are only asking for our right, not trying to unseat the governor;
our claims are not a fluke, we have documents to support our claim."
They noted that the state's economy has been grounded as a result of
non-payment of workers. Reacting to the incident, however, the Chief
Press Secretary to the Governor, Sam Onwuemeodo, urged understanding,
alleging rather that the workers were being instigated by political
opponents.
"It has become increasingly necessary for the state government to
sincerely appeal to the organized labour to demonstrate high sense of
patriotism in their actions and inactions, and avoid becoming willing
tools in the hands of a few elements who do not wish the state and her
people and even the government of the day well," he said.
"One had expected the leaders to appreciate the concerted effort the
state government has been making to totally deal with the issue of
salaries and pensions. The labour leaders are also expected to show
understanding, knowing what the general situation is at the moment
across the nation."

ICC Investigates Oba Of Lagos For Anti-Igbo Remarks
The International Criminal Court has commenced investigation of the
Oba of Lagos, Rilwan Akiolu, for statements made about the Igbo's in
the build-up to the Lagos governorship election.
In the statement, available on line, Mr. Akiolu vowed that Igbos in
Lagos who voted against his preferred candidate, Akinwunmi Ambode,
would sink in the Lagoon. Mr. Ambode of the APC eventually defeated
Jimi Agbaje of the PDP in a highly contested election.
The son of a late former governor of old Anambra State, Josef Onoh, on
April 21, petitioned the ICC on the statement and asked the world jury
to investigate the threat and bring the monarch to justice.
The ICC had earlier in the year acknowledged receipt of Mr. Onoh's
petition and promised to give consideration to his request.
Mr. Onoh petitioned the ICC saying he believes that Mr. Akiolu's
threat amounted to a call for violence to be perpetrated against the
Igbo in Lagos in the event that the APC governorship candidate loses
the election, which he noted violates Article 20 of the International
convention and elimination of all forms of racial discrimination.
"Had the threat been made by any lesser person we would have dismissed
same as an idle threat, but coming from the Oba of Lagos himself, it
was a call to arms and an incitement to violence against the Igbos,"
Mr. Onoh wrote.
In a second correspondence to Mr. Onoh with reference number
OTP-CR-140/15, dated August 13 2015, ICC's Head of the Information &
Evidence unit in the office of the prosecutor, M.P. Dillion, said they
were analyzing the situation identified in his petition with the
assistance of other related communications and other available
information.
Part of the ICC's latest letter to Mr. Onoh reads: "Under article 53
of the Rome statute, the prosecutor must consider whether there is a
reasonable basis to believe that crimes within the jurisdiction of the
court have been committed, the gravity of the crimes, whether national
systems are investigating and prosecuting the relevant crimes, and the
interests of justice."
Acknowledging receipt of the petition, Mr. Dillon said: "This
communication has been duly entered in the communications register of
the office."

The Lagos State Government has removed the list of contracts awarded
under the administration of former Governor Babatunde Fashola.
The list which was published on the website of the state's Public
Procurement Agency, www.lagosppa.gov.ng, stated that Fashola's
administration spent N78.3m on his personal website,
www.tundefashola.com, in 2014.
The list further stated that Fashola spent N139m on the drilling of
two boreholes at the Lagos House, Ikeja.

Why FG Must Complete 2nd Niger Bridge, Ndigbo, Others Tell Buhari
AMidst growing fears that the Federal Government has dumped the
construction of the Second Niger Bridge project, prominent Igbo
leaders and built environment experts have appealed to President
Muhammed Buhari, PMB to ensure that the all-important bridge that
would complement the aging River Niger Bridge, is completed on
schedule as stipulated in the contract agreement.
2nd-Niger-Bridge
The bridge which was flagged off on March 10, 2014 by former President
Goodluck Jonathan is expected to be completed in 48 months (March
2018).
Measuring about 1,590 metres long the bridge whose construction cost
was put at N117,860,700,741.82, VAT inclusive, forms part of the 11.90
kilometer length project.
Although officials of both the Federal Ministry of Works and Julius
Berger Nigeria Plc, denied reports that work on the project has been
discontinued, Vanguard Homes & Property which went to the Asaba and
Onitsha ends of the project site last week, observed that only
skeletal works are ongoing as most of the workers have allegedly been
retrenched by the contractors.
It was not certain whether the retrenchment was necessitated by the
rains which usually affect construction works during rainy seasons or
because the Federal Government has not yet released any fund for
continuation of the project.
Apparently reading danger signals from the ongoing scenario, Igbo
leaders and built environment experts who spoke to Vanguard Homes &
Property insisted that since government is a continuity, the incumbent
Buhari administration should go ahead to complete the project because
of its strategic importance to the economic development of the entire
country.
In the beginning
Former President Jonathan had during his presidential campaign rally
in Onitsha, Anambra state in January, this year, given the assurance
that the project would be completed on schedule and delivered.
Jonathan said the project which is being executed through the Public
Private Partnership, PPP arrangement, would also be managed by the
Sovereign Wealth Fund, SWF.
2nd-Niger-Bridge
According to him, "So far, N10 billion has been spent and, out of it,
N1.5 billion was used for paying for damages and others. In fact, the
link road that is about three kilometres from the main road to the
bridge which is almost 80 percent of the road has been fixed," he
said.
He noted that about 260 Nigerians and 50 expatriates were working
there."But when the work will be in full swing, we expect that it will
give work to about 2,000 young men and women and about 60 expatriates.
Commercialactivities
So, it is one of the major projects that will engage a number of
people. We asked Julius Berger and the federal Ministry of Works about
their commitments to the project and they said the project will be
completed within the time frame. And I am optimistic they will surely
do it," the former president was quoted as saying.
He noted that when completed, the bridge would improve commercial
activities in the South-East and South West, adding that government
had made a proper arrangement for the financing of the major unity
infrastructure, hence government would provide about 25 percent
funding for the project.
Views of built environment experts
The Registrar of the Quantity Surveyors Registration Board of Nigeria,
QSRBN, Mr. Godson Moneke described the award of the contract for the
construction of a second bridge across the River Niger at Onitsha as a
deceit by Igbo elites and the former President to get the votes of the
Igbos.
He premised this assertion on the fact that the immediate past
government did not have the will to build the bridge. Moneke wondered
why the Public Private partnership, PPP model was adopted for the
construction of such an important bridge that would impact upon the
lives of millions of Nigerians.
According to him, the PPP model is an attempt to short change would-be
users of the bridge.
Moneke who eulogised the anti-corruption crusade of the Buhari
administration, enjoined the President to silence his critics who
claim that he is anti-Ndigbo, by jettisoning the PPP model and
constructing the bridge which is of immense economic importance to the
country.
Ohaneneze, NBA react
The Chairman of Anambra State chapter of Ohanaeze Ndigbo, Elder Chris
Eluemuno warned against any move to discontinue the construction of
the bridge. According to him, there is nothing whatsoever to warrant
the abandonment of the project.
"Why should he (Buhari) abandon the project? Is it because it is
located in Igbo land or what? What we should even be talking about is
to review some areas that is hindering the smooth execution of the
project, so as to quicken the pace of work on it," he said.
The Ohaneze chieftain noted that although all the actions and
utterances of President Buhari point to the fact that he did not like
Ndigbo, he (the President) should know that when completed, Ndigbo
would not be the only beneficiaries of the second Niger bridge
project.
The Chairman of Anaocha branch of the Nigeria Bar Association, NBA,
Mr. Chris Adimora spoke in the same vein. "The Bridge is the
connection link between the South East and the rest of the country. If
the existing bridge should collapse today as a result of old age and
over- use, it will mean total calamity and complete cut off from the
old Eastern Nigeria and the rest of the country.
Our appeal is that the Federal Government should fund the bridge 100
percent like it funded Lokoja and other bridges in the country,"
Adimora canvassed. He enjoined the Federal Government to take a look
at the contract documents and remove any concessioner attached to the
project.
"The Federal Government should also review the contract documents and
remove the PPP arrangement. PPP is even a Greek gift to Ndigbo. The
Federal Government should not contemplate termination of the contract.
If Federal government completes the project, Ndigbo will now know that
Buhari is not partial," the NBA boss said.
In his own reaction, the Chairman of Idemili branch of NBA, Mr Ben
Okoko described the Second Niger bridge as a project that is long
overdue. He noted that discontinuing with the project, will be a big
blow to the South-East and South-South geo-political zones..
According to Okoko, "Buhari, as at now, cannot yet be said to be
anti-Igbo, having agreed to complete Zik's Mausoleum project. We
expect him to do the jobs as he promised because the names, Okechukwu
and Ogbuagu which Ndigbo gave to him is not going to be in vain. Let
the project continue at whatever agreement, even if it is PPP.
Free flowof traffic
If any traffic congestion occurs in the existing Niger bridge,
motorists will be stranded". "Government should also complete all the
adjoining roads connecting the second Niger bridge like the road
linking Atani in Ogbaru Local Government Area and Ozubulu in Ekwusigo
Local Government Area to ensure a free flow of traffic.
All the roads that will take their routes from the second Niger bridge
should be rehabilitated, " he suggested. Okoko called on the Federal
Government to also place the rehabilitation of Enugu/Onitsha,
Enugu/Umuahia/Aba/ Port Harcourt dual carriage ways and the
Okigwe/Arondizuaogu/Akokwa/Uga/Nnewi highway, among others on top
priority, to give Ndigbo a real sense of belonging.
More reactions
In the same vein, the Ogirishi of Igboland, Chief Rommy Ezeonwuka,
said it would be a political and economic miscalculations for the
Federal government to stop the project, adding that the bridge is the
only connecting link between the South East and other parts of the
country.
"Politics aside, that bridge will help to boost economic base of this
nation because without it, there will be no economic link between the
South East, South South, South West and the rest of the North," he
said.
The Campaign for Democracy, CD, South East Zone, in its own view,
warned that human rights groups would not tolerate a situation where
the second Niger bridge project would be abandoned just because of ch
construction of the Second Niger Bridge project, prominent Igbo
leaders and built environment experts have appealed to President

had made a proper arrangement for the financing of the major unity
infrastructure, hence government would provide about 25 percent
funding for the project.
Views of built environment experts
The Registrar of the Quantity Surveyors Registration Board of Nigeria,
QSRBN, Mr. Godson Moneke described the award of the contract for the
construction of a second bridge across the River Niger at Onitsha as a
deceit by Igbo elites and the former President to get the votes of the
Igbos.
He premised this assertion on the fact that the immediate past
government did not have the will to build the bridge. Moneke wondered
why the Public Private partnership, PPP model was adopted for the
construction of such an important bridge that would impact upon the
lives of millions of Nigerians.
According to him, the PPP model is an attempt to short change would-be
users of the bridge.
Moneke who eulogised the anti-corruption crusade of the Buhari
administration, enjoined the President to silence his critics who
claim that he is anti-Ndigbo, by jettisoning the PPP model and
constructing the bridge which is of immense economic importance to the
country.
Ohaneneze, NBA react
The Chairman of Anambra State chapter of Ohanaeze Ndigbo, Elder Chris
Eluemuno warned against any move to discontinue the construction of
the bridge. According to him, there is nothing whatsoever to warrant
the abandonment of the project.
"Why should he (Buhari) abandon the project? Is it because it is
located in Igbo land or what? What we should even be talking about is
to review some areas that is hindering the smooth execution of the
project, so as to quicken the pace of work on it," he said.
The Ohaneze chieftain noted that although all the actions and
utterances of President Buhari point to the fact that he did not like
Ndigbo, he (the President) should know that when completed, Ndigbo
would not be the only beneficiaries of the second Niger bridge
project.
The Chairman of Anaocha branch of the Nigeria Bar Association, NBA,
Mr. Chris Adimora spoke in the same vein. "The Bridge is the
connection link between the South East and the rest of the country. If
the existing bridge should collapse today as a result of old age and
over- use, it will mean total calamity and complete cut off from the
old Eastern Nigeria and the rest of the country.
Our appeal is that the Federal Government should fund the bridge 100
percent like it funded Lokoja and other bridges in the country,"
Adimora canvassed. He enjoined the Federal Government to take a look
at the contract documents and remove any concessioner attached to the
project.
"The Federal Government should also review the contract documents and
remove the PPP arrangement. PPP is even a Greek gift to Ndigbo. The
Federal Government should not contemplate termination of the contract.
If Federal government completes the project, Ndigbo will now know that
Buhari is not partial," the NBA boss said.
In his own reaction, the Chairman of Idemili branch of NBA, Mr Ben
Okoko described the Second Niger bridge as a project that is long
overdue. He noted that discontinuing with the project, will be a big
blow to the South-East and South-South geo-political zones..
According to Okoko, "Buhari, as at now, cannot yet be said to be
anti-Igbo, having agreed to complete Zik's Mausoleum project. We
expect him to do the jobs as he promised because the names, Okechukwu
and Ogbuagu which Ndigbo gave to him is not going to be in vain. Let
the project continue at whatever agreement, even if it is PPP.
Free flowof traffic
If any traffic congestion occurs in the existing Niger bridge,
motorists will be stranded". "Government should also complete all the
adjoining roads connecting the second Niger bridge like the road
linking Atani in Ogbaru Local Government Area and Ozubulu in Ekwusigo
Local Government Area to ensure a free flow of traffic.
All the roads that will take their routes from the second Niger bridge
should be rehabilitated, " he suggested. Okoko called on the Federal
Government to also place the rehabilitation of Enugu/Onitsha,
Enugu/Umuahia/Aba/ Port Harcourt dual carriage ways and the
Okigwe/Arondizuaogu/Akokwa/Uga/Nnewi highway, among others on top
priority, to give Ndigbo a real sense of belonging.
More reactions
In the same vein, the Ogirishi of Igboland, Chief Rommy Ezeonwuka,
said it would be a political and economic miscalculations for the
Federal government to stop the project, adding that the bridge is the
only connecting link between the South East and other parts of the
country.
"Politics aside, that bridge will help to boost economic base of this
nation because without it, there will be no economic link between the
South East, South South, South West and the rest of the North," he
said.
The Campaign for Democracy, CD, South East Zone, in its own view,
warned that human rights groups would not tolerate a situation where
the second Niger bridge project would be abandoned just because of ch

possessing items suspected to be banned substance.

determine how the cabin crew member came about the banned substance.

JAMB To Commence Sale Of 2016 UTME Forms On Aug. 31
The Joint Admissions and Matriculation Board (JAMB) says arrangement
has been concluded for the sale of its 2016 application documents.
This is contained in a statement by the board's Head of Information,
Dr Fabian Benjamin and made available to the News Agency of Nigeria
(NAN) on Monday in Lagos.
According to the statement, the sales is to prepare candidates early
for the 2016 Unified Tertiary Matriculation Examination (UTME).
It said that candidates were urged to purchase the examination scratch
cards from Zenith Bank, Sky Bank and First Bank .
"The registration fee for the UTME is N5,000 and candidates are also
to pay N500 to obtain the textbook, The Last Days at Forcados High
School'.
"Candidates will, however, be issued the book at the point of
registration after showing evidence of payment," the statement said.
It added that the registration period would span from Aug. 31 to Jan. 15, 2016.
According to the statement, the registration website will close on
Jan. 19, 2016.
It noted that the UTME had been slated to commence on Feb.29 and end
on March 14, 2016.

Buhari Can’t Fight Corruption Without Attorney-General – LP
The Labour Party declared on Sunday that the President Muhammadu
Buhari's government will find it difficult to achieve meaningful
success in its current anti-graft war if it fails to appoint an
Attorney-General of the federationand Minister of Justice without
further delay.
The General Secretary of the party, Mr. Kayode Ajulo, who stated this
at a news briefing in Abuja, described the AGF as the adviser to the
Federal Government on legal issues and also the Chief Law Officer of
the federation.
According to the party, the office of the attorney-general remained
the only post among the ministers that the constitution created
differently and noted that his input was essential to give focus and
direction to Buhari's anti – corruption crusade.
The LP scribe said, "The constitution recognises that the President
cannot know it all. He needs some special advisers, he needs
ministers. At the moment, President Buhari takes decisions based on
impulse and he cannot run a government like that.
"We know that he came to power based on his anti-corruption position
as a result of his principles which we agreed with but he cannot do
it alone. As of today, it's Buhari and his wife that are ruling this
country; we don't have to deceive ourselves.
"At least, we have the office of the President and that of wife of the
president. That is why Nigeria government seems to be in comatose."
Ajulo, an Abuja based legal practitioner, also noted that the police
report on the alleged forgery of the Senate Standing Order might not
see the light of the day because there was utter disregard for lay
down procedure, before and after the investigation.
He alleged that heads of anti-graft agencies were currently operating
based on speculations, rumours and permutations because there was no
chief legal officer to guide and give them direction based on the
provisions of the country's laws.
He said, "Who is advising the police to carry out the investigation
(on forged senate rules)? Who lodged the complaints in the first
place? When the country has an attorney-general, he will be able to
advise on what to do.
"Now the police had done the investigation (on the alleged forgery of
the Senate Standing Order 2015), how will they go about it? Who has
the fiat to order the prosecution of those allegedly indicted?"
The LP scribe noted that the report of the alleged forgery of the
Senate Standing Order 2015 would continue to be a rumour until an
attorney-general, who would appropriately advise the government on
what to do about it, was appointed.
He described as unnecessary the idea of setting up of a special court
to handle corruption cases because, according to him, there are judges
in the current judicial system, who specialise in treating corruption
cases.
Ajulo added that the judiciary had a way of covertly designating the
courts on their own, saying there wouldn't be any need for overt
designation by tagging some courts as corruption courts.

80 Boko Haram Men Join ISIS In Libya ,Niger
The net sect, Boko Haram, is believed to have dispatched no fewer
than 80 of its members to join forces with the ISIS extremists
fighting in Libya, an agency report said yesterday.
Boko Haram insurgents are also suspected to be fighting in Niger
Republic in what is being interpreted as the strengthening of its ties
with the Islamic State Group.
The sect pledged allegiance to IS's in March. In June BOko Haram was
declared its West African province.
About two weeks ago,two young Nigerians from Kano were arrested in
India as they made to cross into Pakistan at the border of both
countries.
Their destination was Iraq where ISIS is waging a war against the authorities.
Similarly, the Lebanese authorities on August 15 arrested hard-line
IS's cleric Ahmad al-Assir at Beirut airport while attempting to fly
to Nigeria on a forged Palestinian passport with a Nigerian visa.
The development has sparked a security alert in the country with
President Muhammadu Buhari ordering an investigation into how the
Nigerian Embassy issued al-Assir the visa.
The Sentinel magazine of the Washington-based Jamestown Foundation in
an article estimated that between 80 and 200 Boko Haram fighters are
currently in the Libyan city of Sirte.
It also said that Algerian security forces believe that Boko Haram
fighters have joined other militants in northern Niger.
"The openness of migration routes from Nigeria through eastern Niger
to Libya makes travel … fairly straightforward, and the Islamic State
can easily afford to pay smugglers to carry militants (and weapons)
along that route," it said.
The Nigeria Immigration Service claimed to have barred 23,472 people
from leaving the country between January 2014 and March 2015.
"There have been reports in recent times of some Nigerians departing
to join terrorist groups especially in the Middle East and North

accounting work to figure out exactly what money is where; it is not
an easy task. The second thing is (that) when we make cases and we
take them to court, they can take a long time in the court. I believe
the case involving the Abacha era; they are still working on it in the
US. Therefore, the one thing that is absolutely crystal clear,
however, as we said to Mr. President in Washington, is our intent and
our willingness to work with this case. But even if they take time,

Impunity: Presidential Appointments, Disbursement Of Monies Without NASS Approval
What would it profit President Muhammadu Buhari to keep the Senate at
bay and risk embarrassing himself in ways that defy common sense and
logic?
Or, put differently, when does Buhari intend to get rid of the monkey
on his back, a monkey which continues to present him as a man of petty
disposition?
These are some of the questions a section of the leadership of the All
Progressives Congress, APC, as well as the handlers of Mr. President
must continue to contend with as Nigeria's leader serially creates
conditions that force him to appear to be intent on walking naked in
the market place.
Worse still, Buhari, who, despite the very insensate, rude and wicked
name-calling by the Peoples Democratic Party Presidential Campaign
Council, still rode to power on the goodwill of over 12million
Nigerians, but is today in danger of creating conditions that would
make the PDP leaders claim "we told you so".
It is now a market place realityas Buhari has been refusing to have
any unofficial relationship with the Senate obviously to please
political leaders who were shamed that their candidates were defeated
in the election into the Senate leadership.
Unfortunately for the President, this is not a military administration
where the Head of State can act unilaterally – most appointments,
policy decisions and appropriation of funds must be approved by the
NASS, particularly the Senate.
His obstinate refusal to maintain a proper and mutually beneficial
relationship with the Senate in particular has led to some
unpardonable nay embarrassing mistakes .
One of such was the appointment of Asset Management Company of
Nigeria, AMCON, Chairman and Board members with the marching orders to
start work immediately when such appointments ought to be confirmed by
the Senate.
The same thing happened in the appointment of the Acting Chairman of
the Independent National Electoral Commission, INEC, when Prof.
Attahiru Jega, a more sensible and adroit individual, did the right
thing and handed over to somebody – Buhari reversed it and appointed
Amina Zakari illegally, pooh-poohing the 1999 Constitution of the
Federal Republic of Nigeria which states, in part, that the tenure of
an INEC Commissioner cannot be terminated without the confirmation of
the Senate voting two third majority in support of such – not a letter
terminating her tenure just so she could be appointed as Acting
Chairman.
Even the release of money as palliative measure or bail out to states,
a form of expenditure, did not enjoy the benefit of going through the
Senate.
At the centre of this administrative malady is the suspected role of
the Head of Service, Mr. Danladi Kifasi, who seems to have grown in
influence due to the absence of ministers and Secretary to the
Government of the Federation, SGF.
On a few occasions, Buhari has had to reverse himself as he is set to
do on the AMCON issue because the Senate has a role to play.
He may enjoy running a broken government for now but the consequences
are much more than a President who is being ill-advised that he can
continue to run Nigeria like a sole administrator.
It is even incomprehensible that the champions of due process,
egalitarianism and constitutional order, most of who now people the
APC, are keeping a shameful silence in the face of this rape of the
Constitution because many of them are expecting to be appointed as
ministers or board chairmen.
Compliance with the 1999 Constitution is at the heart of the matter.

Worse still, Buhari, who, despite the very insensate, rude and wicked
name-calling by the Peoples Democratic Party Presidential Campaign
Council, still rode to power on the goodwill of over 12million
Nigerians, but is today in danger of creating conditions that would
make the PDP leaders claim "we told you so".
It is now a market place realityas Buhari has been refusing to have
any unofficial relationship with the Senate obviously to please
political leaders who were shamed that their candidates were defeated
in the election into the Senate leadership.
Unfortunately for the President, this is not a military administration
where the Head of State can act unilaterally – most appointments,
policy decisions and appropriation of funds must be approved by the
NASS, particularly the Senate.
His obstinate refusal to maintain a proper and mutually beneficial
relationship with the Senate in particular has led to some
unpardonable nay embarrassing mistakes .
One of such was the appointment of Asset Management Company of
Nigeria, AMCON, Chairman and Board members with the marching orders to
start work immediately when such appointments ought to be confirmed by
the Senate.
The same thing happened in the appointment of the Acting Chairman of
the Independent National Electoral Commission, INEC, when Prof.
Attahiru Jega, a more sensible and adroit individual, did the right
thing and handed over to somebody – Buhari reversed it and appointed
Amina Zakari illegally, pooh-poohing the 1999 Constitution of the
Federal Republic of Nigeria which states, in part, that the tenure of
an INEC Commissioner cannot be terminated without the confirmation of
the Senate voting two third majority in support of such – not a letter
terminating her tenure just so she could be appointed as Acting
Chairman.
Even the release of money as palliative measure or bail out to states,
a form of expenditure, did not enjoy the benefit of going through the
Senate.
At the centre of this administrative malady is the suspected role of
the Head of Service, Mr. Danladi Kifasi, who seems to have grown in
influence due to the absence of ministers and Secretary to the
Government of the Federation, SGF.
On a few occasions, Buhari has had to reverse himself as he is set to
do on the AMCON issue because the Senate has a role to play.
He may enjoy running a broken government for now but the consequences
are much more than a President who is being ill-advised that he can
continue to run Nigeria like a sole administrator.
It is even incomprehensible that the champions of due process,
egalitarianism and constitutional order, most of who now people the
APC, are keeping a shameful silence in the face of this rape of the
Constitution because many of them are expecting to be appointed as
ministers or board chairmen.
Compliance with the 1999 Constitution is at the heart of the matter.

BREAKING: Radio Biafra Back On Air
Controversial pirate channel, Radio Biafra, has again resumed
transmission, despite the Federal Government's claim that it had
jammed the station's signals.
The Federal Government had on July 14 announced that it jammed the
transmission signals of the radio station, which was operating
illegally from an unknown location.
Our correspondent observed that the channel had not been transmitting
on the FM 104.7 band, on which its signals was received in Enugu,
since July.
However, it was observed on Saturday that the station, which was
monitored from 8pm to 9pm, had resumed transmission on the same 104.7
FM band, from which it transmitted before it went off air.
Listeners were invited to call in from various parts of the
South-East, and from outside the country.
The station was still transmitting as of the time of filing this report.
The broadcast addressed the most current issues in the country, an
indication that the channel was still on air.
